[미국] 물연구재단, 아메리칸 워터와 함께 PFAS 위험 커뮤니케이션 툴킷 발표

PFAS에 대한 대중의 인식이 지속적으로 확대됨에 따라 물 전문가는 PFAS가 무엇인지, 어디에서 왔는지, 식수에서 PFAS가 검출되는지에 대해 명확하고 간결하며 일관되게 소통할 수 있는 방법을 모색하고 있습니다. 물 분야 전문가를 위한 'PFAS 워터 리스크 커뮤니케이션 메세징(PFAS Water Risk Communication Messaging)'프로젝트를 통해 물연구재단(The Water Research Foundation, WRF)과 아메리칸 워터(American Water)는 고객, 규제 기관 및 기타 이해 관계자와 상호 작용하면서 수도 시스템에서 사용할 수 있는 PFAS 커뮤니케이션 툴킷을 2개를 출시했다.

피터 그레바트(Peter Grevatt) WRF의 CEO는 “우리는 광범위한 PFAS 연구 포트폴리오의 일환으로 아메리칸 워터와 기타 파트너와 함께 이러한 새로운 PFAS 커뮤니케이션 툴킷의 출시에 참여하게 되어 기쁘다"라며, "물 전문가들이 환경에서 PFAS의 존재에 대해 명확하게 의사소통할 수 있는 이보다 중요한 시기는 없었다"라고 말했다.

워크숍, 이해관계자 참여 및 메시지 테스트를 사용하여 툴킷을 개발했다. 원 워터(One Water)의 개념에 초점을 맞춘 첫 번째 툴킷은 PFAS가 어디에서 왔는지, PFAS가 환경으로 어떻게 유입되고 음용수와 하수 시스템에 영향을 미치는지 설명하는 정보를 제공한다. 툴킷 자료는 PFAS를 포함하는 많은 제품과 이러한 화합물에 대한 노출 경로에 어떻게 기여하는지에 대해 대중에게 교육하는 데 사용될 수 있다. 콘텐는 웹사이트, 청구서 삽입물, 소셜 미디어, 브러셔 및 기타 통신 플랫폼에서 유용하게 사용할 수 있도록 개발됐다. 

두 번째 툴킷은 29개의 개별 PFAS에 대한 샘플링을 요구하는 미국 환경보호청(EPA)의 제5차 비규제 오염물질 모니터링 규칙(UCMR5)과 함께 사용하기 위해 개발됐다. 이 툴킷에는 수도 시스템이 고객 및 이해 관계자와 공유할 수 있는 자주 묻는 질문(FAQ) 문서를 설계하는 데 도움이 되는 지침 "사용법" 매뉴얼이 포함되어 있다. FAQ는 또한 일선 직원, 공공 정보 담당관 및 유틸리티 리더를 위한 요점을 포함한 다른 커뮤니케이션 자료의 기초로도 사용될 수 있다. 모든 수도 시스템은 PFAS 관리 및 규제 요건과 관련된 고유한 상황에 직면해 있다. 따라서 수도 시스템은 제공된 탬플릿에 특정 시스템 정보를 통합함으로써 툴킷 자료를 사용해 전달을 개선할 수 있다.

이 툴킷의 자료는 수도 시스템에 따라 맞춤화할 수 있으며 다양한 지원 방법을 포함한다. 툴킷 자료를 사용하면 유틸리티 및 고객 관계를 강화하고 전 세계 지역사회의 정확한 정보 공급원 및 환경 관리자로서 수도 시스템의 역할을 강화할 수 있다. 

린다 디메나(Lynda DiMenna) 아메리칸 워터의 수석 환경 및 안전 책임자는 “수질과 고객 및 지역사회의 안전은 아메리칸 원터의  최우선 사항이다"라며, "우리는 WRF와 협력하여 상하수 시스템이 서비스를 제공하는 지역사회를 위한 신뢰할 수 있는 기관으로 자리매김할 PFAS에 관한 교육 메시지를 개발하기 위해 리더십 역할을 맡은 것을 자랑스럽게 생각한다"라고 말했다.

이 프로젝트는 WRF와 미국 수도협회(merican Water Works Association)의 자금 지원을 받았으며 연구팀은 아메리칸 워터, 하젠과 소여(Hazen and Sawyer), CDM 스미스(DM Smith)의 커뮤니케이션 및 기술 전문가로 구성됐다.

The Water Research Foundation and American Water Announce PFAS Risk Communication Toolkits

 

As public awareness of per- and polyfluoroalkyl substances (PFAS) continues to expand, water professionals are seeking ways to communicate with their customers clearly, concisely, and consistently about what PFAS are, where they come from, and whether they are detected in drinking water. Through the project PFAS One Water Risk Communication Messaging for Water Sector Professionals, The Water Research Foundation (WRF) and American Water have released two PFAS communication toolkits for use by water systems as they interact with customers, regulators, and other stakeholders.

“We’re excited to join with American Water and other partners in the release of these new PFAS communication toolkits as part of our broad PFAS research portfolio. There has never been a more important time for water professionals to communicate clearly about the presence of PFAS in the environment,” said Peter Grevatt, Chief Executive Officer of WRF.

Workshops, stakeholder engagement, and message testing were used to develop the toolkits. The first toolkit, focused on the concept of One Water, presents information describing where PFAS come from and how they enter the environment and impact drinking water and wastewater systems. The toolkit materials can be used to educate the public about the many products that contain PFAS and how they contribute to the routes of exposure to these compounds. Content was developed for utility use on websites, bill inserts, social media, brochures, and other communications platforms.

A second toolkit was developed for use in conjunction with the U.S. Environmental Protection Agency’s fifth Unregulated Contaminant Monitoring Rule (UCMR5), which requires sampling for 29 individual PFAS. This toolkit includes an instructional “How To” manual that helps water systems to design their own frequently asked questions (FAQs) documents to share with customers and stakeholders. The FAQs can also be used as the basis for other communication materials, including talking points for frontline employees, public information officers, and utility leaders. Every water system faces unique circumstances related to PFAS management and regulatory requirements; therefore, water systems can use the toolkit materials to refine their messaging by incorporating their specific system information into the templates provided.

“As an industry leader, American Water is proud of its participation in The Water Research Foundation’s efforts to engage with other industry experts to understand and better explain PFAS and its presence in the environment,” said Cheryl Norton, Executive Vice President and Chief Operating Officer at American Water. “We’re confident that the assets developed by the entire team that delivered the toolkits for UCMR5 and One Water will assist our water and wastewater colleagues to accurately inform and educate their customers about PFAS.”

The materials in these toolkits are customizable by water systems and encompass a variety of outreach methods. Use of the toolkit materials can reinforce the utility/customer relationship and enhance water systems’ roles as sources of accurate information and environmental stewards for communities around the globe.

We are proud to have taken a leadership role, in collaboration with The Water Research Foundation, to develop educational messaging regarding PFAS that will position water and wastewater systems to be the trusted sources of truth for the communities they serve,” added Lynda DiMenna, Chief Environmental and Safety Officer at American Water.

This project was funded by WRF and the American Water Works Association, and the research team was comprised of communications and technical experts from American Water, Hazen and Sawyer, and CDM Smith.
