싱가포르의 국립 수자원청인 PUB는 비 국내 부문의 물 절약 노력을 추진하고 지속 가능한 물관리 관행을 촉진하기 위한 지속적인 노력의 일환으로 2023년 7월 1일부터 ‘물 효율 기금(Water Efficiency Fund ; WEF)’에 따른 물 재활용 프로젝트에 대한 자금 상한선을 100만 달러에서 500만 달러로 인상할 예정이다.

PUB는 또한 더 많은 기업이 효율적이고 혁신적인 물 수요 관리 방법을 채택하도록 장려하기 위해 WEF 아래의 다양한 프로젝트 범주에 대한 지원을 확대할 계획이다.

이는 패러독스 싱가포르 머천트 코트(Paradox Singapore Merchant Court)에서 열린 ‘싱가포르 국제 물주간(Singapore International Water Week) ; SIWW)’ 스포트라이트 2023 행사에서 지속 가능성 및 환경부의 그레이스 푸(Grace Fu) 장관이 발표했다.

WEF(물 효율 기금)는 2007년 설립 이후 기업들이 물 재활용을 구현하고, 물 절약을 위한 혁신적인 기술을 채택하고, 운영에서 물 절약 기회를 식별하기 위한 연구를 수행할 수 있도록 자금을 제공해 왔다.

현재까지 375개의 성공적인 애플리케이션이 PUB로부터 다양한 양의 보조금을 받았으며, 이를 통해 완전히 구현되면 하루 7천만 리터의 물을 절약할 수 있다.

비국내 사용자의 물 수요 관리 강화

싱가포르의 물 수요는 2065년까지 두 배로 증가할 것으로 예상되며, 비 내수 부문이 이 수요의 3분의 2를 차지할 것으로 예상된다. 기후변화의 영향은 또한 우리의 제한된 수자원을 강조한다.

물 수요가 증가함에 따라 싱가포르에 지속 가능하고 탄력적인 물 공급을 보장하기 위해 기업과 산업이 물 효율성을 우선시하고 지속 가능한 물 관리 관행을 채택하는 것이 필수적이다.

PUB는 장기적인 물 지속 가능성을 보장하는 데 있어 기업 및 산업의 중요한 역할을 인식하여 국내 사용자가 아닌 사용자와 긴밀히 협력하여 물 수요를 줄이고 있다.

또한 기업이 운영 내에서 물 절약 기회를 식별하고 기술 공급업체와 일치시킬 수 있도록 기술 지원을 제공한다. 물 관리 성공 사례는 SIWW, 현장 방문 등의 플랫폼을 통해 적극적으로 공유되어 기업이 물 절약 대책을 채택하도록 영감을 주고 동기를 부여한다.

올해 3월 공급위원회 토론에서 PUB는 2024년 1월부터 물 집약적인 웨이퍼 제조, 전자 및 생물·의학 분야의 새로운 프로젝트에 물 재활용 요구사항을 의무화할 계획을 발표했다. 새로운 재활용 요건으로 싱가포르는 2035년부터 하루에 4천만 리터의 물을 추가로 절약할 수 있을 것으로 예상된다.

PUB의 상수도 네트워크부서의 리주안 이스마일(Ridzuan Ismail) 책임자는 “물 절약은 기업의 운영 및 비즈니스 지속 가능성 전략에서 점점 더 필수적인 부분이 되고 있다”라면서 “물 재활용과 물 효율적인 시스템을 구현함으로써 기업은 즉각적인 영향을 미치고 물 수요를 줄이고 비용 절감을 달성하며 장기적인 경쟁력과 자원 탄력성을 강화할 수 있다”고 말했다. 

그는 이어 “이것은 또한 싱가포르의 장기적인 물 수요의 지속 가능한 성장을 보장할 것이다. WEF의 향상은 기업의 물 절약 노력을 지원하고 우리의 물 미래를 보호하기 위해 우리가 취하고 있는 또 다른 단계이다”라고 덧붙였다.

물 효율화 기금(WEF) 확충 방안

PUB는 2023년 7월 1일부터 물 효율화 기금(WEF)을 다음과 같이 개선할 예정이다.

첫째, 물 재활용 또는 대체 수원 프로젝트 사용에 대한 자금 상한액을 100만 달러에서 500만 달러로 늘린다. 이를 통해 대규모 물 재활용 프로젝트를 시행하는 기업의 투자 회수 기간이 개선된다.

둘째, 산업용 물 솔루션 시범 펀드(Industrial Water Solutions Demonstration Fund ; IWSDF)의 자금 지원 한도를 400만 달러에서 500만 달러로 늘린다. 이것은 새로운 기술과 혁신적인 솔루션의 구현을 목표로 하는 WEF의 하위 계획이다.

셋째, 물 효율성 평가 및 시범 연구에 대한 공동 자금 지원 비율을 50%에서 70%로 높여 기업이 물 절약 여행을 시작하도록 지원하고 장려한다. 시범 연구에 대한 자금 지원 한도가 5만 달러에서 15만 달러로 증가한다. 이는 소규모 기업과 물 집약도가 낮은 분야의 기업에 도움이 될 것이다. 

수상 경력 인정

PUB는 물 절약 이니셔티브를 발전시키는 데 중요한 역할을 한 물 챔피언의 뛰어난 노력을 인정하기 위해 2024년에 권위 있는 ‘싱가포르 워터마크 어워드(Singapore Watermark Awards ; SWMA)’와 ‘물 효율 어워드2(Water Efficiency Awards2)’를 시상할 예정이다.

SWMA는 싱가포르의 물 보존 분야에서 최고의 영예가 될 것이며, 싱가포르의 물 지속 가능성에 상당한 기여를 한 우수한 기관을 기념할 것이다.

PUB는 또한 물 효율성 성능에서 우수한 개선을 입증한 물 효율 프로젝트를 인정하기 위해 물 효율상을 확대할 예정이다. PUB는 물 절약에 대한 역할 모델을 인식하고 동급 최고의 관행을 공유함으로써 기업과 지역사회가 물 절약에 있어 그들의 역할을 할 수 있도록 지속적으로 영감을 주는 것을 목표로 한다. 후보 지명 과정과 일정을 포함한 수상에 대한 자세한 내용은 추후에 공유된다.

지속 가능한 물 미래 위한 글로벌 리더 참여

3일간의 SIWW 스포트라이트 2023은 PUB와 지속가능성 및 환경부가 고위급 서밋으로 공동 주최하며, 전 세계 물 유틸리티 및 업계 리더들이 탄소중립(net zero), 탈탄소, 기후 탄력성 및 디지털화라는 핵심 주제에 대한 아이디어와 솔루션을 공유하는 데 초점을 맞추고 있다.

‘지속 가능한 물의 미래를 위한 긴급 기후 행동(Urgent Climate Action for a Sustainable Water Future)’을 주제로 한 이 행사에는 40명 이상의 물 회사 CEO와 C-suite를 포함하여 물 회사, 물 기관 및 산업계의 고위 대표 340명이 참석했다.

PUB enhances Water Efficiency Fund to support water efficiency and sustainable water management among businesses

Push for water conservation among businesses to strengthen Singapore’s water resilience

Funding cap for water recycling projects will be raised from $1 mil to $5 mil from July 2023

 

Singapore, 5 June 2023 - National water agency PUB will raise its funding cap for water recycling projects under the Water Efficiency Fund (WEF) from $1 million to $5 million from 1 July 2023, as part of its continuing efforts to drive water conservation efforts and promote sustainable water management practices in the non-domestic sector. 

PUB will also provide expanded support for various project categories under WEF to incentivise more companies to adopt efficient and innovative ways of managing water demand. 

This was announced by Minister for Sustainability and the Environment Grace Fu during the Singapore International Water Week (SIWW) Spotlight 2023 event held at the Paradox Singapore Merchant Court.

Since its establishment in 2007, WEF has provided funding for companies to implement water recycling, adopt innovative technologies for water conservation, and conduct studies to identify water saving opportunities in their operations. 

To date, 375 successful applications have received grants of varying amounts from PUB, which would result in water savings of 70 million litres a day when fully implemented.

Greater push to manage water demand among non-domestic users

Singapore’s water demand is expected to double by 2065, with the non-domestic sector expected to account for two-thirds of this demand. The impact of climate change will also stress our limited water resources. 

With growing water needs, it is imperative for businesses and industries to prioritise water efficiency and embrace sustainable water management practices, to ensure a sustainable and resilient water supply for Singapore.

Recognising the critical role of businesses and industries in ensuring long-term water sustainability, PUB has been working closely with non-domestic users to reduce their water demand. 

It also offers technical support to help companies identify water-saving opportunities within their operations, and match them with technology providers. Success stories in water management are actively shared through platforms such as SIWW and site visits to inspire and motivate businesses to adopt water-saving measures.

During the Committee of Supply debate in March this year, PUB announced plans to mandate water recycling requirements on new projects in the water-intensive wafer fabrication, electronics and biomedical sectors from January 2024. With the new recycling requirements, Singapore is projected to achieve an additional 40 million litres of water savings per day from 2035.

“Water conservation is increasingly becoming an integral part of companies’ operations and business sustainability strategy. By implementing water recycling and water-efficient systems, companies can make an immediate impact and reduce their water demand, achieve cost savings and strengthen their long-term competitiveness and resource resilience. This will also ensure sustainable growth in long term water demand in Singapore. The enhancement of WEF is yet another step that we are taking to support companies in their water conservation efforts, and safeguard our water future.” said Mr Ridzuan Ismail, Director of PUB’s Water Supply Network Department.

Enhancements to Water Efficiency Fund

PUB will make the following enhancements to the WEF from 1 July 2023:

a) Increase funding cap for water recycling or use of alternate sources of water projects from $1 million to $5 million. This will improve payback period for businesses implementing large-scale water recycling projects.

b) Increase funding cap for the Industrial Water Solutions Demonstration Fund (IWSDF) from $4 million to $5 million. This is a sub-scheme under WEF targeted at the implementation of new technologies and innovative solutions.

c) Increase co-funding ratio for water efficiency assessments and pilot studies from 50% to 70%, to support and encourage businesses to embark on their water conservation journey. Funding cap for pilot studies will be increased from $50,000 to $150,000. This will benefit smaller businesses, and businesses in less water-intensive sectors. (Refer to details in Annex A)

Recognising water champions

To recognise the outstanding efforts of water champions who have been instrumental in advancing water saving initiatives, PUB will present the prestigious Singapore Watermark Awards (SWMA) and Water Efficiency Awards2 in 2024. 

The SWMA will be Singapore’s pinnacle accolade in water conservation, celebrating deserving organisations with exceptional achievements and made significant contributions towards water sustainability in Singapore. 

PUB will also expand the Water Efficiency Awards to recognise water efficiency projects that have demonstrated excellent improvements in water efficiency performance. By recognising role models in water conservation and sharing best-in-class practices, PUB aims to continue to inspire businesses and the community to do their part in conserving water. Further details about the awards, including nomination process and timelines, will be shared at a later date.

Engaging global leaders for a sustainable water future

The three-day SIWW Spotlight 2023 is jointly organised by PUB and the Ministry of Sustainability and the Environment as a high-level Summit with a focus on bringing global water utility and industry leaders together to share ideas and solutions around the key topics of net zero, decarbonisation, climate resilience and digitalisation. 

Themed “Urgent Climate Action for a Sustainable Water Future”, the event was attended by 340 senior representatives from water utilities, water agencies and industry, including more than 40 water utility CEOs and C-suites.
