두바이 수전력청(DEWA ;  Dubai Electricity and Water Authority)은 지난 2019년 DEWA가 기록한 가스 터빈 및 담수화 장치(gas turbines and desalination units)의 정밀검사를 위한 주요 검사 중단기간을 갱신했다고 8월 23일 발표했다. 이 새로운 성과는 가스 터빈 및 담수화 장치의 정밀검사를 위한 세계적으로 선도적인 지속 가능한 모델로서의 DEWA가 독보적인 위치에 있다는 것이다.

DEWA는 주요 점검작업에 대한 유지보수 중단을 11일에서 9일로 줄였다. 이는 종전 달성 세계기록 대비 18%, 2006년 대비 84% 단축한 것이다. 이로 인해 DEWA는 2021년 여름에 E클래스(E-Class)와 F클래스(F-Class) 가스터빈(GT ; Gas Turbin)의 99.51%와 99.83% 가용성을 달성했으며, 이는 전 세계적으로 가장 높은 비율 중 하나이다.

DEWA는 담수화 장치의 유지보수 분야는 21일에서 10일로 줄여 세계 기록을 유지했다. 이러한 기록으로 F클래스 GT(가스터빈)의 주요 검사당 21일의 가용성이 증가했으며, 이는 주요 검사당 GT당 평균 355만 AED(약 13억 원)의 비용 절감에 해당한다.

이 단계는 가용성, 효율성 및 신뢰성의 최고 표준에 따라 전기 및 수도 서비스를 제공하는 것 외에도 운영 및 유지 보수 비용 절감 외에도 이산화탄소(CO2) 배출량을 연간 4만9천329톤까지 줄임으로써 DEWA의 환경 노력에 기여하고 있다.

DEWA의 제너레이션 담당 부사장인 나세르 로타(Nasser Lootah)는 “기네스 세계기록에 따르면 세계 최대 규모의 천연가스를 이용한 에너지 발전 단일부지 단지인 제벨 알리 발전소(Jebel Ali Power Plant)와 물 담수화 단지(Water Desalination Complex)는 최고의 역량으로 국가 역량이 주도하는 최고의 국제 기술과 최신 첨단 스마트 기기, 고정밀 기술 시스템을 채택하고 있다. 즉, 인적자원은 DEWA에서 제너레이션(Generation) 부서의 가장 중요한 성공 요소이다. 리더십 위치에 있는 에미라티스(Emiratis)의 비율은 100%이다”라고 말했다.

DEWA의 제너레이션 부문은 운영과 성과에서 글로벌 리더십을 달성했다. 맥킨지(McKinsey)는 전기 및 수자원 플랜트(electricity and water plant)를 보유한 60개 이상의 국제 기업을 포함하는 평가에서 DEWA를 세계 5대 기업 중 하나로 선정했다. 연료 열 이용률은 80∼90%에 달했으며, 이는 세계에서 가장 높은 비율이다.

2019년 에미라트(Emirati) 전문가들이 주축이 된 DEWA 엔지니어팀이 지멘스(Siemens)와 협력해 AI와 기계학습(machine learning)을 활용한 세계 최초로 열역학 디지털 트윈 가스터빈 지능형 컨트롤러(thermodynamic Digital Twin Gas Turbine Intelligent Controller)를 공동 개발했다.

이 터빈은 UAE에서 가장 큰 발전소 및 해수 담수화 플랜트인 제벨 알리(Jebel Ali)의 M-Station에 위치해 있다. 지능형 가스터빈 컨트롤러(Intelligent Gas Turbine Controller)는 터빈 효율을 개선하고 발전 용량을 늘렸으며 연료 소비 및 유해 배출량을 줄였다.

DEWA breaks its global world record in major inspection outage duration for overhaul of gas turbines and desalination units

Dubai Electricity and Water Authority (DEWA) has announced breaking its world record in major inspection outage duration for the overhaul of gas turbines and desalination units which DEWA recorded in 2019. This new achievement promotes DEWA’s position as a globally leading sustainable model for the overhaul of gas turbines and desalination units. 

DEWA has reduced the maintenance outages for key inspection operations from 11 days to 9 days, which is a reduction in the maintenance duration of 18%, compared to the previous world record achieved and an 84% decrease compared to 2006.  

This has helped DEWA achieve 99.51% and 99.83% availability in the summer of 2021 for the E-Class and the F-Class fleet of Gas Turbines (GT), respectively which is one of the highest percentages worldwide. 

DEWA sustained its global record in maintenance of desalination units from 21 days to 10 days. These records resulted in an availability increase of 21 days for each major inspection of F-Class GT, which is equivalent to AED 3.55 million average cost saving per GT per major inspection.

Besides providing electricity and water services according to the highest standards of availability, efficiency and reliability, this step contributes to DEWA’s environmental efforts by reducing carbon dioxide emissions by 49,329 tonnes per year in addition to the reduction in operational and maintenance costs.

Our Space-D programme ensures the reliability and operational efficiency, including preventive maintenance of electricity and water,” added Al Tayer.

“The Jebel Ali Power Plant and Water Desalination Complex, the largest single-site complex for energy generation using natural gas in the world, according to Guinness World Records, adopts the best international technologies, the latest advanced smart devices and highly accurate technical systems led by national competencies with the best capabilities. Human resources are the most important success ingredient of the Generation division at DEWA. The percentage of Emiratis in the leadership positions is 100%,” said Nasser Lootah, Executive Vice President of Generation at DEWA.

The generation division at DEWA has achieved global leadership in its operation and performance. McKinsey has ranked DEWA among the best five stations in the world in an evaluation that included more than 60 international companies with electricity and water plants. The fuel heat utilisation reached between 80%-90%, among the world’s highest rates.

In 2019, a team of DEWA’s engineers, led by Emirati experts, and in cooperation with Siemens, co-developed the world’s first thermodynamic Digital Twin Gas Turbine (GT) Intelligent Controller, which uses AI and machine learning. 

The turbine is located at M-Station in Jebel Ali, which is the largest power generation and water desalination plant in the UAE. The Intelligent Gas Turbine Controller has improved turbine efficiency, increased its generation capacity, and reduced fuel consumption and harmful emissions.
