[미국] 샌프란시스코 유틸리티 위원회, 남동부 하수처리시설에 캠비 열 가수분해 기술 선택

새로운 바이오 고형물 소화 시설을 위한 개선

악취 저감 강화·에너지 회수 촉진해…환경 발자국 줄일 수 있어

샌프란시스코 공공 유틸리티 위원회(San Francisco Public Utilities Commission, SFPUC)는 샌프란시스코 남동부 하수처리시설(Southeast Treatment Plant)에서 바이오 고형물 소화 시설 프로젝트(Biosolids Digester Facilities Project)의 일환으로 3개의 열 가수분해 시스템(thermal hydrolysis systems)을 설치하기 위해 하수처리를 위한 열 가수분해 분야의 세계적인 선두기업인 캠비(Cambi)를 선정했다고 밝혔다.

샌프란시스코 공공 유틸리티 위원회는 보다 광범위한 시 전체 하수도 시스템 개선 프로그램의 일환으로 시에서 가장 큰 하수처리시설인 남동부 처리시설을 업그레이드하고 현대화하기 위해 30억 달러 이상을 투자하고 있다.

바이오 고형물 소화 시설 프로젝트는 동부 처리시설 업그레이드의 필수 구성 요소이며, 기존 고형물 처리시설을 보다 안정적이고 효율적이며 현대적인 기술 및 시설로 교체 및 이전할 것이다. 새로운 소화조에는 캠비의 열 가수분해 시스템을 사용하는 최첨단 슬러지 처리 라인을 사용할 것이다.

데니스 헤레라(Dennis Herrera) SFPUC의 총책임자는 “우리는 우리의 가장 큰 하수처리시설인 남동부 처리시설에 세대를 걸쳐 투자하고 있다"라며, “우리는 현대적이고 효율적인 자원 복구 센터(resource-recovery center)로 설계하여 운영 개선과 직원 및 인근 주민들의 복지를 개선했다. 우리는 이 열 가수분해 기술 계약을 통해 프로젝트가 완료를 위한 또 다른 주요 단계를 밟는 것을 보게 되어 기쁘다. 이것은 우리의 지역사회, 환경, 그리고 우리의 요금 납부자들을 위해 옳은 일을 하는 것이다”라고 전했다.

이 계약은 캠비와 SFPUC 양사에 유익한 것으로, 노르웨이에 기반을 둔 기업인 캠비에 대한 미국의 주요 계약이며, 열 가수분해 기술의 사용으로 SFPUC는 고품질 "Class A" 바이오 고형물을 생산할 수 있다. '바이오 고형물'로 알려진 영양분이 풍부한 하수 부산물은 고품질 비료로 사용된다. 더 고품질의 분류(higher classification)는 부산물의 유익한 용도를 확장할 것이다.

또한 캠비의 기술을 통해 SFPUC는 악취 조절을 강화하고, 바이오가스 생산량과 에너지 회수율을 높일 수 있다. 일단 가동되면 새로운 시설은 바이오 고형물 관리와 관련된 탄소 및 환경 발자국을 줄일 것이다.

이릭 파드네스(Eirik Fadnes) Cambi의 CEO는 “당사는 SFPUC의 야심찬 지속 가능성 목표를 달성하는 데 도움을 주는 역할을 하게 된 것을 영광으로 생각한다. 열 가수분해는 바이오 고형물 규정이 점점 더 엄격해지고 제한됨에 따라 보안을 강화하기 위해 2016년 프로젝트의 핵심 기술로 선택됐다. 샌프란시스코의 대도시 지역에 대한 이 중요한 납품을 시작할 수 있기를 기대한다"라고 말했다.

이 프로젝트는 MWH 컨스트럭터(MWH Constructors)와 웹코 빌더(Webcor Builders)의 합작 투자로 수행된다. 캠비는 미국 및 기타 국가에서 여러 열 가수분해 프로젝트에서 MWH와 협력했다.

이는 미국에서 진행된 열 번째 프로젝트이자 서부 지역에서는 첫 계약이다. 현재 프로젝트 일정은 2027년에 열 가수분해 시스템을 제공하고 2028년에 시운전할 계획이다.

남동부처리시설에 대한 대규모 투자는 악취 저감, 인근 주민과 직원의 삶의질을 향상시키고 지진 복원력을 개선하며 해수면 상승 대비, 운영 중복성과 효율성을 보장할 것으로 기대된다. 

하수도 개선 프로그램

매일 100만 명이 넘는 주민, 기업 및 방문객이 공중 보건과 환경을 보호하기 위해 통합 하수도 시스템에 의존하고 있다. 남동부처리시설에 대한 투자는 운영 개선, 악취 저감, 우수 관리와 우수 관리 개선, 해수면 상승과 같은 기후 영향으로부터 보호하기 위한 신기술로 샌프란시스코의 중요한 하수 인프라를 업그레이드 및 현대화하기 위한 수십억 달러 투자인 하수도 시스템 개선 프로그램(SSIP)의 일부이다. 도시 전역의 프로젝트는 우수를 모으고 정화하는 빗물 정원과 같은 인근 녹색 인프라에서 광범위한 처리시설 업그레이드에 이르기까지 다양하다.

The San Francisco Public Utilities Commission selects Cambi thermal hydrolysis technology for new biosolids digester facilities at the Southeast Treatment Plant

The technology will allow the SFPUC to enhance odor control, boost energy recovery, and reduce the plant’s environmental footprint

 

The San Francisco Public Utilities Commission and Cambi, the world leader in thermal hydrolysis for wastewater treatment, are pleased to announce an agreement for the installation of three thermal hydrolysis systems as part of the Biosolids Digester Facilities Project at the Southeast Treatment Plant in San Francisco. The contract will be signed in the coming days.

The SFPUC is investing over $3 billion to upgrade and modernize the Southeast Treatment Plant, the City’s largest wastewater treatment facility, as part of a more extensive citywide Sewer System Improvement Program. 

The Biosolids Digester Facilities Project is an essential component of the larger Southeast Treatment Plant upgrade and will replace and relocate the existing, outdated solids treatment facilities with more reliable, efficient, and modern technologies and facilities. The new digesters will use a state-of-the-art sludge treatment line using Cambi’s thermal hydrolysis systems. 

“We are making generational investments at the Southeast Treatment Plant, our largest wastewater treatment facility,” said Dennis Herrera, General Manager of the SFPUC. “We took great care in designing it to be a modern and efficient resource-recovery center, improving operations and the well-being of employees and nearby residents. We are pleased to see the project taking another major step toward completion with this contract for thermal hydrolysis technology. This is about doing what’s right for our communities, the environment, and our ratepayers.” 

The contract is a win-win for both Cambi and the SFPUC. It is a major contract in the United States for Cambi, a Norway-based company, and the use of thermal hydrolysis technology will allow the SFPUC to produce higher quality “Class A” biosolids. The nutrient-rich wastewater byproduct, known as ‘biosolids,’ are used as a high-quality fertilizer. The higher classification will expand the byproduct’s beneficial uses. 

In addition, the Cambi technology allows the SFPUC to enhance odor control and boost biogas output and energy recovery. Once operational, the new facilities will reduce the carbon and environmental footprint associated with biosolids management.

The project is carried out by a joint venture of MWH Constructors and Webcor Builders. Cambi has worked with MWH on several thermal hydrolysis projects in the US and other countries.

The project is Cambi’s tenth in the US but the first on the West Coast. The current project timeline plans the delivery of the thermal hydrolysis systems in 2027 and commissioning in 2028. 

The large-scale investments to the Southeast Treatment Plant will reduce odors – improving the quality of life for nearby residents and employees –, improve earthquake resiliency, prepare for sea level rise, and ensure operational redundancy and efficiency. Once the upgrades are finished, the upgraded facility will look better, smell better, and work better for the community, SFPUC staff and all of San Francisco.
