아메드 M. 사이드(Ahmed M. Saeed) 아시아개발은행(ADB) 부총재는 “탈탄소를 해결하려면 신흥시장에 대한 투자가 더욱 필요하다(Solving Decarbonization Requires Investment in Emerging Markets)”라는 보고서를 내놓았다. 그 내용을 소개한다.

우리는 21세기가 어떻게 기억될지 모르지만, 우리는 그것의 정의적인 목표가 무엇이어야 하는지 확신을 가지고 말할 수 있다. 그것이 우리 모두에게 특히, 때때로 글로벌 사우스( Global South)라고 불리는 곳에 있는 사람들에게 도달할 때까지 기회의 고리를 성장시키는 것이다. 이 과제는 기후변화와의 싸움을 시작하고, 깊게 얽혀 있을 것이다.

우리의 상태를 개선하기 위해 일하는 것은 항상 고귀한 일이었다. 결국 인간의 삶은 헤아릴 수 없는 고유한 가치를 가지고 있다. 새로운 것은 이러한 노력이 또한 긴급한 사리사욕에 의해 활성화되는 정도이다. 상호 연결된 우리의 세계에서, 어느 곳에서든 불평등은 모든 곳의 번영과 안정에 위협이 된다.

기후변화의 가속화로 인해 격차가 확대됨에 따라 불안정한 세력은 더 강해질 뿐이다. 전 세계 난민 인구가 수억 명 더 증가하는 세상을 상상해 보자. 미국의 남쪽 국경이나 지중해 연안에서는 어떤 모습일까?

기후변화가 우리의 운명을 갈라놓고 있다. 그러므로 그것이 또한 우리를 하나로 모으는 강력한 힘이 될 것이라는 것을 깨닫는 것은 놀라운 일이다. 미래의 거의 모든 배출 증가는 신흥 시장에서 발생할 것이기 때문에, 개발도상국이 탈탄소화(Decarbonization)에 실패한다면 다른 어떤 것도 중요하지 않다.

결국, 그것은 엄청난 투자 증가를 필요로 한다. 국제에너지기구(International Energy Agency ; IEA)에 따르면, 우리가 파리협정에서 정한 온실가스 감축 목표를 달성하려면 신흥국과 개발도상국의 연간 청정에너지 투자가 2030년까지 7배인 1조 달러로 증가해야 한다.

‘파리기후변화협약(Paris Climate Change Accord)’이란, 2015년 12월 12일 파리에서 열린 ‘21차 유엔 기후변화협약 당사국총회(COP21)’ 본회의에서 195개 당사국이 채택한 협정으로 버락 오바마 전 미국 대통령 주도로 체결된 협정이다. 산업화 이전 수준 대비 지구 평균온도가 2℃ 이상 상승하지 않도록 온실가스 배출량을 단계적으로 감축하는 내용을 담고 있다.

만약 우리가 이러한 투자 흐름을 성공적으로 실현한다면, 그것은 궁극적으로 수익, 탈탄소 및 개발을 균등하게 제공하는 3중 핵심운동(triple bottom line exercise)이 될 것이다.  거기에 도달하는 것은 쉽지 않으며, 많은 국가에서 가능한 환경, 은행 프로젝트의 부족, 그리고 몇 가지 이름을 지을 수 있는 제한된 제도적 능력 등 잘 이해된 많은 도전들이 있다.

낙관론에 대한 강력한 이유도 있다는 것은 별로 인정받지 못한다. 여기에는 금융 부문, 정부, 자선단체, 시민사회, 개발도상국 자체를 포함한 개발도상국의 탈탄소 문제를 해결하기 위한 전례 없는 폭, 규모, 제도적 역량의 연합이 등장하고 있다는 사실이 포함된다. 개발도상국들은 이와 같은 자원을 마음대로 사용해 본 적이 없다.

이 새로운 연합은 야망이 있고 새로운 접근법을 기꺼이 실험할 것이다. G7은 개발도상국과의 ‘정의로운 에너지 전환 파트너십(Just Energy Transition Partnerships)’에 수백억 달러를 투자하고 있으며, 탄소중립(Netzero) 위한 글로벌 금융동맹(Global Financial Alliance)은 이러한 문제를 해결하기 위해 100조 달러 이상의 민간 자본을 자체 조직하고 있다.

한편, 세계적인 자선 활동은 역사적으로 엄격하게 정부의 유산이었던 규모의 위험 자본을 제공하고 기꺼이 개입하고 있다.

아시아개발은행(Asian Development Bank ; ADB)에서의 우리의 일은 이러한 노력의 축소판이다. 우리는 2030년까지 총 기후금융에서 우리의 야망을 1천억 달러로 크게 높이고 있다. 또한 실험적인 새로운 파트너십 플랫폼, 자선 차량, 혼합 금융 도구 및 새로운 형태의 전환 금융을 출시하여 그 어느 때보다 광범위한 파트너와 협력하고 있다.

낙관론의 가장 중요하고 강력한 이유는 선진국에서 개발도상국으로 유입되는 투자 자본의 흐름을 크게 증가시키는 것은 기본적인 경제적, 재정적 의미가 있기 때문이다.

래리 서머스(Larry Summers)는 우리 행성을 연구하는 외계 경제학자가 지구에 대해 가장 놀라게 할 유일한 것은 “고령화되고 천천히 성장하는 세계적인 북쪽에서 훨씬 더 넓은 세계적인 남쪽으로의 큰 지속적인 흐름의 부족”이라고 언급했을 때 이러한 통찰력을 포착했다. 부자들의 저축 과잉을 이용하는 가장 좋은 방법은 세계의 가난한 사람들 사이에 있다.

사실 이 이야기에는 전혀 새로운 것이 없다. JP모건(JP Morgan)의 원래 회사는 한 나라에서 아버지로, 다른 나라에서 아들로, 바로 같은 개념으로 설립되었다. 즉, 성장이 더딘 선진 사회에서 역동적이고 검증되지 않은 신흥 시장으로 과도한 저축의 흐름을 촉진하는 것이다. 이 경우 영국과 유럽에서 미국으로 가는 것이다.

18세기에는 자유, 평등, 박애에 대한 개념이 강력하게 표현되어 있었고, 이 개념들은 너무 강력해서 그것들을 부정했던 제국들을 무너뜨렸다. 다음 세기는 이러한 생각들로부터 이익을 얻었지만 그들의 범위를 다른 사람들에게 확장시키지 않은 사람들에 의해 지배되었다.

법적으로나 열망적으로 인간의 존엄성에 대한 주장의 보편성을 찬양한 국가에 의한 20번째.우리가 자녀들을 그들이 마땅히 받아야 할 세계에 남겨두려면, 이 여행이 필요한 결론에 도달하고, 21 세기에 기회의 선물과 번영의 약속이 모두에게 접근 가능하도록 하는 것보다 더 높은 목적은 없다.

Solving Decarbonization Requires Investment in Emerging Markets

 

The last several centuries have each come to have a defining theme: the Age of Enlightenment, the Age of Imperialism, the American Century. 

We do not know how the 21st will be remembered, but we can say with conviction what its defining goal should be: to grow the circle of opportunity until it reaches all of us, especially those in what is sometimes called the Global South. This task begins, and will be deeply intertwined with, the fight against climate change. 

Working to improve our condition has always been noble work. Human life, after all, has immeasurable inherent worth. What is new is the extent to which this effort is also animated by urgent self-interest. In our interconnected world, inequality anywhere is a threat to prosperity and stability everywhere. 

Destabilizing forces will only grow stronger as disparities widen due to accelerating climate change.  Imagine a world in which the global refugee population grows by additional hundreds of millions. What will it look like on America’s southern border, or on the shores of the Mediterranean?

Climate change is pulling our fortunes apart. It is surprising, therefore, to realize that it also stands to become a powerful force for bringing us together. Because almost all future emissions growth will come from emerging markets, nothing done elsewhere matters if the developing world fails to decarbonize. 

That, in turn, requires a massive increase in investment. According to the International Energy Agency, annual clean energy investments in emerging and developing economies must grow seven-fold, to $1 trillion by 2030, if we are to achieve the Paris goals.

If we are successful in making these investment flows happen, it will be the ultimate triple bottom line exercise: delivering profits, decarbonization, and development in equal measure. Getting there is not easy, and there are many well understood challenges: the enabling environment in many countries, a dearth of bankable projects, and limited institutional capacity to name a few.

Less well appreciated is that there are also strong reasons for optimism. 

These include the fact that a coalition of unprecedented breadth, scale, and institutional capacity is emerging to tackle the problem of decarbonization in developing countries, including the financial sector, governments, philanthropy, civil society, and developing countries themselves. Developing countries have never had resources like this at their disposal.

This new coalition is ambitious and willing to experiment with new approaches. The G7 is committing tens of billions to Just Energy Transition Partnerships with developing countries, while the Global Financial Alliance for Netzero is self-organizing over $100 trillion of private capital to address these problems. 

Global philanthropy, meanwhile, is increasingly willing to step in and provide risk capital at a scale that historically was strictly the provenance of government.

Our work at the Asian Development Bank is a microcosm of these efforts. We are substantially raising our ambition-to $100 billion in total climate finance by 2030. We are also launching experimental new partnership platforms, philanthropic vehicles, blended finance tools, and new forms of transition finance, working with a broader range of partners than ever. 

The most important and powerful reason for optimism is that massively increasing the flow of investment capital flowing from the developed to developing world just makes basic economic and financial sense. 

Larry Summers captured this insight when he noted that the single thing about Earth that would most surprise an alien economist studying our planet is the lack of “large continuing flows from the aging, slowly growing global North to the much broader global South.” The best way to use the savings glut of the rich is among the world’s poor. 

There is in fact nothing really new in this story. The original firm of JP Morgan was built, father in one country and son in another, on the very same notion: facilitating the flow of excess savings from a slow growing, developed society to a dynamic, unproven emerging market-in that case from the UK and Europe to the United States.

The 18th century saw the forceful articulation of ideas of liberty, equality, and fraternity, concepts so powerful that they toppled the empires that denied them. The next century was dominated by those who benefitted from these ideas but did not extend their reach to others. 

The 20th by a nation that celebrated, in law and aspiration, the universality of claims to human dignity. If we are to leave our children the world they deserve, there is no higher purpose than to ensure this journey reaches its necessary conclusion, and that in the 21st century the gift of opportunity, and the promise of flourishing, become accessible to all.
