환경위원회, 새 법률의 담수보호 위한 ‘물기본지침’ 표결로 통과시켜 

지하수에 적용할 수 있는 임계값, 지표수보다 10배 낮도록 요구

EU(유럽연합)의 입법기관 중 하나인 유럽의회(European Parliament)의 환경위원회(Environment Committee) 소속 위원(MEPs ; Members of the European Parliament)들은 지하수와 지표수를 오염으로부터 보호하고 수질기준을 개선하기 위해 수질기준 선진화 방안을 채택했다.

MEP가 찬성 69표, 반대 4표, 기권 15표로 입장을 채택한 새 법률은 물 기본 지침(Water Framework Directive), 지하수 지침(Groundwater Directive) 및 환경품질 표준지침(Environmental Quality Standards Directiv)인 지표수 지침(Surface Water Directive)을 개정하기로 했다. 개정안의 목적은 오염물질로부터 인간의 건강과 자연 생태계를 더 잘 보호하는 것이다.

물질 모니터링 강화

유럽의회 환경위원회 소속 위원들은 인간의 건강과 환경에 중대한 위험을 초래한다는 징후가 있는 물질 또는 물질 그룹을 포함하는 ‘감시 목록(watch list)’을 위원회가 제안한 최대 물질로 제한해서는 안된다고 제안했다. 

이 목록은 새로운 과학적 증거와 빠르게 진화하는 새로운 화학 물질의 속도를 따라잡기 위해 정기적으로 업데이트되어야 한다고 그들은 말했다.

환경위원회는 적절한 모니터링 방법이 확인되는 즉시 많은 물질이 감시 대상에 추가되기를 원하는데, 여기에는 미세플라스틱(microplastics), 항균성 미생물(antimicrobial resistant microorganisms) 및 선별된 항균성 유전자뿐만 아니라 황산염, 크산트산염(xanthates) 및 관련이 없는 살충제 대사물질(non-relevant pesticide metabolites)이 포함될 수 있다.

지하수 오염 방지

EU 회원국의 지하수를 더 잘 보호하기 위해 MEP는 지하수에 적용할 수 있는 임계값이 지표수보다 10배 낮을 것을 요구하고 있다.

또한 EU회원국 내 지하수 측정 지점의 70% 이상에서 이러한 물질이 검출되었기 때문에, 그들은 특정 과불화합물(PFAS ; per-fluoroalkyl subset)와 PFAS 총계(최대 농도의 PFAS 총계를 포함하는 매개변수)를 지하수 오염원 목록에 추가하기를 원하고 있다. 마찬가지로 MEP는 글리포세이트(glyphosate), 총 비스페놀(bisphenol total), 아트라진(atrazine), 의약품 및 관련이 없는 살충제 대사산물에 대한 더 엄격한 기준을 원하고 있다.

오염자들은 지불해야 

모니터링 물질 비용은 이제 회원국이 전적으로 재정을 지원하며 끊임없이 변화하는 검출되는 화학물질의 수에 따라 모니터링 비용이 증가할 가능성이 있다. 따라서 MEP는 오염물질이 포함된 제품의 생산자가 이에 기여하기를 원하며, 확장된 생산자 책임 메커니즘의 생성을 평가하도록 위원회에 요청했다.

표결 후, 밀라노 브르글레스(Milan Brglez) 조사위원(S&D, SI)은 “물 기본 지침과 지하수 및 지표수 지침을 포함한 EU 물 법안의 개정은 제로 오염 행동 계획에 따른 우리의 약속을 이행하기 위한 핵심 정책 도구 중 하나이다”라면서 “EU 수역의 강화된 보호는 특히 산업 및 농업 오염과 결합 된 기후변화가 우리의 담수자원에 미치는 더욱 긴급한 영향의 맥락에서 매우 중요하다”고 강조했다.

유럽의회는 2023년 9월 본회의에서 협상 권한을 채택할 예정이며, 이후 의회가 입장을 채택하면 법률의 최종 형식에 대한 국가 정부와의 대화가 시작될 수 있다.

유럽 그린 딜(European Green Deal)의 무공해(zero pollution)를 위해 환경위원회는 2022년 10월 EU의 담수를 보호하기 위해 모니터링 및 통제해야 하는 지표수 및 지하수 오염물질 목록을 수정하는 제안을 제출했다.

Reducing pollution in EU groundwater and surface waters

Environment Committee MEPs adopted their position on protecting groundwater and surface waters from pollution and improving water quality standards.

The new law, on which MEPs adopted their position with 69 votes in favour, four against and 15 abstentions, revises the Water Framework Directive, the Groundwater Directive and the Environmental Quality Standards Directive (Surface Water Directive). The aim of the revisions is better protecting human health and natural ecosystems from pollutants.

Stricter monitoring of substances

MEPs propose that the “watch list” - which contains substances or groups of substances where there is an indication that they pose a significant risk to human health and the environment - should not be limited to a maximum of substances as proposed by the Commission. 

This list must, they say, be updated regularly to keep up with new scientific evidence and the fast-evolving pace of emerging new chemicals.

The Environment Committee wants a number of substances to be added to the watch list as soon as suitable monitoring methods are identified, including microplastics, antimicrobial resistant microorganisms and selected antimicrobial resistance genes, as well as possibly sulfates, xanthates and non-relevant pesticide metabolites.

Prevent groundwater pollution

To better protect the EU’s ground water MEPs demand the threshold values applicable to groundwater be ten times lower than those for surface water.

They also want a subset of specific PFAS (per- and polyfluoroalkyl substances) as well as the PFAS total (parameter which includes the totality of PFAS with a maximum concentration) to be added to the list of groundwater pollutants, as these substances have been detected in more than 70% of the groundwater measuring points in the EU.

 Similarly, MEPs want stricter standards for glyphosate, bisphenol (bisphenol total), atrazine, pharmaceuticals and non-relevant metabolites of pesticides.

Polluters should pay

The cost of monitoring substances is now solely financed by member states and, with the ever-changing number of chemicals being detected, monitoring costs are likely to increase. 

MEPs therefore want the producers of products that contain polluting substances to contribute to this, and have asked the Commission to assess the creation of an extended producer responsibility mechanism.

Next steps

Parliament is scheduled to adopt its negotiating mandate during the September 2023 plenary session after which talks with national governments on the final form of the law can start, once the Council has adopted its position.

Background

In line with the European Green Deal’s zero pollution ambition, the Commission tabled in October 2022 a proposal to revise the lists of surface water and groundwater pollutants that need to be monitored and controlled to protect the EU’s freshwater bodies.
