나이지리아와 이라크는 국경을 넘는 수로와 국제 호수의 보호와 사용에 관한 협약(Convention on the Protection and Use of Transboundary Watercourses and International Lakes ; UN 물 협약)의 48번째와 49번째 당사국이 되었다.

이 독특한 국제 법률 및 정부 간 프레임워크는 국경을 초월한 협력을 촉진하여 국경을 초월한 수자원의 지속 가능한 사용을 보장하는 것을 목표로 한다.

나이지리아와 이라크는 지난 3월 22일부터 24일까지 뉴욕 UN본부에서 열린 ‘UN 2023년 물 총회(UN 2023 Water Conference)’에서 별도의 행사에 서명했다. 양국 모두 국경을 넘는 물 협력 강화는 국가 및 지역 차원에서 지속 가능한 발전과 국제 평화를 지원하는 데 중요한 역할을 할 것이다.

나이지리아는 각 이웃 국가와 국경을 초월한 수역을 공유하며, 협력을 복잡한 물 문제를 해결하는 데 필요한 변혁적 조치의 핵심 부분으로 삼고 있다.

나이지리아는 알제리, 베냉, 부르키나파소, 카메룬, 코트디부아르, 기니, 말리, 니제르, 나이지리아, 차드를 가로지르는 니제르 강(Niger river) 유역에 거주하는 인구 1억 명 중 약 80%가 살고 있다.

이라크는 중동에서 협약에 가입한 첫 번째 국가이다. 티그리스 강(Tigris River)과 유프라테스 강(Euphrates River) 유역은 이라크(4천350만 명), 이란(8천800만 명), 시리아(2천100만 명), 튀르키예(8천500만 명) 전역의 약 2억3천700만 명의 사람들에게 가장 중요한 지표수 공급원이다. 

높은 물부족(water stress)에 직면한 이라크, 그리고 실제로 이 지역은 물 부족으로 인해 증가하는 사회적, 경제적, 정치적 압력을 경험하고 있다.

유엔 유럽경제위원회(UNECE ; United Nations Economic Commission for Europe)에 의해 사무국이 서비스되는 물 협약은 독특하고 널리 받아들여지는 정부간 법체계(intergovernmental legal framework)이다. 

당사국들은 국경을 넘어 수질과 수량에 대한 부정적인 영향을 예방, 통제 및 감소시키고, 합리적이고 공평한 방법으로 공유 수역을 사용하며, 협력을 통해 지속 가능한 관리를 보장할 것을 요구한다. 

특히, 같은 국경 수역에 인접한 당사자들은 특정 협정을 체결하고 공동기구를 설립함으로써 협력할 의무가 있다.

Nigeria and Iraq join UN Water Convention

 

Nigeria and Iraq have become the 48th and 49th Parties to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes (known as the UN Water Convention).

This unique international legal and intergovernmental framework aims to ensure the sustainable use of transboundary water resources by facilitating cooperation across borders.

Nigeria and Iraq signed up in separate ceremonies during the UN 2023 Water Conference, 22-24 March. For both countries, enhanced transboundary water cooperation will play a vital role in sustainable development at the national and regional level and in supporting international peace. 

Nigeria shares at least one transboundary water body with each of its neighbouring states, making cooperation a key part of transformative action needed to address complex water challenges. 

Nigeria is home to about 80 per cent of the 100 million people residing in the basin of the Niger river, which crosses Algeria, Benin, Burkina Faso, Cameroon, Cote d’Ivoire, Guinea, Mali, Niger, Nigeria and Chad. 

Iraq is the first country in the Middle East to join the Convention. The Tigris and Euphrates Rivers Basins are the most important sources of surface water for some 237 million people across Iraq (43.5 million), Iran (88 million), Syria (21 million) and Turkiye (85 million). 

Facing high water stress, Iraq - and, indeed, the region - is experiencing mounting social, economic and political pressures due to water scarcity.

The Water Convention, whose secretariat is serviced by UNECE, is a unique and widely accepted intergovernmental legal framework. It requires Parties to prevent, control and reduce negative impacts on water quality and quantity across borders, to use shared waters in a reasonable and equitable way, and to ensure their sustainable management through cooperation. 

Parties bordering the same transboundary waters are obliged to cooperate by concluding specific agreements and establishing joint bodies.
