[미국] 바이든 행정부, 대규모 물재이용 프로그램 착수 …「초당적인프라법」 통해 1억8천만달러 투자

미 내무부(Department of the Interior)는 새로운 대규모 물재이용 프로그램을 착수했다고 밝혔다. 바이든 대통령의 「초당적인프라법」을 통해 1억8천만 달러의 초기 자금을 가뭄과 기후변화에 덜 취약한 새로운 물 공급을 목표로 하는 프로젝트에 사용할 수 있도록 했다.

현재까지, 연방국토개발국(Bureau of Reclamation)은 물 재이용과 재사용을 촉진하는 프로젝트를 위해「초당적인프라법」을 통해 3억1천만 달러를 투자했다. 새로운 물재이용 프로그램은 프로젝트 규모에 제한을 두지 않고, 대규모 프로젝트에 인센티브를 부여할 것이며, 사용할 수 없는 수원을 깨끗하고 신뢰할 수 있는 수원으로 만들어 지역사회의 가뭄에 강한 물공급을 개발하는 데 중요한 역할을 할 것이다.

바이든 대통령의 인베스팅 인 아메리카(Investment in America) 아젠다는 미국 역사상 최대 규모의 기후 회복력 투자를 의미하며, 가뭄과 기후 변화에 대한 서방 공동체의 회복력을 강화하기 위해 절실히 필요한 자원을 제공하고 있다. 연방국토개발국은 「초당적인프라법」을 통해 정수 및 재이용, 저수 및 운송, 담수화 및 댐 안전을 포함한 물인프라 프로젝트에 5년간 총 83억 달러를 투자하고 있다.

이번 발표는 미 서부 지역의 지속적인 가뭄을 포함해 콜로라도 강 유역과 이에 의존하는 모든 공동체를 기후 변화에 더욱 탄력적으로 만들기 위한 전 정부적 노력의 일환으로 바이든 행정부가 시행하고 있는 많은 역사적 투자 중 하나이다.

뎁 할랜드(Deb Haaland) 내무부 장관은 "물은 가족에게 식량을 공급하고, 농작물을 재배하고, 농업 사업에 동력을 공급하고, 야생 동물을 유지하고 부족 생계 관행을 보호하는 등 우리가 하는 모든 일에 필수적"이라면서 "기후 위기가 심각한 가뭄 상태와 역사적으로 낮은 저수량을 초래함에 따라, 우리 모두가 공동체를 보호하기 위해 함께 노력해야 할 것이다. 바이든 대통령의 인베스팅 인 아메리카 아젠다를 통해, 우리는 미래 세대를 유지할 물 공급을 건설하는 데 도움이 되는 역사적인 새로운 투자를 하게 됐다"고 말했다.

연방국토개발국의 WaterSMART 프로그램의 일환인 자금 조달 기회는 예상되는 물공급 부족을 해결하기 위한 전략의 일환으로 대규모 물재이용 프로젝트를 검토하거나 계획하는 물관리 기관을 대상으로 한다. 오늘 발표된 1억8천만 달러의 초기 투자는 이 새로운 프로그램에 대한 총 4억5천만 달러의 일부이다.

가뭄에 시달리는 주와 지역 사회를 위해 신뢰할 수 있는 상수도를 확보하고 늘리거나, 수질 개선을 제공하거나, 연방 또는 주 기관이 소유한 프로젝트에 대한 영향을 줄이거나, 혜택을 받지 못한, 서비스가 부족한, 부족한 지역 사회에 혜택을 제공하는 프로젝트가 우선 순위가 될 것이다.

Biden-Harris Administration Launches New Large-Scale Water Recycling Program with $180 Million from Bipartisan Infrastructure Law

President Biden’s Investing in America agenda making Western communities more resilient to drought

 

The Department of the Interior today announced the launch of a new large-scale water recycling program and made $180 million in initial funding from President Biden’s Bipartisan Infrastructure Law available for projects aimed at creating new water supplies that are less vulnerable to drought and climate change. To date, the Bureau of Reclamation has invested $310 million from the Bipartisan Infrastructure Law for projects that advance water recycling and reuse. The new program will incentivize projects at a larger scale, with no cap on project size, and will play an important role in helping communities develop local, drought-resistant water supplies by turning unusable water sources into clean, reliable ones.

President Biden’s Investing in America agenda represents the largest investment in climate resilience in the nation’s history and is providing much-needed resources to enhance Western communities’ resilience to drought and climate change. Through the Bipartisan Infrastructure Law, Reclamation is investing a total of $8.3 billion over five years for water infrastructure projects, including water purification and reuse, water storage and conveyance, desalination and dam safety. Today's announcement is one of the many historic investments the Biden-Harris administration is implementing as part of an all-of-government effort to make the Colorado River Basin and all the communities that rely on it more resilient to climate change, including the ongoing drought in the West. 

“Water is essential to everything we do: feeding families, growing crops, powering agricultural businesses, sustaining wildlife and safeguarding Tribal subsistence practices,” said Secretary Deb Haaland. “As the climate crisis drives severe drought conditions and historically low water allocations, it will take all of us working together to safeguard our communities. Through President Biden’s Investing in America agenda, we have historic new investments that are helping us to build a water supply that will sustain future generations.” 

“Through investments from President Biden’s Investing in America agenda, the Bureau of Reclamation is supporting work on multiple water recycling projects throughout the West. With this new program, we will be able to fund larger projects to grow local water supplies and serve more individuals,” said Reclamation Commissioner Camille Calimlim Touton. “As we work to address the drought crisis, its critical we are advancing innovative, forward-looking solutions that help communities develop local, drought resistant water supplies.”

The funding opportunity—part of Reclamation’s WaterSMART program--is aimed at water management agencies considering or planning larger water reuse projects as part of strategies to address projected water supply shortages. The initial investment of $180 million announced today is part of a total $450 million for this new program.  

In order to allow more flexibility in application, this opportunity has multiple application deadlines in 2023 and 2024. Projects that secure and stretch reliable water supplies for drought-stricken states and communities, provide water quality improvements, reduce impacts on projects owned by federal or state agencies, or provide benefits to disadvantaged, underserved and Tribal communities will be prioritized.
