[미국] USAID, 아프리카 물 시설에 300만 달러 지원

USAID( 2022∼2027년 동안 2천200만 명에게 안전한 식수·위생시설 제공 목표

미국 국제개발처(United States Agency for International Development  ; USAID)는 아프리카 물 시설(African Water Facility ; AWF)에 300만 달러를 지원키로 했다.

이 자금은 아프리카 국가 및 지역 경제 공동체에 보조금 및 기술 지원을 제공하여 아프리카의 물 및 위생 투자 프로젝트 준비를 지원한다.

아프리카 물에 관한 장관 협의회(African Ministers Council on Water ; AMCOW)의 이니셔티브인 아프리카 물 시설(AWF)은 아프리카개발은행(African Development Bank ; AfDB)에서 주최한다. 아프리카의 물과 위생 문제를 해결하는 데만 초점을 맞춘 유일한 아프리카 프로젝트 준비 시설이다.

아프리카 국가들이 물과 관련된 지속 가능한 개발 목표(Sustainable Development Goals) 및 ‘아프리카 물 비전 2025(African Water Vision 2025)’에서 설정한 목적과 목표를 달성하도록 지원한다. 대륙 전역에서 혁신적인 물 및 위생 프로젝트를 준비함으로써 이를 수행한다.

사하라 사막 이남 아프리카의 물과 위생 시설은 여전히 열악하다. 약 4억 명의 사람들이 기본적인 물 공급 서비스가 부족하고, 7억 명이 넘는 사람들이 적절한 위생 시설에 접근할 수 없는 실정이다.

게다가 약 2억 명의 사람들이 여전히 노상 배변을 하고 있으며, 7억5천만 명의 사람들이 위생 시설에 접근할 수 없다. 모두를 위한 물 안보 및 위생을 달성하려면 물 공급 및 위생에 대한 대규모 투자, 수자원 및 운영 관리 개선, 기후 탄력적 인프라 설계가 시급한 실정이다.

설립 이후 이 시설은 아프리카의 수자원 및 위생 프로젝트에 2억500만 유로의 보조금을 제공했으며 수자원 및 위생 부문의 다운스트림(아프리카 개발 은행의 농업, 인간 및 사회 개발 담당 부사장인 Dr. Beth Dunford는) 투자에서 17억 유로 이상을 가능하게 했다.

아프리카개발은행(AfDB)의 농업, 인간 및 사회 개발 담당 부사장인 베스 던포드(Beth Dunford) 박사는“이 USAID 자금 조달은 아프리카 물 부문의 신뢰할 수 있는 파트너이자 자원으로서 아프리카 물 시설에 대한 국제적인 지원이 증가하고 있음을 확인시켜 준다”라면서 “우리는 시설의 작업을 확장하고 대륙 전역의 더 많은 사람들에게 긍정적인 영향을 미치는 데 기여할 자금 지원에 대해 미국에 감사 드린다”라고 말했다.

USAID는 2022∼2027년 전략에 따라 5년 동안 2천200만 명에게 안전한 식수 제공 및 2천200만 명에게 위생시설을 제공하는 것을 목표로 하고 있다.

AWF는 물 부문의 공공 및 민간 부문 자금 조달과 서비스 제공 개선을 위한 혁신 배치를 가속화할 투자를 개발하기 위해 수백만 유로를 모금하고 있다.

USAID의 지원은 오는 10월 파리에서 열리는 ‘2023 자금 조달 대화(2023 funding dialogue)’에 앞서 제공되며, 이 대화에서 이 시설은 기부자, 수혜자 정부, 다자간 및 국제 조직을 참여시켜 아프리카의 물 및 위생 투자 프로젝트에 대한 자금 조달을 강화할 계획이다.

AWF의 코디네니터인 맥체라 치르와(Mtchera Chirwa)는“물과 위생시설에 대한 부적절한 접근과 수자원의 열악한 관리로 인한 부정적인 영향은 아프리카의 많은 국가에서 볼 수 있다”라면서“AWF는 보조금, 기술 지원을 제공하고 아프리카에서 물 및 위생 서비스 전달과 물 거버넌스를 개선하기 위한 촉매적이고 혁신적인 프로젝트를 개발함으로써 실행 가능한 기후 대응 투자를 가속화하기 위해 존재한다”라고 말했다.

시설의 수정된 2017∼2025년 전략 계획은 자원을 동원하여 대륙 전역의 물과 위생 분야에서 수익성 있는 투자 프로젝트의 제공을 늘리기 위해 노력을 할 계획이다.

이를 통해 260만 명의 사람들이 기후 탄력적이고 안전하게 관리되는 물 공급에 접근할 수 있고 240만 명의 사람들에게 기본 위생시설을 제공할 것으로 예상된다.

USAID commits $3 million to African Water Facility to accelerate preparation of water and sanitation investment projects in Africa

 

The United States Agency for International Development (USAID) has committed $3 million to the African Water Facility (AWF). 

The funding will support the preparation of water and sanitation investment projects in Africa, through the provision of grants and technical assistance to African countries and regional economic communities.

The African Water Facility, an initiative of the African Ministers Council on Water (AMCOW), is hosted by the African Development Bank. It is the only African project preparation facility solely focused on addressing water and sanitation issues in Africa. 

It helps African countries achieve the objectives and targets set by the water-related Sustainable Development Goals and African Water Vision 2025. It does this by the preparation of innovative water and sanitation projects across the continent.

Access to water and sanitation in Sub-Saharan Africa remains poor. Approximately 400 million people lack basic water supply services, while over 700 million people have no access to decent sanitation. 

Nearly 200 million people still practice open defecation, and 750 million people have no access to hygiene. Achieving water security and sanitation for all requires large-scale investment in water supply and sanitation, improved governance of water resources and operations, and the design of climate-resilient infrastructure.

Since inception, the Facility has provided €205 million in grant funding for water and sanitation projects in Africa and enabled over €1.7 billion in downstream investment in the water and sanitation sector.

“This USAID financing affirms growing international support for the African Water Facility as a trusted partner and resource for Africa's water sector.  We thank the United States for the funding commitment that will contribute to scaling up the Facility’s work and positively impacting more people across the continent," said Dr. Beth Dunford, African Development Bank’s Vice President for Agriculture, Human and Social Development.

Under its 2022∼2027 Strategy, USAID aims to reach 22 million people with access to safe drinking water and 22 million people with access to sanitation over five years.

The African Water Facility is raising millions of euros to develop investments that will accelerate public and private sector financing of the water sector and deployment of innovation to improve service delivery. 

The support from USAID comes in the lead up to its 2023 funding dialogue in Paris this October, where the facility will engage donors, beneficiary governments, multilateral and international organizations to enhance financing for water and sanitation investment projects in Africa.

“The negative impacts of inadequate access to water and sanitation and poor management of water resources are seen in many countries in Africa. The African Water Facility exists to accelerate viable, climate responsive investments by providing grants, technical assistance, and developing catalytic and innovative projects to improve water and sanitation service delivery and water governance in Africa,” Mtchera Chirwa, Coordinator for the African Water Facility, said.

The Facility’s revised Strategic Plan 2017∼2025 will endeavour to mobilise resources to increase the delivery of bankable investment projects in water and sanitation across the continent. 

This is expected to enable access to climate-resilient and safely managed water supply for 2.6 million people and provide basic sanitation facilities to 2.4 million people.
