[스페인] 악시오나 카탈루냐 6개 하수처리장 운영·유지보수 수주

아브레라 등 6개 하수처리장 4년간 운영…1천370만 유로에 계약

스페인의 글로벌 물기업인 악시오나(ACCIONA)는 스페인 카탈루냐(Catalana)에서 아브레라 그룹의 위생처리 시스템을 구성하는 6개 하수처리장의 운영 및 유지보수에 대한 새로운 계약을 체결했다.

이 계약은 아엥시아 카탈라나 데 라 아이구아(Agencia Catalana de l’Aigua)에 의해 4년 계약으로 체결되었고, 1천370만 유로(187억6천600만 원)에 계약이 체결되었다.

이번 계약에는 아브레라(Abrera), 카스텔벨리 엘빌라르(Castellbell i El Vila), 모니스트롤 드 몽세라트(Monistrol de Montserrat), 빌라데카발스 에스트(Viladecavalls Est), 빌라데카발스 오에스트(Viladecavalls Oest), 바카리세스(Vacarisses) 등에 있는 6개의 하수처리장(WWTP)의 운영 및 유지보수를 포함한다.

6개 하수처리장에서는 하루 4만7천600㎥의 하수를 처리하는 등 20만 명에게 하수서비스를 제공한다. 하수네트워크에는 70km 이상의 배관과 처리장 외부에 16개의 펌프장이 있다.

계약에는 에너지 효율을 최적화하기 위한 주요 기술혁신, 시간이 지남에 따라 악화된 인프라에 대한 개선, 그리고 다른 비 에너지 기능이 포함되었다. 목표는 시설의 정확한 기능과 처리된 물의 품질을 보장하는 것이다.

아브레라 하수처리장에서 수행해야 할 조치 중 하나는 슬러지 안정화 시설이 되지 않은 다른 하수처리장으로부터 탈수된 슬러지를 수용하기 위한 플랫폼을 구축하는 것이다.

즉, 이들 처리장의 슬러지는 재수화(rehydration) 후 혐기성 소화 단계에서 안정화될 수 있으며, 그 결과 건조물질이 감소하고 바이오가스에서 에너지 생산이 증가한다는 것을 의미한다. 일단 안정화되면, 슬러지는 농업에서 사용함으로써 가치를 평가할 수 있다.

 악시오나는 아브레라 하수처리장을 새로운 시나리오에 적용하고 유출수의 품질 요구사항을 준수하기 위해 제어 시스템을 개선하고 영양소의 생물학적 제거를 최적화하며 혐기성 소화에서 바이오가스 생산을 늘리기 위한 일련의 조치를 시행한다.

이러한 조치 중에는 반환 흐름 처리를 위해 NIPARMOX®와 같은 악시오나의 R&D&I 부서에서 개발한 자체 기술혁신이 있다.

ACCIONA has been awarded a new contract in Catalonia for the operation and maintenance of the six wastewater treatment plants that make up the Sanitation System of the Abrera group.

The contract, awarded by the public company Agencia Catalana de l’Aigua, is for four years and approximately €13.7 M.

It includes the operation and maintenance of the six WWTPs at Abrera, Castellbell i El Vilar, Monistrol de Montserrat, Viladecavalls Est, Viladecavalls Oest and Vacarisses. 

Overall, the plants provide a service to a population equivalent of almost 200,000, with a throughput of around 47,600 m3/day. The sanitation network has more than 70 kilometres of pipework plus 16 pumping stations external to the plants.

The contract will include major technological innovations to optimize energy efficiency, changes to infrastructures that have deteriorated over time, and another non-energy functions. The aim is to ensure the correct functioning of the facilities and the quality of the water treated.

Among the measures to be undertaken in the Abrera WWTP is the construction of a platform for the reception of dehydrated sludge from other WWTPs that are not equipped with sludge stabilisation. 

This means that the sludge from these plants can be stabilised in the anaerobic digestion phase following their rehydration, with a resulting reduction in dry material and increased energy production from biogas. Once stabilised, the sludge can be valorised through use in agriculture.

With the aim of adapting the Abrera WTTP to this new scenario and ensure compliance with effluent quality requirements, ACCIONA will also implement a series of measures aimed at improving the control systems, optimising the biological elimination of nutrients and increasing the production of biogas in anaerobic digestion. 

Among these measures are some of its own technological innovations developed by the R&D&I department of ACCIONA such as NIPARMOX® for the treatment of return flows.
