[미국] 헤이워드시, 샌프란시스코만 보호위해 하수처리시설 개선 추진

노후화된 인프라 재건 해양배출 하수처리수 개선사업에 브라운 & 콜드웰 선정

수질오염 통제시설 개선으로 용량 증가·인프라 교체·만으로의 영양소 부하 제한

캘리포니아 헤이워드시(City of Hayward)는 증가하는 인구에 서비스를 제공하고 노후화된 인프라를 복구하며 샌프란시스코만(San Francisco Bay)으로 방출되는 하수 처리수의 품질을 개선하기 위해 수질오염 통제시설(WPCF ; Water Pollution Control Facility)을 크게 개선하고 있다.

‘만의 심장(Heart of the Bay)’으로 알려진 헤이워드시는 16만3천 명 이상의 거주자가 있는 베이 지역에서 6번째로 큰 도시이다. 1952년에 처음 건설된 WPCF는 이스트 베이 배출국(East Bay Dischargers Authority)에 의해 운영되는 시설로 펌핑되기 전에 하루 평균 1천130만 갤런(5천㎥)의 하수를 처리하며, 그곳에서 염소를 제거하고 심해 출구를 통해 만으로 배출된다.

베이 지역 정부협회(Association of Bay Area Governments)에 따르면 헤이워드시의 인구가 2015년부터 2050년까지 약 33% 증가할 것으로 예측됨에 따라 예상되는 영양소 배출 규정을 충족하고 증가하는 하수 흐름과 부하를 수용하기 위해 WPCFWPCF(수질오염 통제시설)에서 수정 작업이 계획되고 있다. 궁극적으로, 그 업그레이드는 시의 중요한 생태계를 보호할 영양소 감소 솔루션의 조기 채택자로 자리매김할 것이다.

이 프로젝트는 알렉스 아메리(Alex Ameri) 공공사업 및 유틸리티 국장이 설명한 대로 노후화된 인프라를 개선하기 위한 시의 계획의 핵심 부분이다.

헤이워드시는 개선을 위한 예비 및 최종 설계 서비스를 위해 브라운 & 콜드웰(Brown & Caldwell) 회사를 선정했다. 주요 컨설턴트로서 이 회사는 샌프란시스코 베이지역 수질관리 위원회(San Francisco Bay Regional Water Quality Control Board)가 규제하는 대로 처리한 하수 배출에 대한 영양소 한계를 충족하기 위해 시설의 처리 과정에 생물학적 영양소 제거, 주로 질소 등을 통합하는 솔루션을 개발할 계획이다.

이러한 솔루션은 미래의 요구와 발전하는 규정에 따라 새로운 처리 탱크를 건설하지 않기 위해 기존의 처리 방법을 사용하는 확장 또는 새로운 기술을 사용하는 공정 강화를 수용할 수 있는 유연성을 제공한다.

해수면 상승으로 인한 잠재적 홍수와 지하수 상승을 포함한 기후 변화 영향을 주시하면서 업그레이드된 시설은 복원력을 향상시키도록 설계된다.

개선 공사 중 운영 차질을 최소화하기 위한 건설 활동의 순서는 사업의 성공에 매우 중요하다. 브라운 & 콜드웰은 WPCF(수질오염 통제시설) 직원과 긴밀히 협력하여 만으로 배출되는 오수의 품질을 유지하면서 플랜트 운영의 차질을 최소화하기 위한 강력한 건설 순서 계획을 개발할 예정이다.

브라운 & 콜드웰은 또 영양소 업그레이드가 처리장 내 기존 고형물 처리능력에 미치는 영향과 처리과정에서 생산되는 유용한 유기물질의 지속가능한 관리를 고려한 종합적인 바이오고형물(biosolids)과 재생에너지 마스터플랜을 마련할 예정이다.

이 계획에는 시의 지속가능성 목표에 맞춰 자원 회수 및 유익한 재사용 권고사항이 포함된다. 게다가, 이 계획은 헤이워드시가 온실가스 배출을 줄이기 위한 주 계획의 일환으로 2025년까지 고형 폐기물 매립지로 보내지는 캘리포니아의 유기성 폐기물을 75%까지 줄이도록 요구하는 상원 법안 1383을 준수하도록 도울 수 있는 틀을 제공한다.

Hayward, California, plans wastewater treatment upgrades to protect San Francisco Bay

Improvements at the Hayward Water Pollution Control Facility to increase capacity, renew infrastructure, and limit nutrient loading to the bay

 

HAYWARD, Calif. ? The City of Hayward (City) is making significant improvements at its Water Pollution Control Facility (WPCF) to serve a growing population, rehabilitate aging infrastructure, and improve the quality of purified water released to the San Francisco Bay.

Known as the “Heart of the Bay,” Hayward is the sixth-largest city in the Bay Area with over 163,000 residents. The WPCF, originally constructed in 1952, treats an average of 11.3 million gallons per day (MGD) of wastewater before it is pumped to a facility operated by the East Bay Dischargers Authority where it is dechlorinated and discharged into the bay via a deep-water outfall.

Modifications are planned at the WPCF to meet anticipated nutrient discharge regulations and accommodate increased wastewater flows and loads as Hayward’s population is forecasted to grow by approximately 33 percent from 2015 to 2050, according to the Association of Bay Area Governments. Ultimately, the upgrades will position the City as an early adopter of nutrient reduction solutions that will protect vital ecosystems in the bay.

The project is a key part of the City’s plan to improve its aging infrastructure as described by Director of Public Works and Utilities Alex Ameri:

“As the center of the dynamic Bay Area, Hayward continues to plan for the future, working hard to balance the needs of our growing population with the preservation of open space and an aggressive economic development strategy. This important project is critical to protecting the bay while maintaining excellent service to our vibrant communities.”

The City has enlisted Brown and Caldwell for preliminary and final design services for the improvements. As prime consultant, the firm will develop solutions to incorporate biological nutrient removal, primarily nitrogen, in the facility’s treatment process to meet nutrient limits for treated effluent discharges to the bay as regulated by the San Francisco Bay Regional Water Quality Control Board. 

Such solutions will provide flexibility to accommodate expansion using conventional treatment methods or process intensification using new technologies to avoid building new treatment tanks, depending on future needs and evolving regulations.

With an eye on climate change impacts, including potential flooding and rising groundwater resulting from sea level rise, the upgraded facilities will be designed to improve resiliency.

The sequencing of construction activities to minimize operational disruptions during construction of the improvements is crucial to the project’s success. Brown and Caldwell will work closely with WPCF staff to develop a robust construction sequencing plan to minimize disruptions to plant operations while at the same time maintaining the quality of effluent discharged to the bay.

Brown and Caldwell will also prepare a comprehensive biosolids and renewable energy master plan that considers the impact of the nutrient upgrades on the existing solids handling capacity at the plant and sustainable management of the useful organic material produced in the treatment process. 

The plan will include resource recovery and beneficial reuse recommendations in alignment with the City’s sustainability goals. Furthermore, the plan will provide a framework to help Hayward comply with Senate Bill 1383, which requires reducing California’s organic waste sent to solid waste landfills by 75 percent by 2025 as part of the state’s plan to reduce greenhouse gas emissions.

Final design of the improvements is scheduled for summer 2024 with construction anticipated for completion by spring 2028.
