호주와 인도 간의 물 연구, 훈련 및 교육 분야의 협력은 물의 지속 가능한 관리를 해결하기 위해 인도 잘 샤크티부(Ministry of Jal Shakti), 호주 워터 파트너십(Australian Water Partnership), 웨스턴 시드니대학(Western Sydney University) 및 인도 공과대학교(Indian Institute of Technology), 구와하티(Guwahati)가 지원하는 새로운 이니셔티브를 통해 빠르게 성장하고 있다.

이 파트너들은 지하수, 지표수, 강우량 및 수질을 모니터링하고 시각화하여 농부와 마을 사람들을 지원하기 위해 ‘마이웰(MyWell)’이라는 혁신적인 모바일 앱(app)을 출시했다. 이 앱은 또한 사용자가 원격으로 댐 수위를 확인할 수 있게 해준다.

이 앱은 지하수 자원 관리 훈련을 받은 마을 주민들이 사용하게 된다. ‘BJs(Bhujal Janakaar ; 부잘 야나카)’이라고 불리는 이 시민 과학자들은 ‘마을 차원의 개입을 통한 대수층 재충전 및 지하수 사용관리(Managing Aquifer Recharge and Sustaining Groundwater Use through Village-Level Intervention ; MARVI)’ 프로젝트의 일부이다. 이 앱은 ‘BJs’와 일반 시민들이 그들의 마을에서 물의 가용성에 무슨 일이 일어나고 있는지 이해하는 데 도움을 줄 계획이다.

인도 잘 샤크티부의 데바쉬리 무케르지(Debashree Mukherjee) 특별장관은 “MARVI는 이미 지하수를 모니터링하고 관리하기 위해 마을 사람들을 참여시키고 훈련시키는 독특한 접근 방식을 통해 삶과 농업 공동체를 변화시키고 있다”라면서 “MARVI의 개념은 외교부의 야심찬 국가 프로젝트인 아탈 부잘 요자나(Atal Bhujal Yojana)에 적용했다”고 말했다.

데바쉬리 무케르지 장관은 이어 “국가 프로젝트를 통한 MARVI의 확대는 ‘마이웰(MyWell)’과 함께 인도 전역의 ‘BJs(부잘 야나카)’와 일반 시민들이 지속적으로 물을 스스로 관리할 수 있도록 힘을 실어줄 것”이라고 말했다.

웨스턴 시드니 대학(Western Sydney University)과 호주-인도 물 센터를 이끄는 인도 공과대학교, 구와하티는 인도의 파트너들과 긴밀히 협력하여 인도 정부의 잘 지반 미션(Jal Jeevan Mission)에 기여하고 농부들의 삶을 변화시키고 차세대 물 전문가들을 양성하고 있다.

호주-인도 물센터는 8개의 대학과 1개의 주 정부 부서, 16개의 인도 공과대학교, 주요 대학 및 인도의 마하라슈트라(Maharashtra) 수자원부를 통합한다.

호주 물 파트너십(Australian Water Partnership)의 사라 랜섬(Sarah Ransom) 총책임자는 “인도의 물 안보의 미래는 물 관리의 미래 지도자들의 손에 달려 있다”라고 말했다.

사라 랜섬 총책임자는 이어 “웨스턴 시드니 대학과 인도 공과대학교, 구와하티(Guwahati)가 이끄는 호주-인도 물센터가 제공하는 10개월 간의 훈련 프로그램에서 20명의 젊은 물전문가(Water Professionals로) 구성된 첫 번째 집단이 오늘 졸업하게 되어 기쁘다”라고 말했다.

웨스턴 시드니대학의 바니 글로버(Barney Glove) AO 부총장 겸 교수는 “젊은 물 전문가 프로그램은 실제 상황과 고객과의 프로젝트 기반 학습에 초점을 맞춘 것이 독특하다”라면서 “기술 역량 강화뿐 아니라 인도 물관리와 물관리 개혁에 필요한 비판적 사고와 문제 해결, 리더십, 프로젝트 관리 능력을 키워줄 것”이라고 강조했다.

인도 잘 샤크티부의 데바쉬리 무케르지(Debashree Mukherjee) 특별장관은 “인도와 호주는 자연스러운 파트너이고 젊은 물 전문가들을 훈련시키기 위한 이번 협력은 올바른 방향으로 나아가는 중요한 단계”라면서 “특히 여성들의 평등한 참여에 영감을 받았다. 이들은 미래의 물 관리에서 우리의 여성 리더가 될 것이다”라고 역설했다.

최근 타임즈 고등교육(Times Higher Education ; THE) 대학 영향 순위에서 사회적·생태적·경제적 영향으로 세계 1위에 오른 웨스턴 시드니 대학은 인도 공과대학교, 구와하티와 공동으로 지속 가능한 물 미래의 공동 마스터 프로그램도 출시하고 있다.

구와하티(Guwahati)의 인도 기술연구소 소장인 T.G. 시타람(Sitharam) 교수는 “이 학위는 단기 과정인 마이크로 자격증을 기반으로 하며 호주-인도 물센터의 호주 및 인도 파트너들의 공동 배송을 통해 물 전문가들의 역량을 구축할 수 있는 좋은 기회를 제공한다”라고 말했다.

Australia and India partner to address India’s water challenges

Collaboration in water research, training and education between Australia and India is growing rapidly through new initiatives supported by the Ministry of Jal Shakti, the Australian Water Partnership, Western Sydney University and the Indian Institute of Technology, Guwahati to address the sustainable management of water - a pressing challenge for both countries and the world.

These partners launched an innovative mobile app called ‘MyWell’ to support farmers and villagers with monitoring and visualisation of groundwater, surface water, rainfall and water quality. The app also allows users to check dam water levels remotely.

The app will be used by villagers trained to manage their groundwater resources. These citizen scientists, called Bhujal Janakaar - “BJs’’ - are part of the ‘Managing Aquifer Recharge and Sustaining Groundwater Use through Village-level Intervention’ (MARVI) project. The app will help BJs and ordinary citizens to make sense of what is happening to water availability in their villages.

“MARVI is already transforming lives and farming communities through its unique approach to engaging and training villagers to monitor and manage groundwater. The concept of MARVI has been adapted for the Ministry’s ambitious national project, the Atal Bhujal Yojana,” said Ms Debashree Mukherjee, Special Secretary, Ministry of Jal Shakti. 

“The expansion of MARVI through the national project, together with MyWell, will empower BJs and ordinary citizens across India to self-manage water sustainably,” she said.

Western Sydney University and the Indian Institute of Technology, Guwahati, lead of the Australia-India Water Centre, are closely working with partners in India to contribute to the Government of India’s Jal Jeevan Mission and transform the lives of farmers and train the next generation of water professionals. 

The Australia-India Water Centre brings together eight universities and one State Government Department from Australia, 16 Indian institutes of Technology, key universities and the Maharashtra Water Resources Department of India.

“The future of water security in India is also in the hands of future leaders in water management,” said Sarah Ransom, General Manager of the Australian Water Partnership.  

“I am pleased that the first cohort of 20 Young Water Professionals are graduating today from a 10-month training program delivered by the Australia-India Water Centre, led by Western Sydney University and the Indian Institute of Technology, Guwahati.”

“The Young Water Professionals program is unique as it focuses on project-based learning with real-world situations and clients,” said Professor Barney Glover AO, Vice-Chancellor and President of Western Sydney University. 

“It not only provides technical capacity building, but it also develops the critical thinking, problem solving, leadership and project management skills needed for management of water resources and water management reforms in India,” he said.

“India and Australia are natural partners and this collaboration to train young water professionals is an important step in the right direction,” said Ms. Debashree Mukherjee. “I am particularly inspired by the equal participation of women. These will be our female leaders in future water management.”

Western Sydney University, ranked number one in the world for its social, ecological and economic impact in the latest Times Higher Education (THE) University Impact Rankings, is also rolling out a Joint Master program in Sustainable Water Futures, in collaboration with the Indian Institute of Technology, Guwahati.

“This degree is based on short courses - micro-credentials - and provides a great opportunity to build the capacity of water professionals through joint delivery by Australian and Indian partners of the Australia-India Water Centre,” said Professor T.G. Sitharam, Director, Indian Institute of Technology, Guwahati.

“Collaboration is the key to the relationship between Australia and India,” said Professor Glover. “Partnerships, such as this significant network, drive our Sustainable Development Goals (SDG) impact, bringing together key players to tackle the pressing water challenges of our two countries.”
