포세이돈 자원회사(Poseidon Resources ; Channelside) LP와 샌디에이고 카운티 수도청(San Diego County Water Authority)은 극심한 폭염에 주 전체의 비상 에너지 절약 노력을 지원하기 위해 클로드 ‘버드’ 루이스 칼스배드 담수화 시설(Claude ‘Bud’ Lewis Carlsbad Desalination Plant)의 물 생산량을 일시적으로 줄이고 있다.

이 담수화 플랜트는 샌디에이고 가스 & 일렉트릭의 서비스 지역에서 피크 에너지 수요의 1% 미만을 차지하고 있지만, 포세이돈 자원회사와 수도 당국은 안전하고 신뢰할 수 있는 물 공급의 지속적 공급을 보장하는 동시에 전기 신뢰성을 지원하기 위해 노력하고 있다. 파트너들은 연휴 기간인 3일 동안 이 담수화 시설의 물 생산을 약 20% 줄이고 있으며, 정기적인 물 공급은 다른 공급원에서 이루어질 예정이다.

샌디에이고 수도청의 산드라 L. 켈(Sandra L. Kerl) 총책임자는 “수도청과 채널사이드의 파트너십은 최첨단 기술과 수도 공급 신뢰성에 대한 우리 투자의 가치를 다시 한번 일깨워준다”라면서 “데즈 플랜트 운영은 민첩하기 때문에 현지 요구에 따라 생산을 확대 및 축소할 수 있다. 이러한 유연성은 어려운 시기에 솔루션을 활성화할 수 있는 지역 상수도 계획의 가치를 강조한다”라고 말했다.

칼스배드 담수화 시설은 미국 내 최대 규모, 기술력, 에너지 효율이 뛰어난 담수화 플랜트로 2015년 12월 가동을 시작한 이후 샌디에이고 카운티를 위해 900억 갤런 이상의 식수를 생산했다. 이 시설은 4일부터 가동을 줄여 추가로 9MW(메가와트)의 전력을 다른 용도로 사용할 수 있도록 하고 있다.

수도청은 또한 호지스(Hodges) 호수 양수저장 시설을 운영하여 20MW의 온디맨드 전력을 생산하여 피크 수요를 충족하도록 돕고 있다.

게다가, 수도 당국과 샌디에이고 시는 캘리포니아에서 가장 유망한 펌프 에너지 저장 솔루션 중 하나인 이스트 카운티(East County)에 제안된 샌 비센테 에너지 저장 시설(San Vicente Energy Storage Facility)을 공동으로 발전시키고 있다.

펌핑 에너지 저장 프로젝트는 낮 동안 태양과 풍력으로부터 여분의 재생 에너지를 저장했다가 에너지 사용이 급증하거나 재생 에너지를 사용할 수 없을 때 그 에너지를 방출하도록 설계되었다.

이 플랜트는 또한 에너지 회수장치를 사용하여 추정 1억4천600만KW(킬로와트) 시간을 절약하고 탄소 배출량을 매년 4만2천 미터톤(metric tons)씩 줄인다.

채널사이드(Channelside)의 사친 차울라(Sachin Chawla) 사장은 “이는 극한의 폭염이 발생했을 때 가용 에너지 용량을 늘리기 위한 적절한 조치를 취함으로써 담수화 플랜트가 물의 신뢰성뿐만 아니라 에너지 신뢰성에 어떻게 기여할 수 있는지를 보여주는 사례”라고 말했다.

차울라 사장은 이어 “우리는 우리 지역이 현재의 에너지 부족을 해결하는 것을 돕기 위해 우리가 할 수 있는 모든 것을 할 수 있다는 것이 자랑스럽다”라고 덧붙였다.

Carlsbad Desalination Plant Cuts Energy Demand to Help Avoid Blackouts

Water Authority-City of San Diego are developing a new long-term energy solution to boost on-demand power

Poseidon Resources (Channelside) LP and the San Diego County Water Authority are temporarily reducing water production at the Claude “Bud” Lewis Carlsbad Desalination Plant to support statewide emergency energy conservation efforts during the extreme heat wave.

While the plant accounts for less than 1% of peak energy demand in San Diego Gas & Electric’s service territory, Channelside and the Water Authority are committed to supporting electrical reliability while ensuring continued delivery of safe and reliable water supplies. The partners are reducing water production at the plant by about 20% for three days over the holiday weekend; regular water deliveries will be made from other sources. 

“The partnership by the Water Authority and Channelside is another reminder of the value our investments in cutting-edge technology and water supply reliability,” said Sandra L. Kerl, general manager of the Water Authority. 

 “Desal plant operations are nimble, so production can be ramped up and down in response to local needs. This flexibility underscores the value of regional water supply planning, which allows us to activate solutions during challenging times.” 

The Carlsbad Desalination Plant is the largest, most technologically advanced and energy-efficient desalination plant in the nation, and it has produced more than 90 billion gallons of drinking water for San Diego County since operations began in December 2015. Starting Sunday, the plant is ramping down operations, making an additional 9 megawatts of power available for other uses.

The Water Authority also is running its Lake Hodges Pumped Storage Facilities to generate 20 megawatts of on-demand power, helping meet peak demands.

In addition, the Water Authority and the City of San Diego are collaboratively advancing the proposed San Vicente Energy Storage Facility in East County, one of the most promising pumped energy storage solutions in California. 

Pumped energy storage projects are designed to store excess renewable energy from solar and wind during the day, and then discharge that energy when energy use spikes or renewable energy is not available. 

As proposed, the project could store 4,000 megawatt-hours per day of energy (500 megawatts of capacity for eight hours), which is enough energy to provide approximately 135,000 homes with power. The Carlsbad Desalination Plant eliminates the need to transport water from Northern California to the San Diego region, offsetting approximately 190,000 megawatt-hours of electricity and 68,000 tons of carbon emissions each year. 

The plant also uses energy recovery devices that save an estimated 146 million kilowatt-hours and reduce carbon emissions by 42,000 metric tons every year.  

“This is an example of how desalination plants can help contribute to energy reliability, in addition to water reliability, by taking appropriate action to increase the available energy capacity during the extreme heat event,” said Channelside President, Sachin Chawla.
