[영국] Ofwat, 수도서비스 제공 미흡 수도회사들에게 1억5천만 파운드 삭감

템즈워터 5천100만·노섬브리아워터 2천30만 파운드 삭감 등 재정적 불이익 받아

영국 정부 산하 상하수도사업본부인 오프왓(Ofwat)은 영국의 대부분 수도회사들이 상수도 공급 중단 등 고객들에게 수도서비스 제공에 목표를 달성하지 못해 재정적 불이익을 받을 것이라고 10월 3일 발표했다.

전체적으로, 11개 수도회사의 경우, 상수도 공급 중단, 오염사고 및 내부 하수구 침수 등과 같은 분야에서 목표를 달성하지 못했기 때문에 다음 회계 연도에서는 1억5천만 파운드 정도를 다음 회계 연도에 고객 청구서에서 제외될 예정이다.

모든 수도회사들이 목표를 크게 놓친 것은 아니다. 세번 트렌트워터(Severn Trent Water)와 같은 더 나은 사업자는 생물 다양성과 같은 분야에서 목표를 초과 달성하고 고객들로부터 더 많은 돈을 회수할 수 있다.

반면, 템즈워터(Thames Water)와 서던워터(Southern Water)와 같은 성과가 저조한 회사는 수처리 작업 규정 준수에 대한 목표가 미달되어서 재정적 타격을 입게 되었다.

2021∼22년에 걸쳐 홍수가 발생하므로 이에 따라 고객 비용을 줄여야 한다. 이러한 결정은 2023∼24년의 고객 청구서에 영향을 미칠 것이다.

성과 약속이라고 하는 이러한 연간 목표는 부문 전반에 걸쳐 공유 목표와 광범위한 문제에 대한 맞춤형 개별 목표의 조합이다. 2019년 마지막 가격 리뷰에서 설정되었다.

이는 다음 가격 검토인 PR24가 시행되는 2025년까지 유지된다. 이번에 발표된 자동 지급과 재정적 위약금은 기업들이 목표를 달성했는지 여부에 따라 결정되며 결과 전달 인센티브로 알려져 있다.

Ofwat의 데비드 블랙(David Black) CEO는 “고객에게 제공하는 것과 관련하여 너무 많은 물 회사가 부족하며 고객에게 약 1억 5천만 파운드를 돌려주도록 요구하고 있다”고 말했다.

데비드 블랙 CEO는 이어 “우리는 기업들이 매년 실적을 개선할 것으로 기대하고 있다. 그렇게 하지 못할 경우 책임을 물을 것이다. 실적이 가장 저조한 서던워터(Southern Water)와 템즈워터(Thames Water)는 고객들에게 거의 80만 파운드를 돌려줘야 할 것이다. 모든 수도회사는 고객과 대중의 신뢰를 되찾아야 하며, 우리는 이 부문이 개선되도록 계속 도전할 것”이라고 경고했다.

오프왓(Ofwat)이 발표한 재정적 불이익을 받을 수도회사들은 다음과 같다.

- 어피니티 워터(Affinity Water) ;  80만 파운드 삭감

- 앵글리안 워터(Anglian Water) ;  850만 파운드 삭감

- 디르 시므루(Dwr Cymru) ; 800만 파운드 삭감

- 노섬브리아 워터(Northumbrian Water) ; 2천30만 파운드 삭감

- SES 워터(SES Water) ; 30만 파운드 삭감

- 사우스 이스트 워터(South East Water) ; 320만 파운드 삭감

- 사우스 웨스트 워터(South West Water) ; 1천330만 파운드 삭감

- 서든 워터(Southern Water) ; 2천830만 파운드 삭감

- 템즈워터(Thames Water) ; 5천100만 파운드 삭감

- 요크셔 워터(Yorkshire Water) ; 1천520만 파운드 삭감 등이다.

반면, 목표를 초과 달성하고 고객들로부터 더 많은 돈을 회수할 수 있는 기업은 다음과 같다.

- 하프렌 다이프르드위(Hafren Dyfrdwy) ; 40만 파운드 추가 지원

- 브리스톨 워터(Bristol Water) ; 60만 파운드 추가 지원

- 포츠머스 워터(Portsmouth Water) ; 80만 파운드 추가 지원

- 세번트렌트 워터(Severn Trent Water) ; 6천290만 파운드 추가 지원

- 사우스 스탭스 워터(South Staffs Water) ; 300만 파운드 추가 지원

- 유나이티드 유틸리티(United Utilities) ; 2천410만 파운드 추가 지원

- 웨섹스 워터(Wessex Water) ; 440만 파운드 추가 지원 등이다.

오프왓(Ofwat)은 2022년 말 이전에 발간될 예정인 『서비스 제공 보고서(Service Delivery Report)』 및 『재무 모니터링 보고서(Financial Monitoring Report)』와 같은 출판물을 통해 수도회사들의 성과를 심층적으로 분석하고 비교한다.

이러한 결정 초안은 현재 협의 중이며 Ofwat 웹사이트에서 확인할 수 있다. 이에 대한 이의 제기나 상담은 2022년 10월 21일에 종료된다.

UK water companies forced to cut ￡150 million from customers’ bills

 

Most water companies in England will be hit by financial penalties because of missed targets, the regulator Ofwat announced today. 

Overall, for those 11 companies, almost ￡150m is planned to be taken off customers’ bills in the next financial year because of missed targets on areas such as water supply interruptions, pollution incidents and internal sewer flooding. 

Not all water companies have significantly missed their targets. Better performers such as Severn Trent Water have exceeded their targets in areas like biodiversity and are able to recover more money from customers, whereas poorer performing companies such as Thames Water and Southern Water face a financial hit because of missed targets on water treatment works compliance, pollution incidents and internal sewer flooding across 2021/22 and will have to reduce customer bills accordingly. These decisions will impact customer bills in 2023-24. 

These yearly targets, called performance commitments, are a combination of shared targets across the sector and bespoke individual targets on a wide range of issues. They were set in 2019 at the last price review. 

These are in place up until 2025, when the next price review, PR24, will come into place. The automatic payments and financial penalties announced today are based on whether companies have hit their targets and are known as outcome delivery incentives. 

David Black, Ofwat CEO, said: “When it comes to delivering for their customers, too many water companies are falling short, and we are requiring them to return around ￡150m to their customers.” 

“We expect companies to improve their performance every year; where they fail to do so, we will hold them to account. The poorest performers, Southern Water and Thames Water, will have to return almost ￡80m to their customers. All water companies need to earn back the trust of customers and the public and we will continue to challenge the sector to improve.”

These draft decisions are now out for consultation and can be viewed on the Ofwat website. The consultation closes on 21 October 2022.
