[UN보고서] WHO·유엔 워터, “안전한 식수·위생 보장하기 위해 신속한 조치 필요”

전세계 45% 국가만 식수 보급 목표 달성…위생 목표 달성은 25% 국가 뿐

수백만 명의 건강에 치명적인 영향을 미치는 것을 방지하기 위해 모두를 위해 안전하고 지속 가능하게 관리되는 WASH(Water, Sanitation and Hygiene ; 식수·위생·깨끗한 화장실과 하수도 등 위생시설에 대한 지원)를 달성하기 위해 전 세계적으로 그리고 지역적으로 긴급 조치가 필요하다.

WHO(세계보건기구)와 유엔 워터(UN-Water)의 「위생과 마시는 물에 대한 글로벌 분석 및 평가(GLAAS ; Global Analysis and Assessment of Sanitation and Drinking-Water)」 보고서에 따르면 ‘2030년까지 모두를 위한 물과 위생’이라는 UN 지속가능한 개발 목표(SDG)6를 달성하려면 많은 국가에서 가속화가 필요하다. 

45%의 국가가 국가적으로 정의된 식수 보급 목표를 달성하고 있는 반면, 25%의 국가만이 국가 위생 목표를 달성하고 있다. 주요 WASH 기능을 수행하는 데 필요한 충분한 인적 자원을 보유한 국가는 1/3 미만인 것으로 보고되었다.

120개국 이상에서 WASH 시스템의 최신 상태를 자세히 설명하는 「GLAAS 2022」 보고서는 현재까지 가장 많은 국가에서 수집한 가장 큰 데이터이다.

일부 국가에서 WASH 예산이 증가했지만 75% 이상의 국가에서 WASH 계획 및 전략을 구현하기 위한 자금이 부족하다고 보고했다.

테워드로스 아드하놈 거브러여수스(Tedros Adhanom Ghebreyesus) WHO 사무총장은 “우리는 긴급한 위기에 직면해 있다. 안전한  WASH에 대한 열악한 접근성으로 인해 매년 수백만 명의 생명이 앗아가는 반면, 기후와 관련된 극한 기상 현상의 빈도와 강도는 안전한 WASH 서비스 제공을 계속 방해하고 있다”라고 말했다.

거브러여수스 사무총장은 특히 “우리는 정부와 개발 파트너가 WASH 시스템을 강화하고 2030년까지 가장 취약한 계층부터 시작하여 모두에게 안전하게 관리되는 식수 및 위생 서비스에 대한 접근을 확대하기 위한 투자를 극적으로 늘릴 것을 촉구한다”라고 요청했다.

그러나 GLAAS(위생과 마시는 물에 대한 글로벌 분석 및 평가) 데이터는 대부분의 WASH 정책 및 계획이 WASH 서비스에 대한 기후 변화 위험이나 WASH 기술 및 관리 시스템의 기후 탄력성을 다루지 않는다는 것을 보여준다.

3분의2가 넘는 국가에서 기후 변화로 인해 불균형적으로 영향을 받는 인구에 접근하기 위한 WASH 정책 조치가 있다. 그러나 약 1/3만이 진행 상황을 모니터링하거나 이러한 인구에 명시적인 자금을 할당하고 있다.

길버트 F 흥보(Gilbert F. Houngbo) 유엔워터 회장 겸 국제노동기구(ILO) 사무총장은 “세계는 2030년까지 모두를 위한 물과 위생에 관한 SDG6을 달성하는 데 심각하게 빗나갔다”라면서 “이로 인해 수십억 명의 사람들이 특히 기후 관련 사건을 포함한 재난의 여파로 전염병에 위험에 노출되어 있다”라고 경고했다. 

그는 이어 “GLAAS의 새로운 데이터는 국제 사회가 2023년 3월에 열리는 ‘UN 2023 물 회의(UN 2023 Water Conference)’에서 만들 자발적인 약속을 알려줄 것이며, 우리가 가장 취약한 지역 사회를 대상으로 하고 전 세계 물 및 위생 위기를 해결하는 데 도움이 될 것이다“라고 강조했다.

긴급성과 기회(Urgency and opportunities)

기후변화와 극단적인 기상 현상의 끔찍한 결과는 이 문제에 더 많은 관심을 불러일으키며, 사회 전체 접근 방식과 글로벌 협력이 함께 행동해야 한다는 긴급한 필요성을 강조한다.

「GLAAS 2022」 보고서는 진전을 보이는 국가들이 안전한 WASH 시스템 개선에 높은 수준의 정치적 헌신과 투자를 보여주었다는 것을 보여준다.

「GLAAS 2022」 보고서를 통해 WHO와 UN-Water는 모든 정부와 이해 관계자에게 강화된 거버넌스, 자금 조달, 모니터링, 규제 및 역량 개발을 통해 WASH 서비스 제공에 대한 지원을 확대할 것을 촉구한다.

이 보고서는 2023년에 계획된 역사적인 물과 위생 회의를 앞두고 행동의 장을 마련했다. 50 년 만에 처음으로 유엔을 통한 세계 공동체는 진전 상황을 검토하고 세계 지도자들과 함께 물과 위생에 관한 행동을 새롭게 하겠다는 확고한 약속을 할 것이다.

공식적으로 물과 위생에 대한 UN 10년(2018∼2028)의 이행에 대한 중간 종합 검토를 위한 2023 회의로 알려진 ‘UN 2023 물 회의(UN 2023 Water Conference)’는 오는 3월 22∼24 뉴욕의 유엔 본부에서 개최된다.

Accelerated action needed to ensure safe drinking-water, sanitation and hygiene for all

 

Urgent action is needed globally and locally to achieve safe and sustainably managed water, sanitation and hygiene for all in order to prevent devastating impacts on the health of millions of people.

Findings from WHO and UN-Water’s Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS) report show that acceleration is needed in many countries to achieve the UN Sustainable Development Goal (SDG) 6 ? water and sanitation for all by 2030.

While 45% of countries are on track to achieve their nationally-defined drinking-water coverage targets, only 25% of countries are on track to achieve their national sanitation targets. Less than a third of countries reported to have sufficient human resources required to carry out key drinking-water, sanitation and hygiene (WASH) functions.

The GLAAS 2022 report, which details the latest status of WASH systems in more than 120 countries, is the largest data collection from the greatest number of countries to date.

While there has been an increase in WASH budgets in some countries, a large number--over 75% of countries reported insufficient funding to implement their WASH plans and strategies.

“We are facing an urgent crisis: poor access to safe drinking water, sanitation and hygiene claim millions of lives each year, while the increasing frequency and intensity of climate-related extreme weather events continue to hamper the delivery of safe WASH services,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. 

“We call on governments and development partners to strengthen WASH systems and dramatically increase investment to extend access to safely managed drinking water and sanitation services to all by 2030, beginning with the most vulnerable.”

The GLAAS data show, however, that most WASH policies and plans do not address risks of climate change to WASH services, nor the climate resilience of WASH technologies and management systems. 

Just over two thirds of countries have measures in WASH policies to reach populations disproportionately affected by climate change. However, only about one third monitor progress or allocate explicit funding to these populations.

“The world is seriously off-track to achieve SDG 6 on water and sanitation for all, by 2030. This leaves billions of people dangerously exposed to infectious diseases, especially in the aftermath of disasters, including climate related events,” said Gilbert F. Houngbo, Chair of UN-Water and Director General of the International Labour Organization. 

“The new data from GLAAS will inform the voluntary commitments the international community will make at the UN 2023 Water Conference in March, helping us target the most vulnerable communities and solve the global water and sanitation crisis.”

Urgency and opportunities

Dire consequences of climate change and extreme weather events bring more attention to the issues, underlining an urgent need for a whole-of-society approach and global cooperation to act together. The GLAAS 2022 report shows that countries making progress demonstrated high level of political commitment and investments in improving safe WASH systems.

With the GLAAS 2022 report, WHO and UN-Water call on all governments and stakeholders to scale up support for WASH service delivery, through strengthened governance, financing, monitoring, regulation, and capacity development.

The report sets the scene for action ahead of a historic water and sanitation meeting planned in 2023. For the first time in 50 years, the global community-through the United Nations-will review progress and make firm commitments to renew action on water and sanitation with global leaders. 

The UN 2023 Water Conference - formally known as the 2023 Conference for the Midterm Comprehensive Review of Implementation of the UN Decade for Action on Water and Sanitation (2018-2028) - will take place at UN Headquarters in New York, 22-24 March 2023.
