[아프리카] AfDB, 르완다에 지속가능한 물 및 위생 개선 위해 1억100만달러 투입

법ㆍ정책ㆍ제도ㆍ규제 등 강화해 물공급 및 위생 서비스 접근성 제고

아프리카 개발기금 이사회(Board of Directors of the African Development Fund, AfDB)는 르완다의 지속 가능하고 회복력 있는 물 및 위생 프로그램에 자금을 지원하기 위해 1억100만 달러의 대출을 승인했다고 밝혔다. 

이 프로그램은 기본적인 물공급과 위생 서비스에 대한 접근성을 높여 물과 위생 관리를 개선하는 것을 목표로 하며, 기본적인 물공급 및 위생을 제공하기 위한 법, 정책, 제도 및 규제 프레임워크의 강화도 포함된다.

오스워드 챈다(Osward Chanda) 아프리카 개발 은행의 물개발 및 위생 국장은 “이 프로그램은 르완다의 1천320만 명 이상의 사람들에게 혜택을 주며, 안전한 물과 위생 서비스에 대한 개선과 지속력있는 접근을 제공할 것"이라며 "수자원 관리, 정책 개혁 및 해당 부문의 거버넌스 강화를 지원할 것이다”라고 말했다.

르완다의 재정 및 경제기획부, 인프라 및 환경부, 수자원위생공사, 르완다수자원위원회 및 르완다 유틸리티 규제 당국은 올해부터 2026년까지 르완다의 지속 가능하고 회복력 있는 물 및 위생 프로그램의 시행을 앞두고 있다.

르완다의 지속 가능하고 회복력 있는 물 및 위생 프로그램은 물개발 및 위생 부서를 통해 AfDB가 지원하는 최신 인프라 프로젝트이다. AfDB는 비전 2050(link is external)에 명시된 대로 2035년까지 중진국 경제(middle-income economy)로 도약하려는 르완다의 장기적인 개발의 계획을 가속화하는 것을 목표로 한다.

또한 이 프로그램은 르완다를 위한 AfDB의 국가 전략 2022~2026 및 포괄적 성장과 녹색 성장으로의 점진적 전환을 위한 AfDB의 10개년 전략(2013-2022, 2023년 6월까지 연장)과도 일치한다. 이는 하이 파이브(High 5s)라고도 알려진 아프리카 사람들의 삶의 질 향상, 아프리카 식량 공급, 아프리카 산업화라는 AfDB의 세 가지 우선순위 에도 기여할 것이다.

Rwanda: African Development Bank Group commits $101 million to sustainable water and sanitation reforms

 

The Board of Directors of the African Development Fund has approved a $101 million loan to finance the Rwanda Sustainable and Resilient Water and Sanitation Program – a policy-based operation to support Rwanda’s water and sanitation sector.

The program aims to improve water and sanitation governance and access to basic water supply and sanitation services. It will also strengthen legal, policy, institutional and regulatory frameworks for delivering basic water supply and sanitation.

“This program will benefit more than 13.2 million people in Rwanda, providing better and long-lasting access to safe water and sanitation services. It will also support the management of water resources, reforming policies and enhancing governance in the sector,” Osward Chanda, the Bank’s Director for Water Development and Sanitation, said at the Board meeting.

Rwanda’s Ministries of Finance and Economic Planning, Infrastructure and Environment, Water and Sanitation Corporation Limited, Rwanda Water Resources Board, and the Rwanda Utilities Regulatory Authority will implement the Rwanda Sustainable and Resilient Water and Sanitation Program starting this year through 2026.

The Rwanda Sustainable and Resilient Water and Sanitation Program is the latest infrastructure project supported by the Bank via the Water Development and Sanitation Department. The Bank aims to accelerate Rwanda’s long-term development aspiration of becoming a middle-income economy by 2035, as outlined in its Vision 2050(link is external).

The program also aligns with the Bank’s Country Strategy 2022-2026 for Rwanda and the Bank’s Ten-Year Strategy (2013 – 2022, extended to June 2023) for inclusive growth and a gradual transition to green growth. It will contribute to three of the Bank’s priority areas, also known as the High 5s: Improve the Quality of Life for the People of Africa; Feed Africa, and Industrialize Africa.
