[미국] 캘리포니아, ‘지하수 회계 플랫폼’ 개발

캘리포니아 수자원부(California’s Department of Water Resources ; DWR)는 지하수 지속가능성 기관(groundwater sustainability agencies ; GSAs)들과 함께 물의 가용성과 사용을 추적하는 것을 돕는 도구를 개발하고 있다고 발표했다.

‘지하수 회계 플랫폼(Groundwater Accounting Platform)’이라고 불리는 이 도구는 DWR이 건조한 우물과 물부족을 방지하는 데 도움이 되기를 희망하는 캘리포니아 주정부 지원 데이터 플랫폼(state-supported data platform)이다.

디지털 플랫폼(digital platform)은 물 예산의 정제(유입, 유출 및 저수량의 변화율 계산), 지역 지하수 가용성에 대한 공통의 이해를 만들기 위한 토지 소유자에 대한 지원, 물 할당 및 물 거래 프로그램 개발을 포함하여 다양한 목적으로 사용될 수 있다.

이 플랫폼을 통해 GSA(지하수 지속가능성 관리기관)는 펌핑 및 재충전 프로젝트의 효과를 평가하고, 물사용에 대한 이해를 개선하며, 시나리오 계획 및 모델링 노력의 정확성을 향상시킬 수 있다.

GSA는 플랫폼을 있는 그대로 사용하거나 지역 요구에 더 잘 맞는 소프트웨어를 개발할 수 있다. GSA가 지하수 회계 소프트웨어를 처음부터 구축하는 데 비용을 지불하지 않기 때문에 이는 플랫폼을 비용 효율적으로 만든다.

지하수는 자연적으로 땅 속에 저장된 물로, 지표수를 적게 사용할 수 있는 건조한 기간 동안 국가의 물절약 계정 역할을 한다. 모든 캘리포니아 사람들의 거의 85%가 물공급의 일부를 지하수에 의존한다.

‘지하수 회계 플랫폼(Groundwater Accounting Platform)’은 GSA가 지하수 충전 프로젝트, 물 거래 프로그램 및 지하수 수요 감소와 같은 관리 조치의 영향과 이점을 평가하고 정량화하는 데 도움이 될 것이다.

「지속가능한 지하수 관리법(Sustainable Groundwater Management Act ; SGMA)」에 따라, 지역 기관은 지정된 분지에 걸쳐 지하수 사용을 더 잘 이해하고 추적하고 회계 처리해야 하는 새로운 요구사항을 가지고 있다.

이와 같은 강력한 물 추적 및 회계 시스템은 지역 기관이 향후 20년 동안 지하수 분지를 지속 가능한 상태로 만들기 위해 노력함에 따라 조정되고 정보에 입각한 의사 결정을 발전시키는 기반이 될 것이다.

DWR(캘리포니아 수자원부)의 지속가능한 지하수 관리 사무소의 폴 고셀린(Paul Gosselin) 부국장은 “SGMA(「지속가능한 지하수 관리법」)로 인해 지하수 지속 가능성을 달성하기 위해 더 많은 모니터링, 계획 및 조치가 필요하게 되었고 캘리포니아의 더 뜨겁고 건조한 미래로의 전환이 그 필요성을 가속화했다”고 말했다.

폴 고셀린 부국장은 이어 “이 지하수 회계 플랫폼은 지역 기관이 지하수 사용 및 가용성을 추적하고 정보에 입각한 관리 결정을 내릴 수 있는 쉽게 접근할 수 있는 도구를 제공하여 단기적으로 가뭄의 영향을 완화하고 장기적으로 지하수 지속 가능성으로 전환하는 데 도움이 될 것”이라고 강조했다.

이 플랫폼의 개발은 DWR, 주 수자원관리위원회, 캘리포니아 물 데이터 컨소시엄, 환경보호기금(Environmental Defense Fund ; EDF) 등이 함께 참여하는 협력적인 노력으로, 워터SMART 응용과학 보조금을 통해 미국 매립국의 추가 지원을 받는다.

‘지하수 회계 플랫폼’은 처음에 EDF가 로즈데일 리오 브라보 저수구(Rosedale-Rio Bravo Water Storage District)와 협력하여 컨 카운티(Kern County) 중부의 지하수를 관리하기 위해 개발되었다.

DWR, 컨소시엄, EDF는 이제 플랫폼을 더 많은 지역 기관이 이용할 수 있도록 하기 위해 노력하고 있습니다. 여기에는 △머세드 카운티(Merced County)의 머세드 관개-도시 GSA(Merced Irrigation-Urban GSA), △산타크루즈 카운티(Santa Cruz County)의 파자로 밸리 수자원 관리청( Pajaro Valley Water Management Agency), △그레이터 새크라멘토(Greater Sacramento region) 지역의 북서쪽에 있는 욜로 카운티 홍수 통제 및 물 보존 구역(Yolo County Flood Control and Water Conservation District) 등 세 가지 새로운 파일럿 프로젝트 파트너와의 협업이 포함된다. 

환경보호기금(EDF)의 기후 복원성 물시스템 책임자인 마이크 마이어트(Mike Myatt)는 지하수 회계 플랫폼은 지역 차원에서 용량을 구축하고 가뭄과 장기 지하수 관리를 해결하기 위해 지속적인 토지 소유자 커뮤니케이션을 지원하는 중요한 데이터 도구이다”라고 말했다.

DWR(캘리포니아 수자원부)은 ‘지하수 회계 플랫폼’의 개발을 지원하기 위해 자금과 기술 전문 지식을 제공하고 있다. DWR과 워터보드(Water Board)는 또한 플랫폼이 DWR의 SGMA(「지속가능한 지하수 관리법」) 포털과 워터보드의 지하수 추출 연간 보고 시스템을 포함하여 GSA(지하수 지속가능성 기관)가 데이터를 제출하는 데 사용하는 주 포털과 호환되도록 보장하기 위해 노력하고 있다.

Calif. developing groundwater accounting platform

A collaborative effort is continuing to develop the Groundwater Accounting Platform, a data platform to help groundwater sustainability agencies track water availability and use.

 

California’s Department of Water Resources (DWR) announced that is developing a tool to help groundwater sustainability agencies (GSAs) track water availability and use.

The tool, called the Groundwater Accounting Platform, is a state-supported data platform that DWR hopes will help prevent dry wells and water supply shortages.

The digital platform can be used for many purposes, including refining water budgets (accounting of the rates of inflows, outflows, and changes in water storage), outreach to landowners to create a common understanding of local groundwater availability, and development of water allocation and water trading programs.

With the platform, GSAs will be able to assess effects of pumping and recharge projects, improve understanding of water use, and improve the accuracy of scenario planning and modelling efforts.

GSAs will be able to use the platform as-is or further develop the software to better suit their local needs. This makes the platform cost-effective because GSAs are not paying to build groundwater accounting software from scratch.

Groundwater, which is water naturally stored in the ground, serves as the State’s water savings account during dry years when less surface water is available. Nearly 85 percent of all Californians rely on groundwater for some portion of their water supply.

The Groundwater Accounting Platform will help GSAs assess and quantify the impacts and benefits of management actions such as groundwater recharge projects, water trading programs and reducing demand on groundwater.

Under the Sustainable Groundwater Management Act (SGMA), local agencies have new requirements to better understand, track, and account for groundwater use across designated basins.

Robust water tracking and accounting systems like this one will serve as the foundation in advancing coordinated and well-informed decision-making as local agencies work to bring groundwater basins into sustainable conditions over the next two decades.

“With SGMA came a great need for more monitoring, planning and actions to achieve groundwater sustainability, and California’s shift to a hotter, drier future has accelerated that need,” says Paul Gosselin, deputy director of DWR’s Sustainable Groundwater Management Office.

 “This groundwater accounting platform will provide local agencies with an easily accessible tool to track groundwater use and availability and make informed management decisions to help mitigate the impacts of drought in the near-term and transition to groundwater sustainability over the long-term.”

The platform’s development is a collaborative effort that brings together DWR, the State Water Resources Control Board, the California Water Data Consortium, and the Environmental Defense Fund (EDF), with additional support from the U.S. Bureau of Reclamation through a WaterSMART Applied Science grant.

The Groundwater Accounting Platform was initially developed by EDF in partnership with Rosedale-Rio Bravo Water Storage District to manage groundwater in the central part of Kern County.

DWR, the Consortium, and EDF are now working to make the platform available to more local agencies, including collaborating with three new pilot project partners: Merced Irrigation-Urban GSA in Merced County, Pajaro Valley Water Management Agency in Santa Cruz County, and Yolo County Flood Control and Water Conservation District northwest of the Greater Sacramento region.

“The Groundwater Accounting Platform is an important data tool that will help build capacity at the local level and support ongoing landowner communication to address drought and long-term groundwater management,” adds Mike Myatt, senior director of climate resilient water systems at the Environmental Defense Fund.

DWR is providing funding and technical expertise to support the development of the Groundwater Accounting Platform. DWR and the Water Board are also working to ensure that the platform is compatible with the state portals that GSAs use to submit data, including DWR’s SGMA Portal and the Water Board’s Groundwater Extraction Annual Reporting System.
