[타지키스탄] ADB, 두샨베에 상수도 공급·위생 개선 위해 3,800만 달러 추가 승인

타지키스탄 수도인 두샨베시 12만5천명에게 상수도 공급 및 50만명이 하수관 개선 혜택

아시아개발은행(ADB ; Asian Development Bank)은 타지키스탄의 수도인 두샨베(Dushanbe)의 기후 복원력 있는 급수 및 위생 인프라 복구 및 확장 프로젝트에 3천800만 달러의 추가 보조금 을 승인했다. 이 보조금은 두샨베시 상하수도 공기업인 두샨베 보도카날(Dushanbe Vodokanal)의 제도적 역량 강화 및 여성의 권한 강화에도 사용된다.

이 보조금은 타지키스탄 수도인 두샨베시의 상수도 및 위생 시스템 개선을 위해 2018년에 승인된 ADB의 4천118만 달러의 보조금을 보완하는 것이다.

ADB의 예브게니 주코프(Yevgeniy Zhukov) 중앙·서아시아 사무총장은 “이 프로젝트는 다른 개발 파트너들이 시행하고 있는 투자 및 제도 개혁을 보완할 것이며, 두샨베시의 삶의 질, 건강, 도시 회복력, 경제 성장을 향상시킬 것”이라면서 “프로젝트 결과 12만5천 명이 24시간 365일 수도관을 통한 급수를 받고, 50만 명이 하수관 개선 혜택을 볼 수 있을 것으로 기대하고 있다”라고 말했다.

인구 91만6천 명으로 추산되는 두샨베시의 상수도·위생시스템은 고령화와 자본투자 부족, 정비 미흡 등으로 악화됐다. 낮은 관세와 더불어 물 절약에 대한 대중의 이해 부족은 상당한 물 낭비를 초래했다.

하수도 서비스는 두샨베시 인구의 약 70%에게만 제공된다. 홍수, 가뭄, 폭염과 같은 예상되는 기후 영향은 문제를 악화시킨다. ADB는 이번 추가 재원조달로 쇼만수르(Shohmansur) 지구의 상수도·위생투자가 확대되며 추가 우물 복구, 가압장, 송배전망, 스마트 계량기 설치, 수집형 하수와 하수도망 복구 및 건설 등이 추진된다.

ADB의 마시모 페트론(Massimo Petrone)의 중앙·서아시아 도시개발 전문가는 “투자의 지속성을 보장하기 위해 이 프로젝트는 두샨베 보도카날(Dushanbe Vodokana) 상하수도 공기업의 사업 계획을 이행하고 운영 및 재정 효율성을 개선하며 비 세입 물을 줄일 것”이라고 말했다.

마시모 페트론은 또한 “이 프로젝트는 에너지 효율적인 펌프를 사용하여 기후 완화를 강화하고, 물 손실과 소비를 줄임으로써 기후 복원력을 높일 것”이라고 덧붙였다.

이 프로젝트는 또한 여성의 권한 부여, 보호 및 기술개발을 지원한다. 여성의 기술력, 리더십, 사업능력 향상, 가정폭력 생존자와 자녀 지원, 물·위생 및 위생시설 향상과 실천을 위한 여성발전센터가 설치된다.

타지키스탄은 1998년 ADB에 가입한 이후 17억 달러 이상의 보조금을 포함한 총 23억 달러 이상의 지원을 받아 국가 최대의 다자간 개발 파트너가 되었다.

ADB의 2021∼2025년 타지키스탄 국가 파트너십 전략은 자원 배분과 동원을 강화하기 위한 구조 개혁, 인적 자본 개발을 통한 노동 생산성 향상, 토지 연계 경제에 투자함으로써 더 나은 생계를 육성하는 세 가지 전략적 우선순위에 초점을 맞추고 있다.

ADB approves $38 million grant to improve water supply, sanitation in Dushanbe, Tajikistan

 

The Asian Development Bank (ADB) has approved additional grant financing of $38 million for a project rehabilitating and expanding climate-resilient water supply and sanitation infrastructure in Dushanbe, Tajikistan; strengthening the institutional capacity of the state water and sewerage utility DushanbeVodokanal; and promoting women’s empowerment in the country.

The grant supplements the $41.18 million grant ADB approved in 2018 for the improvement of water supply and sanitation systems in Tajikistan’s capital.

“The project will complement investments and institutional reforms being implemented by other development partners, and it will improve quality of life, health, urban resilience, and economic growth in Dushanbe,” said ADB Director General for Central and West Asia Yevgeniy Zhukov. “We expect, as a result of the project, that 125,000 people will get 24/7 piped water supply and 500,000 people will benefit from improved sewerage.”

Water supply and sanitation systems in Dushanbe, which has an estimated population of 916,000 people, have deteriorated because of age, lack of capital investment, and inadequate maintenance. The lack of public understanding of water conservation, combined with low tariffs, has led to significant water wastage. 

Sewerage services are only provided to about 70% of the population in Dushanbe. Anticipated climate impacts?floods, droughts, and heat waves?will aggravate the problems.

The additional financing will expand water supply and sanitation investments in the Shohmansur District, including rehabilitation of additional wells, pumping stations, transmission and distribution networks, installation of smart meters, and rehabilitation and construction of collector sewer and sewerage networks.

“To ensure the sustainability of the investments, the project will implement a corporate business plan for DushanbeVodokanal, improve its operational and financial efficiency, and reduce nonrevenue water,” said ADB Senior Urban Development Specialist for Central and West Asia Massimo Petrone.

 “The project will also enhance climate mitigation with the use of energy-efficient pumps, and boost climate resilience by reducing water loss and consumption.”

The project will also support women’s empowerment, protection, and skills development. A women’s development center will be established to enhance women’s technical, leadership, and business skills, to support domestic violence survivors and their children, and to improve water, sanitation and hygiene awareness and practice.

Since Tajikistan joined ADB in 1998, the bank has become the country’s largest multilateral development partner with over $2.3 billion in total assistance, including over $1.7 billion in grants. 

ADB’s 2021?2025 country partnership strategy for Tajikistan focuses on three strategic priorities: structural reforms to enhance resource allocation and mobilization, improving labor productivity through human capital development, and fostering better livelihoods by investing in the land-linked economy.
