[미국] 일리노이 주 전역 걸친 악천후 대비 비상 훈련 시행

컴애드, 악천후에 대비하는 50가지 시나리오 보유

악천후에 의한 재해가 발생했을 때 중요한 인프라를 보호하고 운영을 신속하게 복구할 수 있도록 지원하기 위해 컴애드(ComEd)는 파워 플레이(Operation Power Play)라고 하는 미국 전기 회사가 주도하는 유일한 이벤트인 5번째 주 전체 교육을 조직했다고 밝혔다. 이틀 간의 행사를 통해 일리노이 주의 공공 및 민간 기관들은 협력을 다지고, 날씨, 보안 및 안전 시나리오에 대한 공동 대응 노력을 시험했다. 

이번 훈련에는 시카고시 비상관리통신국(OEMC), 일리노이주 비상관리국(IEMA), 듀페이지 카운티 국토안보비상관리국(DuPage County Office of Homeland Security and Emergency Management), 아르곤 국립연구소(Argonne National Laboratory), 페르밀라브(Fermilab) 등 50개 주·군·시·시·민간단체가 참여했다. 이틀 동안 참가자들은 네트워크를 구축하고, 응답 장비를 탐색하며, 주 전역에서 다양한 비상 대응 훈련에 기여했다.

파워플레이는 4월 25일 화요일 솔져필드에서 진행됐으며, 참가 기관들은 비상시 대응에 사용될 장비와 차량을 선보였다. 

리치 귀디체(Rich Guidice) OEM 집행이사는 "시카고 비상관리통신국(OEMC)은 정보 공유, 현장 대응 관리, 자원 할당 능력을 강화하기 위해 연중 내내 시 공공 안전 및 인프라 부서와 연습 및 워크숍을 조정한다"며 "기관 동료들과 연결하고, 대응 장비를 직접 확인하고, 이러한 훈련에 참여할 수 있는 기회가 주어짐으로써 역량을 강화하고 모범 사례를 개선하기 위한 우리의 작업을 보완할 수 있다"고 말했다. 

컴애드는 참여 기관과 함께 4월 26일 수요일 주 전역에서 변전소 파괴, 악천후 및 홍수, 대량 발전기 배치 및 전력 손실을 포함한 20개의 비상 대응 시나리오를 조정했다. 연습 시나리오는 토론 기반의 테이블 상판 스타일 드릴에서 운영 기반의 전면적인 대응 배치에 이르기까지 다양하다.

알리시아 테이트-나도(Alicia Tate-Nadeau) 일리노이주 비상관리국(IEMA-OHS) 국장은 "대규모 재난이나 비상사태에서 주요 공공 및 민간 대응자들이 잘 조정되고 신속하고 효과적으로 의사소통을 할 수 있는 것이 매우 중요하다"며 "수많은 훈련이 동시에 진행되고 많은 조직이 활동하고 있기 때문에 이러한 훈련은 내부 비상 계획 논의를 넘어 향후 복구 노력을 지원할 수 있는 효과적인 학습으로 이어진다"고 말했다. 

변전소 보안이 계속해서 뉴스의 핵심 화두가 되고 있는 가운데 컴애드와 OEMC는 변전소 보안과 절차적 대응을 논의하기 위해 시카고 소방국, 시카고 경찰국과 함께 비공개 탁상 훈련을 진행하고 있다. 이 팀은 화재, 위험 물질 유출 및 활성 사격자 위협과 같은 물리적 손상 시나리오를 포함한 광범위한 변전소 파괴 시나리오를 고려할 것이다.

나지아 자키르(Nazia Zakir) 미국 에너지부의 아르곤 국립 연구소의 환경 안전 및 보건 수석 이사는 "이러한 종류의 훈련은 절차적 대응을 강화할 뿐만 아니라 회복을 책임지는 다양한 기관들 사이의 친숙함과 협력을 증가시킬 수 있다"라며 "비상사태가 발생했을 때 안정적인 전력 공급은 모든 기업, 특히 아르곤(Argonne)에 매우 중요하다. 주 전체의 복구 작업을 평가하는 데 도움이 되는 이 교육에 참여하게 되어 영광이다"라고 말했다.

One-of-a-Kind Statewide Emergency Exercise Prepares Illinois for Severe Weather and Power-Related Events

ComEd organizing 50 organizations to drill worst-case scenarios

 

To help ensure that critical infrastructure is protected and operations can be restored quickly when severe weather or other catastrophic events occur, ComEd has organized its fifth statewide drill—the only event of its kind led by an electric company in the U.S.—called "Operation Power Play." The two-day event will bring together public and private agencies in Illinois to increase collaboration and test coordinated response efforts to significant weather, security and safety scenarios.

The exercise will include 50 state, county, municipal and private entities, including the City of Chicago's Office of Emergency Management and Communications (OEMC), Illinois Emergency Management Agency (IEMA), DuPage County Office of Homeland Security and Emergency Management, Argonne National Laboratory, Fermilab, Ameren Illinois and MidAmerican Energy. Over a two-day period, participants will network, explore response equipment and contribute to a variety of emergency response drills throughout the state.

"Severe and destructive weather is expected to increase with climate change, and physical and cyberthreats are on the rise. Operation Power Play takes our preparation efforts further by providing our partners the opportunity to collaborate in advance of potential disasters," said Terence R. Donnelly, President and COO at ComEd. "We take pride in powering our communities, and that goes beyond keeping the lights on in northern Illinois. We are always preparing for the worst and hoping for the best, and we will continue to take that approach to threats and damage to the power grid."

Operation Power Play will begin at Soldier Field on Tuesday, April 25, where participating agencies will showcase equipment and vehicles that would be used to respond in an emergency.

"Chicago's Office of Emergency Management and Communications (OEMC) coordinates exercises and workshops with the City's public safety and infrastructure departments throughout the year to strengthen our ability to share information, manage on-scene response and allocate resources," said Rich Guidice, Executive Director, OEMC. "Having the opportunity to connect with agency peers, see response equipment firsthand and participate in these drills complement our work to enhance our capabilities and lean forward to improve best practices."

Together with its participating agencies, ComEd has coordinated 20 emergency response scenarios across the state for Wednesday, April 26, that include substation sabotage, severe weather and flooding, mass generator deployment and power loss. The exercise scenarios range from discussion-based, tabletop style drill to operations-based, full-scale response deployments.

"In large-scale disasters or emergency events, it is critically important that the key public and private responders are well coordinated and able to communicate quicky and effectively," said Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) Director Alicia Tate-Nadeau. "With so many drills happening simultaneously, and so many organizations in play, these drills are elevated beyond internal contingency planning discussions and lead to impactful learnings that can support future recovery efforts."

As substation security continues to be a key topic in the news, ComEd and the OEMC are conducting a closed-door tabletop exercise with the Chicago Fire Department and Chicago Police Department to discuss substation security and procedural response. The team will consider a wide array of substation sabotage scenarios including fire, hazardous material spill and physical damage scenarios such as an active shooter threat.

"Drills of this nature not only reinforce procedural responses but allow increased familiarity and collaboration between the various agencies responsible for recovery," said Nazia Zakir, Senior Director of Environment, Safety & Health at the U.S. Department of Energy's Argonne National Laboratory. "Reliable power in the face of an emergency is critical to all businesses, especially Argonne. We are honored to be a part of this drill to help assess state-wide recovery efforts."

ComEd will test a new pilot program to deploy generators to nursing homes following power loss during severe weather. During storm recovery efforts, ComEd prioritizes critical infrastructure and vulnerable customers—including nursing homes. Partnering with Mather Senior Living Communities in Evanston and Bickford Senior Living in Gurnee, ComEd teams will concurrently deploy generators onsite and review and refine real-world generation hook-up procedures. The findings from these drills are anticipated to aid in storm recovery efforts for ComEd's vulnerable customers.
