영국의 템즈워터(Thames Water)는 미래 물 공급을 위한 제안된 전략 계획인 ‘2024년 수자원 관리 계획(Water Resources Management Plan 2024)’ 초안에 대해 공개 협의를 진행하고 있다. 이 계획의 초안은 템즈워터가 향후 50년 동안 어떻게 물공급을 할 계획인지에 대한 ‘큰 그림(big picture)’을 제시한다.

이것은 템즈워타가 남동부 지역의 증가하는 인구를 위해 안전하고 지속가능한 물 공급을 제공하는 방법에 대해 설명한다. 증가하는 가뭄 및 물 부족 위험으로부터 보호하며, 환경을 개선한다는 것이 주요 내용이다. 협의는 2023년 3월 21일까지 14주 동안 진행된다.

2025년에서 2050년 사이에 최대 130억 파운드(20조9천794억 원)의 투자를 제안하는 계획 초안은 고객, 자녀, 손주 및 환경의 이익을 위해 미래의 탄력성을 구축하기 위한 전략적 옵션을 제시하고 있다. 그것은 물 공급과 수요 사이의 균형을 유지하기 위해 직면한 도전과 계획된 조치를 설명한다.

이 계획에는 야심찬 누수 감소가 필요하고 고객이 소비를 줄이는 데 도움이 되지만 여전히 새로운 수원을 찾아야 한다. 이 계획은 테딩턴(Teddington)의 새로운 물재이용, 옥스퍼드셔(Oxfordshire)의 새로운 저수지, 세번 강(River Severn)의 새로운 물 송수를 포함하여 남동부 전역에서 물을 공유하는 계획을 포함한 옵션을 고려한다.

템즈워터 고객, 지역사회단체, 기업, 학계, 자선단체 및 기타 조직은 수자원 관리 계획 초안에 대한 피드백을 받기 위해 초대된다.

이 협의는 물을 공급할 준비가 되기까지 수년이 걸릴 수 있는 새로운 수자원 인프라 계획(Water Resources Management Plan) 및 구축을 포함하여 지역 물 문제에 대한 중요한 결정에 대한 피드백(feedback)을 요청한다.

템즈워터는 지역 대응을 조정하기 위해 수자원 남동부(Water Resources South East ; WRSE) 및 인근 물 회사와 협력하여 계획을 개발했다.

이러한 협력적 접근 방식을 통해 템즈워터는 경계 너머를 바라보고 장기적으로 남동부 전역에서 가장 많은 혜택을 제공하기 위해 지역 계획을 지원하는 데 제 역할을 할 수 있도록 했다.

템즈워터(Thames Water)의 전략자원 책임자인 네빌 먼캐스터(Nevil Muncaster)는 “우리의 계획은 누수를 보다 신속하게 해결하고 물을 더 효율적으로 사용하는 방법과 미래의 요구를 충족시키기 위한 새로운 인프라에 대한 투자를 통해 미래의 수자원 문제를 어떻게 충족시킬 것인지를 제시한다”고 말했다.

네빌 먼캐스터 책임자는 “우리는 협력하여 이를 달성할 수 있으며, 정부에도 이러한 계획의 일부로 이 국가적으로 중요한 인프라에 대한 긴급한 필요성을 인식하고 지원할 것을 요청한다”고 덧붙였다.

영국 남동부 전역(빨간색)은 상당한 물 부족에 직면해 있다.

 

그는 특히 “런던과 템즈강에 길고 지속적인 유산을 전달하는 템즈 타이드웨이 터널(Thames Tideway tunnel)과 같은 프로젝트는 우리가 주요 프로젝트를 제때에, 예산과 지역사회와 함께 전달하는 데 필요한 모든 기술을 가지고 있다는 것을 보여준다”라고 강조했다.

다음 14주 동안  시렌세스터(Cirencester), 애빙던(Abingdon), 리치몬드(Richmond) 및 스티븐턴(Steventon)의 지역 사회 정보 행사와 브리핑을 포함하여 대중을 위한 상담 행사가 지역 전역에서  열릴 예정이다.

접수된 상담 피드백은 회사에서 신중하게 고려할 계획이다. 2023년 6월, 2024년 수자원 관리 계획 초안의 승인을 위해 템즈워터가 정부에 제출한 내용의 일환으로 환경식품농촌부 장관에게 보내질 예정이다.

Thames Water launches major public consultation on the future of water supply in the South East of England 

Water is essential for life but regional water resources are under pressure and this will only increase with time 

This consultation shares information on predicted future water supply shortages and the choices that need to be made now to provide a resilient water supply for future generations 

Public consultation opens on Tuesday, 13 December 2022, and ends on Tuesday, 21 March 2023.  

 

Thames Water is holding a public consultation on a proposed strategic plan for future water supply, the draft Water Resources Management Plan 2024, which opens today.  The draft plan sets out the ‘big picture’ on how Thames Water intends to plan ahead for the next 50 years.  

It explains how the water company will provide a secure and sustainable water supply for the increasing population in the South East region; protect against the growing risk of drought and water shortages; and, improve the environment.  The consultation will run for fourteen weeks until 21 March 2023.   

Substantial water shortages face the whole of the South East of England.  The extreme heat and lack of water we experienced this summer is a clear indication of climate emergency first-hand.  

The predicted regional water demand is set to increase, with the number of people living and working in London and the Thames Valley forecast to grow significantly.  Every day, Thames Water currently supplies around 2.6 billion litres of water to customers across London and the Thames Valley.  

This is enough to fill 1,000 Olympic sized swimming pools.  The company forecasts that it will need an extra 1 billion litres of water every day for customers by 2075 to accommodate climate change and population growth. 

The draft plan - which proposes investment of up to ￡13 billion between 2025 and 2050 - sets out strategic options to build in future resilience for the benefit of customers, their children, grandchildren and the environment. It spells out the challenges faced and the planned actions to maintain the balance between water supply and demand.   

Even though the plan requires an ambitious reduction in leakage, and for customers to help reduce consumption, new sources of water still need to be found.  This plan considers options, including a new abstraction in Teddington supported by water recycling, a new reservoir in Oxfordshire, and schemes to share water across the South East including a new water transfer from the River Severn.   

Across the region more than 1,400 options were considered to plug the shortfall between the amount of water in the region and the amount of water needed.  Each option was assessed on water output, impact on the environment, carbon budget, delivery timeline and ability to build in future resilience. 

Thames Water customers, community groups, businesses, academics, charities and other organisations are being invited to feedback on the draft Water Resources Management Plan. 

The consultation asks for feedback on the big decisions on the regional water challenges, including planning and building new water resources infrastructure that could take many years before they’re ready to provide water. 

Thames Water has developed its plan by working collaboratively with Water Resources South East (WRSE) and neighbouring water companies to coordinate a regional response.  

This collaborative approach has allowed Thames Water to look beyond its boundary and play its part in supporting the regional plan in order to deliver the most benefit across the South East for the long term.   

Nevil Muncaster, Strategic Resources Director at Thames Water, said:  “Our plan sets out how we will meet the water resource challenge in the future through a combination of fixing leaks more rapidly, making the way that we use water more efficient and by investment in new infrastructure to meet future needs.”  

“Working together we can achieve this, and we call on government too, to recognise and support the urgent need for this nationally critical infrastructure as part of these plans. 

Projects like the Thames Tideway tunnel which is well on the way to delivering a long and lasting legacy for London and the Thames demonstrates that we have all the necessary skills to deliver major projects on time, to budget and with the community.” 

Over the next 14 weeks, consultation events for the public will be taking place across the region including community information events in Cirencester, Abingdon, Richmond and Steventon as well as briefings. 

Consultation feedback received will be carefully considered by the company.  In June 2023, it will be sent to the Secretary of State for Environment, Food and Rural Affairs as part of Thames Water’s submission to the Government for approval of the draft Water Resources Management Plan 2024.
