기후변화 적응 촉진 프로젝트 개발 위해 1천500만 달러 기술지원 프로그램 승인

아시아개발은행(ADB)은 동남아시아의 기후변화 적응과 완화를 촉진하는 프로젝트를 개발하기 위해 ADB의 자체 자금과 녹색기후기금(GCF ; Green Climate Fund)의 지원을 받는 1천500만 달러의 기술지원 프로그램을 승인했다.

ADB는 이집트의 샤름 엘 셰이크(SHARM EL-SHEIKH)에서 열린 COP27(유엔기후변화협약 제27차 당사국 총회)에서 발표된 새로운 프로그램은 투자 계획을 개선하고, 프로젝트를 식별 및 개발하며, 이 지역을 위한 녹색 프로젝트의 파이프라인을 가속화하기 위한 국가 역량을 구축하여 국가가 결정한 기여에 대한 자금 지원을 동원하는 데 도움이 될 것이다.

아세안 인프라기금(ASEAN Infrastructure Fund) 산하 동남아국가연합(ASEAN) 촉매 녹색금융 시설(Catalytic Green Finance Facility ; ACGF)과 연계되어 있으며, 프로그램에 의해 식별된 프로젝트는 ACGF와 자금 조달 파트너로부터 추가 자금 지원을 받을 수 있다.

청정에너지미래구상(CEFIA ; Cleaner Energy Future Initiative for ASEAN)이 주최한 부대행사에서 프로그램을 선보인 라메시 수브라마니암(Ramesh Subramaniam) ADB 동남아시아 사무총장은 “동남아에서 녹색금융을 통한 기후전환 가속화는 동남아에서 절실히 필요한 기후투자 파이프라인을 창출할 것”이라고 말했다.

그는 이어 “이는 계획 프레임워크, 혁신적인 프로젝트 아이디어 및 지식 공유와 같은 대규모 전체론적 접근 방식을 적용하여 지역 정부가 야심찬 기후 약속을 이행할 수 있도록 지원한다”라고 덧붙였다.

이 이니셔티브는 ADB의 기술지원 특별기금(Technical Assistance Special Fund)과 GCF가 자금을 지원하는 ADB가 관리하는 ACGF 녹색복구프로그램(ACGF Green Recovery Program)이 자금을 조달한다. ADB와 파트너들로부터 기후 금융에 7억5천만 달러를 동원할 수 있는 청정에너지, 지속가능한 운송, 폐기물 관리 및 자연 기반 솔루션에 대한 투자를 개발한다.

ADB는 기금을 늘리고 동남아시아 국가들이 기후 회복 개발로 전환하는 과정에서 배운 교훈을 통합하여 프로그램을 확대할 계획이다.

ADB는 최근 2019∼2030년 누적 기후 자금 조달 목표를 1천억 달러로 높이고 2030년까지 프로젝트의 최소 75%가 기후변화 완화 및 적응을 다룰 수 있도록 하는 데 전념하고 있다.

CEFIA는 아세안 국가들의 에너지 전환과 탈탄소화(decarbonization)를 가속화하기 위해 민-관 협력을 추진하는 것을 목표로 하는 일본 경제산업성의 이니셔티브이다.

ADB는 극심한 빈곤을 근절하기 위한 노력을 지속하면서 번영하고 포괄적이며 탄력적이며 지속 가능한 아시아와 태평양을 달성하기 위해 노력하고 있다. 1966년에 설립되었으며, 아시아·태평양 지역의 68개 나라에서 49명의 회원이 참여하고 있다.

New ADB Program to Accelerate Development of Climate Projects in Southeast Asia

 

SHARM EL-SHEIKH, EGYPT (9 November 2022) - The Asian Development Bank (ADB) has approved a $15 million technical assistance program, supported by ADB’s own funds and the Green Climate Fund (GCF), to develop projects that promote climate change adaptation and mitigation in Southeast Asia.

The new program, which was announced at COP27 in Sharm El Sheikh, will help countries to mobilize financing for nationally determined contributions by improving investment planning, identifying and developing projects, and building country capacity to accelerate a pipeline of green projects for the region. 

It is linked to the Association of Southeast Asian Nations (ASEAN) Catalytic Green Finance Facility (ACGF), under the ASEAN Infrastructure Fund, and projects identified by the program could benefit from further funding from ACGF and its financing partners.

“The Accelerating Climate Transitions through Green Finance in Southeast Asia program will generate much-needed pipelines of climate investments in Southeast Asia,” said ADB Director General for Southeast Asia Ramesh Subramaniam, who presented the program at a side event organized by the Cleaner Energy Future Initiative for ASEAN (CEFIA). 

“It applies a large-scale, holistic approach?planning frameworks, innovative project ideas, and knowledge sharing-to help the region’s governments deliver on ambitious climate commitments.” 

The initiative will be financed by ADB’s Technical Assistance Special Fund and by the ADB-managed ACGF Green Recovery Program, which is financed by GCF. It will develop investments in clean energy, sustainable transport, waste management, and nature-based solutions that could mobilize $750 million in climate finance from ADB and its partners. 

ADB plans to scale up the program by increasing funding and incorporating lessons learned by Southeast Asian countries in transitioning to climate-resilient development.

ADB recently raised its ambition for 2019∼2030 cumulative climate financing to $100 billion and is committed to ensuring that at least 75% of its projects will address climate change mitigation and adaptation by 2030.

CEFIA is an initiative of the Ministry of Economy, Trade, and Industry of Japan that aims to advance public and private collaboration to accelerate energy transition and decarbonization in ASEAN countries.
