[미국] 태양광 발전, 서아프리카서 4만명에게 깨끗한 물과 백신 접근성 향상

서아프리카 베냉에 위치한 칼랄레 지역(Kalale District)의 주민들은 기본적인 의료 서비스 조차 받지 못하고 있다. 전기 인프라의 부족은 깨끗한 물을 끌어올리거나 백신을 냉장 보관할 전력이 없음을 의미한다.

하지만 최근 ELF(Solar Electric Light Fund)의 프로젝트가 완성됨에 따라 상황은 바뀌게 됐다. 이 프로젝트는 미국 독립 대외 원조 기관인 밀레니엄 챌린지 코퍼레이션(Millennium Challenge Corporation, MCC)과 MCC의 파트너 기관인 밀레니엄 챌린지 어카운트(Millennium Challenge Account)가 협력해 자금을 지원했다.

이 프로젝트로 칼랄레 지역에 24개의 태양광 발전 수도 펌프와 5개의 태양광 발전 백신 냉장고를 설치해 현재 운영 중이며, 주민들에게 서비스를 제공하고 있다.

쿨루 데몬(Koulou Demon) 칼레 지역 주민은 “과거에 우리는 물을 구하기 위해 많은 고생을 했다"면서 "우리는 다른 지역사회도 우리와 동일한 시스템이 설치돼 물부족 문제를 완화하기를 바란다"라고 말했다.

이 시스템이 설치되기 전, 데몬 씨와 지역 주민들은 매일 가족을 위한 충분한 물을 얻기 위해 먼 거리를 몇 시간씩 걸어야 했다.

이러한 물을 얻기 위한 고된 작업은 전통적으로 여성과 소녀들의 몫이었다. 이는 시간과 노동 측면에서 많은 비용이 소모될 뿐만 아니라 모은 물이 마시기에 안전한지조차 확인할 수 있는 방법이 없었다.

카디널스 아크팍파(Cardinal Akpakpa) 칼랄레 지역 마을의 의사는 "물접근성은 많은 기본적인 필요를 충족시킨다"라며 "깨끗한 물에 대한 안정적인 접근은 위생 조치를 개선할 뿐만 아니라 수인성 질병의 예방에도 중요하다"라고 말했다.

깨끗한 물과 백신 접종 모두는 지역 건강을 개선하는 데 필수적이다. 수인성 질병은 베냉의 주요 사망 원인이며, 베냉 어린이의 58%만이 예방 접종을 완료한 것으로 간주된다. 새로운 태양광 인프라는 칼렐라 지역 주민들이 더 나은 의료 환경을 제공할 것이다.

로버트 프렐링(Robert Freling) SELF의 전무이사는 "사회적으로 우리는 건강 격차의 근본 원인으로 전기 부족을 생각하지 않는다"라며 “세상에 있는 모든 백신을 제공할 수 있지만, 병원에 백신을 냉장 보관할 능력이 없다면 그것은 중요하지 않다. 전기는 건강한 사회를 위한 필수 조건이다”라고 말했다.

8명 중 1명이 치료를 위해 전기가 공급되지 않거나 전력이 부족한 의료 시설에 의존하고, 4명 중 1명이 깨끗한 식수에 접근할 수 없는 세상에서 태양 에너지는 점점 더 그 격차를 메우고 있다. 태양광은 특히 일반적인 전력망이 연결되지 않은 농촌 지역사회의 생명을 구할 수 있다.

베냉의 경우, 도시 중심지에서 벗어나 있어 전력망을 확장하는 데 엄청난 비용이 소요된다. 반면, 분산형 태양광 시스템은 거의 모든 곳에 설치할 수 있으며, 다양한 가정 또는 지역사회의 필요에 따라 안정적인 전력 흐름을 제공한다.

제이슨 바우어0(Jason Bauer) MCC의 재무, 투자 및 무역 이사는 “MCC는 빈곤을 줄이고 경제 성장을 촉진하는 국가 주도 솔루션에 투자한다"라며 "이 투자는 증가하는 기후 문제에 적응하면서 칼레 지역의 수천 명의 경제 성장을 구속하는 건강 제약을 해결하는 데 도움이 된다"라고 말했다.

이 프로젝트를 위해 24개 마을 각각에 있는 물펌프에 태양 전지판을 연결했다. 낮 시간 동안 펌프는 지하 수원에서 높은 저수지로 물을 끌어온다.

그런 다음 물은 지역 주민들이 접근할 수 있는 물공급 스테이션으로 공급된다. 물에 대해 소액의 저렴한 수수료가 부과되며, 수리 비용은 무기한으로 충당된다. 이러한 시스템은 직접 구동(즉, 배터리가 필요 없음)하기 때문에 유지 관리 필요성이 최소화된다.

백신 냉장고도 직접 구동된다. 이는 신뢰성을 향상시키지만 배터리가 없다는 것은 또한 일조 시간 동안 발생하는 잉여 전력을 저장할 방법이 없다는 것을 의미한다. 이 전기를 잘 활용하기 위해 냉장고에는 EHC(Energy Harvest Control) 메커니즘이 장착돼 있다.

EHC는 잉여 에너지를 전환해 진료소의 보조장치, 예를 들어 배터리로 작동하는 조명 또는 휴대폰을 충전한다. 5개 진료소 주변의 접근성을 추가적으로 측정하기 위해 태양열 가로등을 설치하여 밤에 환자의 길을 밝힐 수 있도록 했다.

이 프로젝트는  칼랄레 지역에서 SELF의 과거 작업을 기반으로 한다. 태양광으로 구동되는 점적 관개를 사용해 여성 농업 집단에 힘을 실어주는 SELF의 태양광 시장 정원 모델은 현재 10개의 마을에 걸펴 배치돼 있으며, COP21에서 UN의 변화를 위한 모멘텀 상을 수상했다.

SELF는 학교, 소규모 기업 센터 등을 포함해 해당 지역의 추가 지역사회 자원을 공급해 왔다.

Solar Goes Where the Grid Won’t, Driving Better Health Outcomes for Rural Communities

 

WASHINGTON, August 15, 2023 - In the Kalale District of Benin, West Africa, basic health services are hard to come by. Historically, a lack of electrical infrastructure in this region has meant no power to pump clean water or refrigerate vaccines. 

That has now changed due to a recently completed project by the Solar Electric Light Fund (SELF), with funding from the Millennium Challenge Corporation (MCC) an independent U.S. foreign assistance agency and in collaboration with MCC’s counterpart in Benin, the Millennium Challenge Account. 

Across the district, 24 solar-powered water pumps and five solar-powered vaccine refrigerators have been installed, now operational and serving the people of Kalale.

“In the past we suffered a lot to get water. This was a major problem for us,” says Koulou Demon, a Kalale District resident. “We are praying for other communities to get the same system to alleviate their water scarcity issues.”

Prior to installation, Ms. Demon and other district residents would have to spend hours often walking long distances to collect sufficient water for their families every day. 

This common task traditionally falls on women and girls in areas without direct water access. Not only is this costly in terms of time and labor, but there is no way to know if the water gathered is even safe to drink.

“Water access meets many fundamental needs of course,” says Dr. Cardinal Akpakpa, a physician in the Kalale District village of Gberougbassi. “Reliable access to clean water will not only improve hygiene measures, but it is also critical for the prevention of waterborne diseases.”

Both clean water and vaccinations are vital for improving local health. Waterborne illness is a leading cause of death in Benin, and only 58% of children in the country are considered fully immunized. The new solar infrastructure will help the people of the Kalale District defy those statistics.

“As a society, we don’t often think about lack of electricity as an underlying cause of health disparities,” says Robert Freling, SELF’s executive director. “You can provide all the vaccines in the world, but if a clinic doesn’t have the ability to refrigerate them, it doesn’t matter. Electricity is a prerequisite for healthy communities.”

In a world where one in eight people rely on unelectrified or under-electrified health facilities for care, and where one in four lack access to clean drinking water, solar energy is increasingly filling the gap. Solar can be particularly lifesaving for rural communities that are not connected to a traditional electric grid. 

In the case of Benin, extending the power grid past urban centers can be prohibitively expensive, leaving entire villages in the dark. Distributed solar energy systems, on the other hand, can be set up virtually anywhere and provide a steady stream of power for a variety of household or community needs.

“The Millennium Challenge Corporation invests in country-led solutions that reduce poverty and foster economic growth,” says Jason Bauer, director of finance, investment and trade at MCC. “This investment helps address health constraints that bind economic growth for thousands of people in the Kalale District, while adapting to growing climate challenges.”

For this project, a solar array was hooked up to a water pump in each of the 24 villages. During daylight hours, the pump draws water from an underground source into an elevated reservoir. 

The water is then gravity-fed to a distribution station, where local people can access it. A small, affordable fee is charged for water, which will cover repairs indefinitely. Because these systems are direct-drive (i.e., battery-free), maintenance needs are minimal.

The vaccine refrigerators are direct-drive as well. This improves reliability, but the lack of a battery also means there’s no way to store surplus power generated during peak sunlight hours. To make good use of this electricity, the refrigerators are equipped with an energy harvest control (EHC) mechanism. 

The EHC diverts surplus energy to charge ancillary devices in the clinic, such as battery-operated lights or cell phones. As an additional measure of accessibility surrounding the five clinics, solar-powered streetlights were installed to help light the way for patients at night.

This project builds on SELF’s past work in the Kalale District. SELF’s Solar Market Garden model, which uses solar-powered drip irrigation to empower women’s farming collectives, is currently deployed across ten villages and won the United Nation’s Momentum for Change Lighthouse Award at COP21.
