[미국] 미 환경 정책 혁신 센터, 납 파이프 교체 안내하는 새로운 보고서 발표

 

환경 정책 혁신 센터(Environmental Policy Innovation Center, EPIC)는 지자체, 지역사회, 정책 입안자들을 위한 신속하고 효율적인 납 파이프 교체 모범 사례를 강조하기 위해 새로운 보고서  "From the From Up: A Guide to Replacing the Next Decade"를 발표했다.

이 보고서는 '바이든-해리스 납 파이프 및 페인트 실행 계획(Biden-Harris Lead Pipe and Paint Action Plan)'의 1주년 기념일에 맞춰 발간됐다. 이 이정표는 「인프라 투자 및 일자리법(IIJA)」의 역사적인 자금 지원과 함께  미국의 독성 납 파이프를 교체하기 위해 만든 모멘텀을 나타낸다. EPIC의 보고서는 공중 보건 문제를 해결하기 위해 향후 10 년 동안 대체 될 수 있도록하는 정책과 관행을 강조한다.

EPIC의 최고 전략 책임자이자 물 책임자인 모린 커닝햄(Maureen Cunningham)은 "지금 납 파이프 교체 사업은 그 어느때 보다  더 신속하고 효율적이며 공정하게 진행되며 탄력을 받고 있다"라며, “비록 천천히 나아가는 길이 쉬운 길이지만 쉽게만 갈 수 없다. 해결책이 마련돼 있는 상황에서 그 어느 누구도 납으로 오염된 식수를 마셔서는 안된다. 우리는 앞으로 10년 동안 더 많은 지역사회가 납으로 오염되지 않은 식수로 전환할 수 있도록 지금 추진력을 얻어야 한다. 본 가이드는 성공적인 납 파이프 교체에 필요한 요소가 포함돼 있다”고 말했다.

이 보고서는 EPIC의 납이 없는 물 챌린지(Lead Free Water Challenge)에서 발췌했으며, 블루 콘듀잇(Blue Conduit), 지리공간 솔루션 센터(Center for Geospatial Solutions), WaterPIO 및 기타 파트너와 협력하여 매사추세츠 주 첼시, 일리노이 주 헤이즐 크레스트 및 뉴욕 주 뉴버그를 포함한 중소 지자체가 납 파이프를 교체하도록 지원한다.

단테 소여(Dante Sawyer) 마을 관리자는 “헤이즐 크레스트 마을은 환경 정책 혁신 센터 및 기타 파트너들과 납이 없는 물 챌린지에서 협력하고 우리 지자체에서 앞장서게 되어 기쁘다. 마을 회장 버나드 알스베리(Vernard L. Alsberry)와 우리 이사회는 마을 전체에서 납 급수관을 식별하고 제거하는 것이 중요한 목표임을 이해한다. 이 보고서를 통해 모범 사례를 공유하면 전국의 더 많은 지자체가 그 목표에 더 가까워질 수 있다”라고 말했다.

웨인 브래든버그(Wayne Vradenburgh) 뉴버그 시 상수도 관리자는 "뉴버그(Newburgh) 시가 환경 정책 혁신 센터 및 납 급수관 교체 작업을 하는 다른 그룹과 협력하는 것은 납이 없는 급수 시스템을 향한 올바른 방향으로 나아가는 큰 발걸음이다"라며, "고품질 식수에 대한 고객에 대한 우리의 약속은 항상 우리의 최우선 과제이다"라고 말했다.

For Immediate Release: EPIC Releases a New Report to Guide Replacement of Toxic Lead Pipes Over Next Decade

Best practices guide timed with anniversary of Biden-Harris Lead Pipe and Paint Action Plan

 

he Environmental Policy Innovation Center (EPIC) released a new report, From the Ground Up: A Guide to Replacing the Nation’s Toxic Lead Pipes Over the Next Decade, to highlight best practices for municipalities, communities, and policymakers on replacing lead pipes quickly, efficiently, and equitably - and over the next decade.

The report is timed with the one-year anniversary of the Biden-Harris Lead Pipe and Paint Action Plan. This milestone, along with historic funding from the Infrastructure Investment and Jobs Act (IIJA), represents momentum created by the federal government for replacing the nation’s toxic lead pipes. EPIC’s report highlights the policies and practices that can help ensure that they are replaced over the next decade to address public health concerns.

“Today, we have momentum like we have not seen in our lifetimes on the side of faster, efficient, and equitable lead pipe replacement,” said Maureen Cunningham, Chief Strategy Officer and Director of Water at EPIC. “Though slow is the easy path forward, it’s not acceptable. No one should be drinking lead-contaminated water when the solutions are at hand. We need to seize the momentum now to ensure more communities are on a path to lead-free water over the next decade. Our guide covers what we believe are the necessary ingredients for successful lead pipe replacement.” 

The report draws from EPIC’s Lead Free Water Challenge and work with Blue Conduit, Center for Geospatial Solutions, WaterPIO, and other partners to help small and medium-sized municipalities replace lead pipes, including Chelsea, MA; Hazel Crest, IL; and Newburgh, NY.

Village President Vernard L. Alsberry and our Board of Trustees understands that the identification and removal of lead service lines throughout the Village is an important goal.
