저탄소 집약적 역삼투 담수화 플랜트 건설로 하루 45만5천㎥ 생산 18만 가구에 공급 예정

참여 기업 및 컨소시엄팀은 9월 30일 오후 12시까지 EOI 제출해야

아랍에미리트(UAE) 전역의 물과 전기의 계획·구매·공급을 통합적으로 조정하고 있는 아부다비 정부 수전력청(EWEC ; Emirates Water and Electricity Company)은 아부다비 제도(Abu Dhabi Island) 2개의 섬에 역삼투(RO) 민자사업(IWP ; Independent Water Project)으로 건설키로 하고 참여기업 및 컨소시엄에 관심표명의향서(EOI ; expression of Interest)를 제출토록 요청했다.

‘아부다비 제도 RO IWP 프로젝트(Abu Dhabi Islands RO IWP project)'는 사디아트(Saadiyat) 섬과 후다이리아트(Hudayriat) 섬에 위치할 두 개의 독립형 그린필드 RO 해수 담수화 플랜트(standalone greenfield RO seawater desalination plan)로 구성된다.

두 시설 모두 저탄소 집약적 RO 기술을 사용하여 바닷물을 담수화하여 하루에 총 약 1억MIGD을 공급하며 이는 45만5천㎥/일에 해당한다.

이와함께, 아부다비 제도 RO IWP 프로젝트의 플랜트는 아부다비 에미리트에서 최대 18만가구에게 물을 공급시킬 계획이다.

이 프로젝트는 가동되면 EWEC의 7번째 및 8번째 RO 담수화 플랜트가 되어 전력과 수력발전 용량을 분리하고 물과 전기 생산의 탈탄소화를 지원하는 EWEC의 전략적 이니셔티브를 발전시킬 계획이다.

EWEC의 오스만 알 알리(Othman Al Ali) 최고경영자(CEO)는 “역삼투압(RO)은 EWEC가 물과 발전 포트폴리오를 전략적으로 변화시키고 궁극적으로 에너지 부문의 탈탄소화에 기여할 수 있도록 하는 중요한 저탄소 집약적 해수 담수화 기술이다”라면서 “아부다비 제도 RO IWP 프로젝트는 지난 4년 동안 EWEC가 시작한 네 번째 RO 프로젝트이며, 준공이 되면 EWEC의 7번째 및 8번째 RO 담수화 플랜트가 된다”고 말했다. 

오스만 알 알리 CEO는 특히 “EWEC는 ‘UAE 에너지 전략 2050(UAE Energy Strategy 2050)’ 및 ‘UAE 탄소중립 2050 전략 이니셔티브(UAE Net Zero by 2050 strategic initiative)’를 지원하여 지속 가능성에 중점을 두고 물 및 에너지 생산 플랜트를 신속하고 가시적으로 변화시키는 데 있어 에너지 부문을 주도하게 된 것을 자랑스럽게 생각한다”라고 강조하면서 “우리는 아부다비와 UAE의 지속 가능성 목표를 달성하기 위한 우리의 기여에 우리와 협력할 기업 및 컨소시엄팀으로부터 관심표명의향서(EOI ; expression of Interest)를 받기를 기대한다”라고 덧붙였다.

이 프로젝트는 독립형 녹지 RO 해수담수화 플랜트(standalone greenfield RO seawater desalination plants) 2기의 건설, 자금조달, 건설, 운영, 유지보수 및 소유가 수반된다. 성공적인 개발자 또는 개발자 컨소시엄은 특수목적회사(SPV ; special purpose vehicle)의 최대 40%를 소유하게 되며, 나머지 지분은 주로 아부다비 정부가 간접적으로 보유하게 된다.

SPV는 아부다비 에미리트에서 전력,용수 용량 및 생산량의 단일 구매자인 EWEC와 장기 물 구매 계약(WPA ; water purchase agreement)을 체결하게 된다.

EWEC는 이 프로젝트에 참여 의향이 있는 기업 또는 컨소시엄 기업은 마감시한인 2022년 9월 30일 오후 12시까지 EOI를 제출해야 한다. 관심 있는 기업 및 컨소시엄 기업은 전자사본을 통해 ewec.adislandsro@ewec.ae 로 EOI를 제출해야 한다.

EWEC는 EOI를 검토한 후, 다음 단계로 진행하기 위해 자격 요청(RFQ ; Request for Qualification)을 발행한다. RFQ는 프로젝트, 사전 자격 기준 및 입찰 프로세스에 대한 추가 세부 정보를 제공한다.

EWEC Invites expression of Interest (EOI) Submissions for the Development of new Abu Dhabi Islands Reverse Osmosis (RO) Independent Water Project (IWP)

 

Two new low-carbon intensive RO plants will provide approximately 100 million imperial gallons per day, sufficient to meet the water demand for up to 180,000 households.

Developers and developer consortiums are invited to submit EOIs by the specified deadline.

EWEC (Emirates Water and Electricity Company), a leading company in the integrated coordination of planning, purchasing and supply of water and electricity across the UAE, invites developers and developer consortiums to submit an expression of Interest (EOI) for the development of Abu Dhabi Islands Reverse Osmosis (RO) Independent Water Project (IWP).

The Abu Dhabi Islands RO IWP project consists of two standalone greenfield RO seawater desalination plants to be located on Saadiyat Island and Hudayriat Island. 

Both plants will desalinate seawater using low-carbon intensive RO technologies to provide a combined total of approximately 100 million imperial gallons per day (MIGD), equivalent to 455,000 m3/day. 

Together, the plants under the Abu Dhabi Islands RO IWP project will meet the waterdemand for up to 180,000 households in the Emirate of Abu Dhabi.

This project will become EWEC’s seventh and eighth RO desalination plants once operational, advancing EWEC’s strategic initiative to decouple power and water generation capacity, and supporting the decarbonisation of water and electricity production.

Othman Al Ali, Chief Executive Officer of EWEC, said: “Reverse Osmosis is a vital low-carbon intensive seawater desalination technology that enables EWEC to strategically change its water and power generation portfolio, and ultimately contribute to the decarbonisation of the energy sector. The Abu Dhabi Islands RO IWP project is the fourth RO project initiated by EWEC in the last four years, and once commercially operational will become the seventh and eighth RO plants in EWEC’s portfolio. The project will involve the development, financing, construction, operation, maintenance, and ownership of two standalone greenfield RO seawater desalination plants. The successful developer or developer consortium will own up to 40 per cent of a special purpose vehicle (SPV), while the remaining equity will be primarily held indirectly by the Abu Dhabi Government. 

The SPV will enter into a long-term water purchase agreement ("WPA") with EWEC, the single buyer of power and water capacity and output in the Emirate of Abu Dhabi.

EWEC invites developers or developer consortiums to submit an expression of Interest (EOI) by the deadline of 30 September 2022 at 12:00 p.m. Gulf Standard Time (GST) for the first stage of the tender process. Following review of the EOIs, EWEC will issue the Request for Qualifications (RFQ) to proceed to the next stage. The RFQ will provide additional details regarding the project, pre-qualification criteria and the bidding process.
