[스페인] 악시오나, 라 리오하 지역 15개 이상 하수처리장 운영

라 리오하 지역 연간 1천480만308㎥의 하수처리 할 수 있는 177개 처리 시설로 통합

스페인 북부의 라 리오하(La Rioja)의 물 및 폐기물 관리 컨소시엄(Water and Waste Management Consortium)은 악시오나(ACCIONA)에게 ‘리오하 알타 오하 배치(Rioja Alta Oja batch)’라는 명명된 이 지역 북동부 여러 공급, 위생 및 처리시설의 운영 및 유지보수 서비스를 맡겼다.

이 부지에는 이 지역의 약 15개 하수처리 시설이 포함되어 있으며, 그 중 아발로스(Abalos), 브리오네스(Briones), 에스카라이(Ezcaray)가 포함된다. 하로(Haro), 레이바(Leiva,), 산 아센시오(San Asensio), 토르만토스(Tormantos) 등을 비롯해 에즈카레이(Ezcaray)의 ETAP 오하(Oja) 정수장이 포함되어 있다.

이 처리장은 연간 1천480만308㎥의 공동 용량을 가지고 있으며, 매년 5천만∼6천만㎥의 하수를 정화할 수 있는 86개의 처리장, 20개의 양수장 및 88개의 정화조 등 라 리오하(La Rioja) 지역 전역에 있는 177개의 처리 시설로 통합된다.

에즈카레이(Ezcaray)에 위치한 오하 하수처리장(Oja WWTP)은 서브시스템(subsystem)의 모든 지방자치단체에 총 170만4천406㎥의 식수를 공급한다.

48개월 동안 진행될 이 프로젝트의 계약은 710만 유로(약 99억 원)이다. 계약기간 중 1년을 연장할 경우 8천945만 유로(약 1천244억5천만 원)가 된다.

이번 입찰에는 하수처리장의 전기 소비량의 일부를 충당하기 위한 다양한 태양광 에너지 설치, 전기 자동차 사용 및 충전 지점 설치 또는 현장에서 발생하지 않을 때 재생 가능 에너지의 전력 사용 약속과 같은 서비스의 탄소 발자국 감소에 대한 주요 조항이 포함되어 있다. 이러한 환경적 측면은 입찰 평가에 상당한 비중을 두었다.

ACCIONA will operate more than fifteen water treatment plants in La Rioja

 

The treatment plants represent a joint annual flow of 14,800,308 m3 and are integrated among the 177 treatment facilities throughout the Rioja community.

The Water and Waste Consortium of La Rioja has awarded ACCIONA the operation and maintenance services of various supply, sanitation and purification facilities in the northwest of that community, which represents the Rioja Alta Oja lot.

This lot includes fifteen treatment plants in the region, including those of Abalos, Briones, Ezcaray. Haro, Leiva, San Asensio, Tormantos ... and a water treatment plant (ETAP Oja, in Ezcaray). 

The treatment plants represent a joint annual flow of 14,800,308 m3 and are integrated among the 177 treatment facilities throughout the Rioja community: 86 treatment plants, 20 pumping stations and 88 septic tanks capable of purifying between 50 and 60 million m3 of wastewater each year. 

For its part, the Oja WWTP (located in Ezcaray) supplies a total of 1,704,406 m3 of drinking water to all the municipalities of the subsystem

The amount of the project - lasting 48 months - amounts to € 7.1 million. If extended for one year, which is contemplated in the contract, it would amount to €8,945 million.

The bids awarded have included important commitments in terms of reducing the carbon footprint of these services, such as the implementation of various photovoltaic solar energy installations to cover part of the electricity consumption of the WWTPs, the use of electric vehicles and installation of recharging points or the commitment to use electricity from renewable sources even when it is not generated in the facilities.

 These environmental aspects had an important weight in the assessment by the tender specifications.
