일본 후요그룹의 마루베니 주식회사(Marubeni Corporation ; 이하 ‘마루베니’)는  미야기현의 센다이시(Sendai City) 상수도국이 공개적으로 제안한 ‘수도관 자산관리 연구 위탁(Consignment of Water Pipeline Asset Management Study) 프로젝트’의 수탁자로 선정되어 6월 21일 협약을 체결했다.

마루베니(Marubeni)는 센다이시가 보유한 모든 상수도관의 노후도와 추정 내용연수를 평가하고 향후 수도관 갱신 계획 수립을 지원할 예정이다.

이 프로젝트는 일본에서 처음으로 개별 수도관의 유효 수명을 평가 및 추정하고 평가 결과를 기반으로 장기적이고 지속적이며, 미래의 상수도관 갱신 수요와 비즈니스 효과를 분석하는 프로젝트가 될 것으로 기대되고 있다. 그리고 마루베니는 이를 달성하기 위해 ‘인프라와이즈(infrawise)’를 활용할 계획이다.

‘인프라와이즈’는 마루베니의 100% 전액 출자 자회사인 AGS(Administracao e Gestao de Sistemas de Salubridade)에서 제공하는 AI 및 기계학습(Machine Learning)을 활용한 상수도관 교체 우선 평가 서비스이다.

상수도관의 목표 길이는 약 4천500km로 전국 지자체에 제공되는 유사 서비스 중 일본에서 가장 길다.

인공지능(AI)을 활용해 수도관의 노후화 정도를 평가하고, 그 결과를 토대로 복구가 필요한 배관을 우선적으로 수도관 갱신 계획에 반영된다.

이를 통해 가장 오래된 수도관을 단순히 교체하는 기존 방법보다 2배 이상 높은 상수도관 고장 회피율을 달성할 수 있을 것으로 예상된다.

일본에서는 고도 경제성장기에 집중적으로 설치했던 상수도관이 현재 노후화로 인해 누수 발생률이 늘어나고 있어 향후 교체 수요는 더욱 증가할 것으로 예상된다.

지금까지는 일본 상수도관의 내구연한 추정치를 재료별로 분류했다. 그러나 개별 수도관의 추정 내구연한을 평가한 후 평가 결과를 바탕으로 장기적이고 지속적이며 미래적인 상수도관 갱신 수요 및 비즈니스 효과를 분석함으로써 보다 효율적이고 효과적인 상수도관 교체를 달성할 수 있다.

상수도관은 상수도 시설 자산의 약 70%를 차지하며, 적절한 수도관 갱신은 우수한 상수도 서비스의 제공을 유지하고 수익률(수도 사업자가 분배하는 물의 양과 요금으로 받는 물의 양 사이의 비율)을 개선하는 데 도움이 될 것이며, 이는 수도 사업의 지속 가능성을 촉진할 수 있다.

마루베니는 AGS를 통해 포르투갈의 수도시설을 수년간 관리해 왔다. 또한 마루베니는 필리핀, 칠레 등의 국가에서 상수도 및 상수도 위탁업무를 수행하고 있으며 사우디아라비아와 칠레에서 해수담수화 프로젝트를 수행하여 약 1천650만 명의 고객에게 서비스를 제공하고 있으며 운영에 지속적으로 기여하고 있다. 지속가능한 상수도 사업 운영에 지속적으로 기여할 수 있도록 노력하고 있다.

Implementation of Water Pipeline Renewal Optimization Service Using AI and Machine Learning in Sendai City

 

Marubeni Corporation (hereinafter, “Marubeni”) concluded an agreement on June 21, 2023 after selection as a trustee for the “Consignment of Water Pipeline Asset Management Study” publicly offered by the Sendai City Waterworks Bureau (hereinafter, the “Project”). 

Marubeni will evaluate the degree of deterioration and estimated useful life of all water pipelines held by Sendai City, and support the creation of future pipeline renewal plans.

This Project will be the first initiative in Japan to evaluate and estimate the useful life of individual water pipes and subsequently analyze long-term, ongoing and future pipeline renewal demand and business effects based on the evaluation results. And Marubeni will utilize “infrawise” to achieve this. 

infrawise is a priority evaluation service for pipeline replacement using AI and machine learning provided by AGS - Administracao e Gestao de Sistemas de Salubridade, SA (hereinafter, “AGS”), a wholly owned subsidiary of Marubeni. 

The target length of water pipeline is approximately 4,500km, the longest in Japan among similar services provided to local governments in the country.  

AI (Machine Learning) is used to evaluate the degree of deterioration of water pipelines, and based on the results, pipes requiring rehabilitation are prioritized for reflection in the pipeline renewal plan. 

It is expected that this will facilitate a pipe failure avoidance rate over two times greater than the conventional methodology of simply renewing the oldest piping.

In Japan, water pipelines that were installed intensively during high economic growth periods are currently facing failures due to pipe deterioration, and replacement demand is expected to increase further in the future. 

Before now,  estimations of the useful life of water pipes in Japan were categorized by respective material. However, more efficient and effective pipe renewal can be achieved by evaluating the estimated useful life of individual pipes and subsequently analyzing long-term, ongoing and future pipeline renewal demand and business effects based on the evaluation results. 

Water pipelines account for around 70% of the assets for water utilities, and appropriate pipeline renewal will help maintain the provision of good water services and improve revenue rates(The ratio between the amount of water distributed by the water utilities provider and the amount of water received as a charge), facilitating the sustainability of water utilities projects.

Marubeni has managed water utilities in Portugal for many years through AGS. In addition, Marubeni implements water supply and waterworks consignments in countries such as Philippines and Chile, as well as seawater desalination projects in Saudi Arabia and Chile, providing services to a total of approximately 16.5 million customers, and is committed to ongoing contributions to the operation of sustainable water supply businesses.
