EU가 2024년 개정된 '도시 하·폐수 처리 지침(Urban Wastewater Treatment Directive)'을 승인할 준비를 함에 따라 알파라발(Alfa Laval)은 새로운 기준을 충족하는 솔루션을 제공하고 있다. 알파라발의 노르웨이 최신 시설은 개정된 지침을 준수할 수 있는 멤브레인 기술을 선보일 예정이다. 

수정된 지침에 따라 하·폐수 운영자는 하·폐수에서 영양분을 회수하고 미세 오염 물질에 대한 새로운 표준을 적용하며 미세 플라스틱에 대한 모니터링 요구 사항을 적용해야 한다.

알파라발 노르웨이 최신 시설은 알파라발의 멤브레인 분리 기술이 수질을 개선하고 미세 플라스틱, 제약 잔류물 및 PFAS로 알려진 '영원한 화학 물질'과 같은 유해 오염 물질을 제거하는 능력을 보여줄 것이다.

니시 파텔(Nish Patel은) 알파라발 식품 및 물 부문 사장은 "강화된 기준은 이러한 유해한 미세 오염 물질을 처리하기 위한 새로운 처리 기술 및 기술에 대한 수요를 증가시킬 것"이라면서 “알파라발의 멤브레인 분리 기술은 수질을 개선하고 새로운 요구 사항을 충족한다. 알파라발의 솔루션은 또한 에너지 효율적이기 때문에 해당 부문이 에너지 중립에 도달하려는 EU 목표에 기여한다”고 말했다.

2027년에 가동될 노르웨이 사릅스보르그(Sarpsborg) 시설은 최첨단 에너지 중립 시설이 될 것이다. 오슬로 피요르드에 도달하기 전에 도시 하·폐수를 정화하고 유해한 미세 오염 물질을 제거하여 오슬로 피요르드 주변 주민들에게 깨끗한 물을 제공할 것이다.

알파라발은 슬러지 처리, 탈수, 세척 및 물 재사용과 같은 공정의 다양한 단계를 처리하는 폐수 처리를 위한 광범위한 제품 포트폴리오를 보유하고 있다. 고급 멤브레인은 미세 플라스틱을 포함하여 0.1마이크로미터만큼 작은 입자도 걸러낼 수 있다.

EU의 '도시 하·폐수 처리 지침' 정보

1991년 EU의 '도시 하·폐수 처리 지침'이 채택된 이후 유럽의 강, 호수 및 바다의 질은 획기적으로 향상되었다. 그러나 이 30년 된 지침은 자연에 해로운 영향을 미치는 의약품 및 화장품의 잔류물과 같은 미량 오염 물질 또는 우수 범람으로 인한 오염을 다루지 않아 2022년 10월에 위원회는 지침을 최신 표준에 맞게 개정하기 시작했다. 

개정된 지침에 따라 하·폐수 운영자는 계속해서 도시 하·폐수를 수집, 처리, 모니터링 및 적절하게 배출할 책임이 있을 뿐만 아니라 폐수에서 영양분을 회수하고 미세 오염 물질에 대한 새로운 표준을 적용하며 미세 플라스틱에 대한 요구 사항을 모니터링해야 할 의무가 있다. 강화된 기준은 에너지 사용 및 온실 가스 배출을 줄이기 위한 새로운 처리 기술 및 기술에 대한 수요를 증가시킬 것이다.

As the EU prepares to ratify its revised Urban Wastewater Treatment Directive in 2024, Alfa Laval is providing solutions to meet the new standards. The company's latest installation in Norway will showcase its membrane technology, enabling compliance with the updated directive. Here are three key takeaways:

The Sarpsborg plant, which will become operational in 2027, will be a state-of-the-art energy-neutral facility. It will ensure clean water for the inhabitants around the Oslo Fjord by cleaning municipal wastewater and removing harmful micro-pollutants before they reach the fjord.

About EU’s Urban Wastewater Treatment Directive

Since the adoption of the EU’s Urban Wastewater Treatment Directive in 1991, the quality of European rivers, lakes and seas has dramatically improved. However, this 30-year-old directive does not address pollution caused by storm water overflows or micropollutants such as residues from pharmaceuticals and cosmetics - which have a detrimental effect on nature. Therefore, in October 2022, the Commission initiated a revision of the Directive adapting it to the newest standards. Once adopted, they will take effect progressively.

With the revised directive, wastewater operators will not only continue to be responsible for collecting, treating, monitoring and properly discharging urban wastewater, they will also be obliged to recover nutrients from wastewater, adapt new standards for micropollutants and monitoring requirements for microplastics. The strengthened standards will increase the demand for new treatment techniques and technologies for reducing energy use and greenhouse gas emissions.
