[미국] EPA, 식수 공급 소외지역 지원 위해 5천만달러 이상 지원

미국 환경보호청(EPA)은 깨끗하고 안전한 식수에 대한 접근이 가장 필요한 지역사회를 위해 주와 지역사회에 연간 5천40만 달러의 자금을 지원한다고 발표했다. 이 기금은 물 인프라에 접근하고 투자하고 「안전한식수법」을 준수하기 위해 서비스가 부족하고, 소규모이며, 혜택을 받지 못하는 지역사회의 프로젝트와 활동을 지원할 계획이다.

라디카 폭스(Radhika Fox) EPA 수자원 부국장은 "전국적으로, 너무 많은 지역사회들이 깨끗하고 안전한 물에 접근하는 데 어려움을 겪고 있다"면서 "이러한 보조금은 물인프라를 업그레이드하고, 물 신뢰성을 개선하며, 가장 취약한 지역사회에 안전한 식수를 제공하는 솔루션에 투자할 것다. 이 보조금은 바이든 대통령의 「초당적인프라법」의 다른 기금과 함께 우리나라의 물인프라를 강화하고 모든 사람이 깨끗하고 안전한 물에 접근할 수 있도록 보장할 것"이라고 말했다.

기금은 가정의 수질 검사에서 규제되지 않은 식수 오염 물질에 대한 모니터링에 이르기까지 지역 사회가 식수 문제를 해결하는 데 도움이 되는 광범위한 접근 방식을 지원할 수 있으며, 또한 물 시스템 운영 및 직원의 기술적, 재정적 및 관리 능력을 구축하기 위한 노력을 지원할 수 있다. 식수 수질 개선을 지원하는 인프라 프로젝트(송수, 분배 및 저수)도 보조금 지원 대상에 포함된다.

「국가 물인프라 개선법(WIIN)」에 따라 설립된 소규모, 과소 서비스 및 불이익 지역 사회 보조금 프로그램은 비경쟁적인 기준으로 주 및 지역에 자금을 지원한다. EPA는 빈곤 수준 이하의 인구, 소규모 물 시스템 및 서비스가 부족한 지역사회에 대한 요인을 포함하는 할당 공식을 기반으로 주에 자금을 지원한다.

EPA Announces Over $50 Million to Assist Small, Underserved, and Disadvantaged Communities in Accessing Clean and Safe Drinking Water

 

Today, the U.S. Environmental Protection Agency (EPA) announced $50.4 million in annual funding to states and territories for communities most in need of access to clean and safe drinking water. The funding will support projects and activities in underserved, small and disadvantaged communities to access and invest in water infrastructure and comply with the Safe Drinking Water Act (SDWA).

“Across the country, too many communities struggle with accessing clean, safe water,” said EPA Assistant Administrator for Water Radhika Fox. “These grants will invest in solutions that upgrade infrastructure, improve water reliability, and deliver safe drinking water to our most vulnerable communities. This grant, along with other funding from President Biden’s Bipartisan Infrastructure Law, will strengthen our nation’s water infrastructure and ensure everyone has access to clean, safe water.”

Grant funding can support a broad range of approaches to help communities address drinking water concerns, from household water quality testing to monitoring for unregulated drinking water contaminants. Funds may also support efforts to build the technical, financial, and managerial abilities of a water system’s operations and staff. Infrastructure projects—from transmission, distribution, and storage—that support drinking water quality improvements are also eligible for grant funding.

The Small, Underserved, and Disadvantaged Community grant program, established under the Water Infrastructure Improvements for the Nation (WIIN) Act, awards funding to states and territories on a non-competitive basis. EPA awards funding to states based on an allocation formula that includes factors for population below the poverty level, small water systems, and underserved communities.
