[미국] 내무부, 인디언 지역 물위생·관개·전력·댐안전 프로젝트 위한 4천800만 달러 발표

미 내무부(The Department of the Interior)는 뎁 홀랜드(Deb Haaland) 내무부 장관이 바이든 대통령의 인베스팅 인 아메리카(Investing in America) 어젠다에서 부족의 물위생 시스템을 개선 및 활성화하고 관개·전력 프로젝트 향상 및 댐 안전에 투자하기 위해 4천800만 달러를 투자한다고 발표했다고 밝혔다.

「초당적인프라법」은 부족 지역 사회를 더 안전하게 만들고 기반 시설을 기후 변화의 영향에 더 탄력적으로 만드는 자원을 포함해 미국 역사상 물리적 및 자연적 시스템에 대한 최대 규모의 투자이다. 이 법은 부족의 댐과 물 프로젝트를 위해 5년 동안의 2억5천만 달러를 포함해 미 전역의 부족 커뮤니티에 130억 달러 이상을 직접 투자한다.

뎁 홀랜드 내무부 장관은 “부족 지역 사회의 만성적인 인프라 부족에 대응하여 대통령의 인베스팅 인 아메리카 어젠다는 현대적인 하·폐수 및 위생 시스템, 깨끗한 식수, 안정적이고 저렴한 전기를 제공하기 위해 기록적인 투자를 전개하고 있다”면서 “이러한 자원은 부족 국가와 연방 정부의 국가 간 관계를 강화하려는 바이든 행정부의 약속을 발전시키고 부족 공동체가 여러 세대 동안 번영하는 데 필요한 것을 갖도록 보장할 것”이라고 말했다.

브라이언 뉴랜드(Bryan Newland) 내무부 인디언 차관보는 “물과 전력은 부족 공동체의 건강, 안전 및 역량 강화를 보장하는 데 매우 중요하다”면서 "「초당적인프라법」을 통해 우리는 인도 국가 전역의 시설을 재활성화하고 수리하기 위해 중요한 자금을 투자하고 있으며, 우리의 신뢰 책임을 지원하고 경제적 기회를 발전시키며 원주민 커뮤니티를 위한 깨끗하고 신뢰할 수 있는 식수에 대한 접근성을 확대하고 있다"고 말했다.

물 위생

인디언 사무국(Bureau of Indian Affairs)은 인디언 사무국이 소유한 상수도 시스템의 필수 수리 및 개선 자금으로 830만 달러를 투자하고 있다. 이 자금은 필요에 따라 환경보호청의 위반, 오염 문제, 시스템 오류의 중대한 위험 및 기타 시스템 업그레이드에 대한 통지를 처리하는 데 사용된다. 이 프로젝트는 2022년 엔지니어링 및 설계 서비스에 이미 투자된 1천만 달러 이상을 기반으로 한다.

- 포르 벨크냅(Fort Belknap) 인디언 보호구역 관개 프로젝트에 140만 달러.

- 콜로라도 강 인디언 보호구역 전기 서비스 위한 콜로라도 리버 에이전시(Colorado River Agency)에 100만 달러.

- 플랫헤드(Flathead) 인디언 보호구역 미션 밸리 파워(Mission Valley Power)를 위한 100만 달러.

Biden-Harris Administration Announces $48 Million for Water Sanitation, Irrigation, Power and Dam Safety Projects in Indian Country

 

Following a tour of the Hopi Tribe’s Keams Canyon Water Project, Secretary of the Interior Deb Haaland announced a $48 million investment from President Biden’s Investing in America agenda to repair and revitalize Tribal water sanitation systems, upgrade irrigation and power projects and invest in the safety of dams in Tribal communities.

The Bipartisan Infrastructure Law is the largest investment in physical and natural systems in American history, including resources to make Tribal communities safer and their infrastructure more resilient to the impacts of climate change. The Law invests more than $13 billion directly to Tribal communities across the country, including $250 million over five years for Tribal dams and water projects.

“In response to chronically underfunded infrastructure in Tribal communities, the President’s Investing in America agenda is deploying record investments to provide modern wastewater and sanitation systems, clean drinking water, and reliable and affordable electricity,” said Secretary Haaland. “These resources advance the Biden-Harris administration's commitment to strengthening the federal government’s nation-to-nation relationship with Tribal Nations and will help ensure Tribal communities have what they need to thrive for many generations.”

“Water and power are crucial to ensuring the health, safety and empowerment of Tribal communities,” said Assistant Secretary for Indian Affairs Bryan Newland. “Through the Bipartisan Infrastructure Law, we are investing critical funding to revitalize and repair facilities throughout Indian Country, supporting our trust responsibilities, advancing economic opportunities and expanding access to clean, reliable drinking water for Indigenous communities.”

Water Sanitation

The Bureau of Indian Affairs is investing $8.3 million in funding for vital repairs and upgrades for Indian Affairs-owned water systems. These funds will be used to address Environmental Protection Agency notice of violations, contamination issues, critical risks of system failure, and other system upgrades as needed. These projects build on over $10 million already invested for engineering and design services in 2022.

Funding will support the following projects:

- $6.6 million to expand access to water at Keams Canyon, AZ, including replacing fire hydrants and water lines, installing automated water meters, and connecting the distribution system to the regional Hopi Arsenic Mitigation Project water system.

- $1.6 million for Treaty Fishing Access Sites in North Bonneville, WA

Irrigation and Power

The Bureau of Indian Affairs is distributing $10 million in funding for irrigation and power projects to structures and features that reduce the risk of system failure, reduce deferred maintenance, and address critical health and safety issues associated with aging infrastructure.

Funding will support the following projects:

- $3.6 million for Wapato Irrigation Project: Yakama Indian Reservation, WA

- $1.5 million for Fort Hall Irrigation Project: Fort Hall Reservation, ID

- $1.4 million for Fort Belknap Indian Irrigation Project: Fort Belknap Reservation, MT

- $1 million for Colorado River Agency - Electrical Services: Colorado River Indian Tribes Reservation, AZ

- $1 million for Mission Valley Power: Flathead Indian Reservation, MT

- $1 million for San Carlos Irrigation Project - Power Division: San Carlos Indian Reservation and Gila River Indian Reservation, AZ

- $500,000 for Fort Peck Irrigation Project: Fort Peck Indian Reservation, MT

Safety of Dams

The Bureau of Indian Affairs will allocate $30 million in fiscal year 2023 funding to address known dam safety deficiencies at the following locations:

- $23 million for Oglala Dam: Pine Ridge Reservation SD

- $5 million for A1, Bootleg, Cooley, Christmas Tree and Davis Dams: Fort Apache Reservation, AZ

- $1 million for Allen Dam: Pine Ridge Reservation, SD

- $1 million for Willow Creek Dam: Crow Reservation, MT
