[사우디] 아크와 파워, ‘라빅4 역삼투 담수화 프로젝트’ EPC 계약

 

중국전력건설그룹·SEPCOIII·WETICO 등과 컨소시엄…SWPC와 7월14일 계약 체결 

총 건설비용 25억4천만 리얄(약 6억7천700만 달러)…하루 60만㎥ 담수 생산 용량

아크와파워, 이번 공사 수주로 라빅 지역에서 담수 생산 능력 두배(120만㎥)로 늘려

사우디아라비아의 최대 민자발전 및 민자담수회사인 아크와 파워(ACWA Power)는 하지 압둘라 알리레자 주식회사(Haji Abdullah Alireza & Co ; HAACO) 및 알 무아예드 컨설팅그룹(Al Moayyed Contracting Group ; AMCG)은 하루 60만㎥ 규모의 ‘라빅 4단계 역삼투 해수담수화 플랜트 민자사업 프로젝트(Rabigh 4 IWP project)’를 위해 중국전력건설그룹(Power China), 산동전력건설제3공정유한공사(SEPCOIII ; 셉코III) 및 사우디 WETICO(Water and Environment Technologies Company) 컨소시엄과 엔지니어링, 조달 및 건설(EPC ; engineering, procurement, and construction) 계약을 7월 14일 체결했다고 발표했다.

홍해 연안의 사우디 서부지방에 위치한 ‘라빅 4단계 민자 담수화 플랜트 프로젝트’의 총 건설비용은 25억4천만 리얄(약 6억7천700만 달러)이며, 주로 메카(Makkah) 지역과 메디나(Madinah) 지역에 물공급 서비스를 제공한다. 

‘라빅 4단계 민자 담수화 플랜트 프로젝트’는 2023년 3분기 중에 재무 마감될 것으로 예상된다.

아크와 파워(ACWA Power)는 현재 같은 지역에서 ‘라빅 3단계 민자 담수화 플랜트 프로젝트(Rabigh 3 IWP)’를 운영하고 있으며 민간 부문 최초의 최대 규모의 역삼투 담수화 플랜트이다. 

아크와 파워(ACWA Power)는 ‘라빅 4단계 민자 담수화 플랜트 프로젝트’를 추가함으로써 해당 지역의 하루 담수화 생산 용량을 120만㎥로 두 배, 전체 담수화 시설을 680만㎥/일로 두 배로 늘려 세계에서 가장 큰 담수화 민간 생산업체가 된다.

아크와 파워(ACWA Power)의 모하마드 아부나얀(Mohammad Abunayyan) 회장은 “우리는 가장 낮은 수준의 물 비용, 가장 큰 플랜트 및 가장 혁신적인 솔루션을 갖춘 담수화 물 개발 및 생산 분야에서 세계 최대의 민간 기업이 된 것을 자랑스럽게 생각한다”고 말했다.

아부나얀 회장은 이어 “아크와 파워는 메카(Makkah)와 메디나(Madinah) 등 두 성스러운 도시에 물을 공급하는 핵심 라빅(Rabigh) 지역에서 우리의 입지를 더욱 확장하는 프로젝트를 지속적으로 진행해 기쁘다”라면서 “지난 달, 기록적인 성지 순례 기간 동안 우리는 성지 물 수요의 3분의 2 이상을 우리 시설에서 공급, 250만 명의 참배자가 안전하게 순례할 수 있도록 협조한 모든 동료들에게 감사드린다”고 덧붙였다.

아부나얀 회장은 또한 “담수화에 대한 아크와 파워의 존재는 이미 주요 공급업체들이 사우디아라비아에서 생산을 현지화 하도록 이끌었으며, 이 프로젝트는 건설뿐만 아니라 운영 및 유지보수에서 새로운 고용 기회를 창출할 것이다. 그들은 지난 10년 동안 우리가 개발한 지역 전기 및 수도 아카데미의 젊은 지역 인재들로 대부분이 직원이 될 것이다”라고 강조했다.

셉코III(SEPCOIII)의 자오칭(ZHAO Qiming) 회장은 “이번 발표는 아크와 파워와의 지속적인 파트너십에서 또 다른 이정표를 세우고 사우디아라비아의 지속 가능한 물 솔루션을 발전시키기 위한 우리의 공동 약속을 뒷받침한다”고 말했다.

이 프로젝트의 물 구매 계약(Water Purchase Agreement ; WPA)은 올해 초 아크와 파워(ACWA Power), 하지 압둘라 알리레자 주식회사(HAACO) 및 알 무아예드 컨설팅그룹(AMCG)의 컨소시엄이 우선 입찰자로 선정된 후 사우디 수도전기공사(Saudi Water Partnership Company ; SWPC)에 의해 서명되었다.

아크와 파워는 현재 4개국에서 16개의 담수화 플랜트를 운영하고 있으며, 그 중 10개는 사우디아라비아에 있다. 이 회사는 사우디의 물 수요의 30%를 충족시키고 있다. 

2022년 한 해에만 사우디아라비아, 바레인, UAE(아랍에미레이트)에 있는 4개의 담수화 플랜트를 통해 하루 240만㎥의 담수화 용량을 추가하여 사상 최고치를 기록했다.

ACWA Power awards contract for Saudi Arabia Rabigh 4 desalination project

A consortium of Power China, SEPCOIII, and WETICO has been awarded the engineering, procurement, and construction (EPC) contract for the Rabigh 4 Independent Water Plant (IWP) in Saudi Arabia.

The total project cost of the SR 2.54 billion (US$677 million) reverse osmosis plant is being developed by a consortium of ACWA Power, Haji Abdullah Alireza & Co (HAACO), and Al Moayyed Contracting Group (AMCG).

The project doubles ACWA Power's desalination capacity in the Rabigh area and confirms ACWA Power as the largest private desalination company in the world, with operations in four countries.

 

Riyadh, Saudi Arabia - 14 July 2023: ACWA Power, a leading Saudi developer, investor, and operator of power generation, water desalination, and green hydrogen plants worldwide, along with Haji Abdullah Alireza & Co (HAACO) and Al Moayyed Contracting Group (AMCG), today announced the signing of an engineering, procurement, and construction (EPC) contract with a consortium of Power China, SEPCOIII, and WETICO for the 600,000 m3/day Rabigh 4 Independent Water Plant (IWP) project.

Located in the Kingdom's Western Province on the Red Sea coast, the total Rabigh 4 IWP project cost is valued at SR 2.54 billion (US$ 677 million) and will mainly serve the Makkah and Madinah regions. Financial close for the project is expected during the third quarter of 2023.

ACWA Power currently operates the Rabigh 3 IWP in the same area, the first desalination plant of its size in the private sector. With the addition of the Rabigh 4 IWP, ACWA Power will double its desalination capacity in the area to 1.2 million m3/day and to 6.8 million m3/day across its portfolio, making it the largest private producer of desalinated water globally.

Mohammad Abunayyan, ACWA Power Chairman said : "We are proud to be the world's largest private company in desalinated water development and production, with the lowest levelised water cost, the largest plant, and the most innovative solutions."

"Our presence in water desalination has already led key suppliers to localise their production in Saudi Arabia, and this project will create new employment opportunities during construction, as well as in operation and maintenance, where they will be largely staffed by young local talents from the local Electricity and Water Academy that we have developed over the last decade," he added.

ZHAO Qiming, SEPCOIII Chairman said : “The announcement marks yet another milestone in our ongoing partnership with ACWA Power and underpins our joint commitment to advancing sustainable water solutions in the Kingdom."

The Water Purchase Agreement (WPA) of the project was signed earlier this year by the Saudi Water Partnership Company (SWPC) after a consortium of ACWA Power, HAACO, and AMCG emerged as the preferred bidder.

ACWA Power now operates 16 desalination plants in four countries, ten of which are in Saudi Arabia. The company fulfils 30% of the Kingdom's water demand. In 2022 alone, the company added 2.4 million m3/day of water desalination capacity via four desalination plants in Saudi Arabia, Bahrain, and the UAE the highest in its history.
