[미국] EPA, 수돗물 수질에 대한 대중 인식 개선 위한 제안 발표

지난 3월 28일 미국 환경보호청(EPA)은 소비자 신뢰 보고서(CCR) 규칙을 강화해 주요 공중 보건 정보가 담긴 연간 수돗물 수질 보고서를 미 전역의 주민과 기업이 보다 쉽게 이용할 수 있게한 제안된 규칙 제정 고시를 발표했다.

'연간 수돗물 수질 보고서'라고도 불리는 이 소비자 신뢰 보고서에는 전년도의 지역 수돗물에 대한 정보가 요약돼 있다. EPA의 제안은 수질 보고서에서 중요한 정보를 보다 명확하게 전달하고 보고서에 대한 접근성을 개선했다.

라디카 폭스(Radhika Fox) EPA 수자원 부국장은 "대중이 수도꼭지에서 나오는 수돗물에 대한 가장 관련성 높은 정보에 접근할 수 있는 것이 중요하다"면서 "소비자 신뢰 보고서는 지역 상수도 시스템이 서비스를 제공하는 사람들과 소통하는 주요 방법이며, EPA가 제안한 규칙은 지역사회가 받는 정보를 개선하고 정보에 더 쉽게 접근할 수 있도록 한다"라고 말했다.

EPA의 제안은 다음과 같다.

-가독성, 명확성 및 수질 보고서 개선

-리스크 소통 강화

-최신 전자 배송 옵션 권장

-수돗물의 납 수치와 납 검출량 줄이기 위한 노력에 대한 정보를 명시

-제한된 영어 실력을 가진 고객을 위한 번역 제공

-연간 2회 보고서 발행(1만 명 이상의 사용자에게 서비스를 제공하는 시스템의 경우)

또한 EPA의 제안은 주(州) 정부가 규정 준수 모니터링 데이터를 EPA에 제출하도록 요구할 것이다. 주에서는 이미 규정 준수 모니터링 데이터를 수집하고 있지만, 현재 EPA 규정은 EPA에서 사용할 수 있는 데이터를 제한하고 있다. 최종적으로, 이 조치는 EPA가 지리적 및 인구 통계학적 추세를 식별하는 데 도움이 될 것이며, 이는 투명성과 책임성을 개선하고 지역사회에서 직접적인 혜택을 극대화하는 모범 사례를 증폭시킬 것이다.

EPA Announces Proposal to Improve Public Awareness of Drinking Water Quality

 

Today, the U.S. Environmental Protection Agency (EPA) announced a Notice of Proposed Rulemaking that would strengthen the Consumer Confidence Report (CCR) Rule making annual drinking water quality reports with important public health information more accessible to residents and businesses across the country. A Consumer Confidence Report, sometimes called an “Annual Drinking Water Quality Report,” summarizes information about the local drinking water for the previous year. EPA’s proposal would support public education by more clearly communicating important information in water quality reports and improving access to the reports.

“It’s crucial that the public has access to the most relevant information about the drinking water coming out of their taps,” said EPA Assistant Administrator for Water Radhika Fox. “The Consumer Confidence Report is the primary way local water systems communicate with the people they serve, and EPA’s proposed rule would improve the information communities receive, in addition to making it more accessible.”

When finalized, EPA’s proposal would:

Improve the readability, clarity, and of water quality reports

Enhance risk communication

Encourage modern electronic delivery options

Clarify information regarding lead levels and efforts to reduce lead in drinking water

Provide translation for customers with limited English proficiency

Require reports be issued twice a year (for systems that serve 10,000 or more people)

Additionally, EPA’s proposal would require states to submit compliance monitoring data to EPA. While states already collect compliance monitoring data, current EPA regulations limit the data available to the EPA. When final, this action will help EPA identify trends both geographically and demographically, which will improve transparency and accountability, and amplify best practices that maximize direct benefits in communities.

This proposed rule marks a key milestone in revising the Consumer Confidence Report Rule as required by America’s Water Infrastructure Act (AWIA). EPA is seeking comment on this proposal for 45 days.
