폭풍우가 지역적 충돌 '다니엘(Daniel)'은 범위 중부 및 동부를 강타하여 통신의 범위를 감시하는 리비아와 그리스, 튀르키예, 로그에서 로그 기록과 립한 인명 범위를 끌어들이고 있습니다.

국제적십자연맹(International Federation of Red Cross and Red Crescent Societies, IFRC)에 따르면 적십자사연맹에 가입한 리비아 적십자협회(Libyan Red Crescent Society)에서 최대 1만 명이 실종된 것으로 보고됐다. 사상자 수는 즉각 확인되지 않았지만, 댐이 터져 데르나(Derna)시에 물이 범람하면서 수천 명이 사망한 것으로 우려됐다.

리비아 국립기상청(Libya’s National Meteorological Centre)는 폭풍이 9월 10일 리비아 북동부 지역에서 시속 70∼80km의 강풍을 동반하며 최고조에 달했다고 밝혔다. 이로 인해 통신이 중단되고 송전탑과 나무가 쓰러졌다.

150∼240mm의 폭우로 알베이다(Al-Bayda)를 비롯한 여러 도시에서 홍수가 발생했는데, 하루 강수량이 414.1mm(9월 8일 오전 10시부터 9월 8일 오전 11시까지)로 가장 높았다. 리비아 국립기상청은 이것이 새로운 강우 기록이라고 말했다.

리비아 국립기상청은 두 개의 노후화된 댐이 붕괴되면서 주민들이 물에 휩쓸려 대피하는 등 데르나의 모든 지역이 사라졌다고 밝혔다.

리비아 정부는 피해를 입은 모든 도시에서 3일간의 애도기간을 발표했고, ‘재난지역(Disaster Areas)’으로 선포했다.

국립기상청은 이번 기상이변이 발생하기 72시간 전에 조기경보를 발령하고, 모든 정부 당국에 전자메일과 언론을 통해 각별한 주의를 촉구하고 예방조치를 취할 것을 촉구했다. 이 경고에 근거하여 동부지역에는 비상사태가 선포됐다.

이번 재난은 안토니오 구테헤스(Antonio Guterres) 유엔 사무총장이 시작한 모든 사람을 위한 국제 조기 경고 캠페인(international Early Warnings for All campaign)의 필요성을 강조한다. 

세계기상기구(WMO)는 UN 재난위험경감국(UN Office for Disaster Risk Reduction), 국제전기통신연합( International Telecommunications Union), IFRC(국제적십자연맹) 및 기타 다양한 파트너와 협력하여 조기 경보가 모든 사람에게 전달되고 조기 조치로 이어질 수 있도록 하고 있다.

지구가 따뜻해짐에 따라 더 많은 극심한 강우 현상이 발생하여 더 심각한 홍수가 발생할 것으로 예상된다.

 WMO의 수문학 및 빙권 담당이사인 스테판 울렌브룩(Stefan Uhlenbrook)은 “따뜻한 대기는 더 많은 수분을 보유할 수 있어 따뜻한 기후에서는 비, 눈, 우박과 같은 강수 현상이 더 심해지고 더 많은 홍수로 이어질 수 있다”고 경고한다.

스테판 울렌브룩 이사는 특히 “구름 속 수분의 80% 이상이 바다에서 유래하며, 특히 열대 저기압에서는 더욱 그렇다”라면서 “이는 점점 더 따뜻해지는 바다가 폭풍을 더욱 부채질할 것임을 의미한다”고 강조했다.

26℃ 이상의 해수면 온도는 폭풍이 발생한 후 이를 강화하고 촉진할 수 있다. 리비아 해안 근처의 해수면 온도는 27.5℃ 이상이어서 대류와 습기에 사용할 수 있는 에너지가 증가했다.

지중해 허리케인 ‘메디케인(Medicane)’

위성 이미지의 소용돌이치는 구름 폭풍 ‘다니엘(Daniel)’은 그리스에서 개발되었으며, 그리스 헬레닉 국립 기상청(Hellenic National Meteorological Service)에서 명명되었다. 리비아를 향해 이동하면서 폭풍 ‘다니엘(Daniel)’은 메디케인(MEDIterranean hurriCANE, 지중해 허리케인)의 특성을 개발했다. 

이 혼합 현상은 열대 저기압의 일부 특성과 중위도 폭풍의 다른 특성을 보여준다. 활동은 역사적으로 9월과 1월 사이에 최고조에 달한다.

폭풍 ‘다니엘(Daniel)’은 9월 5∼6일 그리스에 기록적인 강우가 내렸으며, 자고라(Zagora) 마을의 한 역에서 24시간 동안 750mm의 비가 내린 것으로 보고되었다. 이는 이 지역에 약 18개월 동안의 내릴 수 있는 강수량에 해당한다.

그리스 중부 테살리아(Thessaly)의 많은 관측소에는 24시간 동안 400∼600mm의 비가 내렸다. 테살리아는 그리스의 농업 중심지로 경제적 영향이 심각할 것으로 예상된다.

많은 사망자가 발생했다. 많은 사람들이 옥상에서 피난처를 찾았다. 동시에 그리스는 유럽 최대 규모의 산불과 싸우고 있었고, 이는 그리스 북동부 지역에 막대한 피해를 입혔다.

이번 재난은 최근 몇 달 동안 전 세계 여러 나라에서 생계와 인명 손실을 초래한 일련의 극단적인 사건을 계속하고 있다.

9월 첫째 주 브라질의 리오 그란데 두술(Rio Grande do Sul) 주를 강타한 온대 사이클론(cyclone)으로 인한 폭우와 홍수로 30명 이상이 사망한 것으로 보고됐다.

Storm Daniel leads to extreme rain and floods in Mediterranean, heavy loss of life in Libya

 

Extreme rainfall from a storm system called Storm Daniel has hit parts of the central and eastern Mediterranean, leading to devastating flooding and massive loss of life in Libya, the worst affected country, as well as in Greece, Turkiye and Bulgaria.

Up to 10,000 people were reported missing by the Libyan Red Crescent Society, according to the International Federation of Red Cross and Red Crescent Societies. The number of casualties was not immediately confirmed, but thousands were feared dead after waters from burst dams flooded the city of Derna.

Libya’s National Meteorological Centre said that the storm reached a peak in northeastern Libya on 10 September, with strong winds of 70-80 km/h. This caused communications interruption, the fall of electricity towers and trees.  

Torrential rains of between 150-240 mm caused flash floods in several cities, including Al-Bayda, which recorded the highest daily rainfall rate of 414.1 mm (from 10 Sep 8am to 11 Sep 8am). The National Meteorological Centre said this was a new rainfall record.

Entire neighborhoods in Derna disappeared, along with their residents swept away by water after two ageing dams collapsed making the situation catastrophic and out of control, said the Libyan meteorological service.

The Libyan Government announced three days of mourning in all the affected cities; calling them ‘Disaster Areas.’

The National Meteorological Centre issued early warnings for this extreme weather event 72 hours before its occurrence, and notified all governmental authorities by e-mails and through media urging them to take more care and caution, and also urging them to take preventive measures. A State of Emergency was announced in the eastern regions based on these warnings.

The disaster highlights the need for the international Early Warnings for All campaign launched by UN Secretary-General Antonio Guterres. WMO is partnering with the UN Office for Disaster Risk Reduction, the International Telecommunications Union, the IFRC and a range of other partners to ensure that early warnings reach everyone and lead to early action.

As the planet warms, the expectation is that we will see more extreme rainfall events, leading to more severe flooding.

"A warmer atmosphere can hold more moisture. Therefore, precipitation events - with rain, snow or hail - in a warmer climate are more intense and can lead to more flooding," says Stefan Uhlenbrook, Director of Hydrology and Cryosphere at WMO. "More than 80% of the moisture in clouds originates from the oceans, even more in tropical cyclones. This means that increasingly warmer oceans will fuel storms further," he says.

Sea surface temperatures above 26℃  can enhance and fuel such storms after they develop. Near the coast of Lybia, sea surface temperatures were above 27.5℃, thus increasing the energy available for the convection and moisture. 

Medicane

As it moved towards Libya, Storm Daniel developed the characteristics of a Medicane - MEDIterranean hurriCANE. This hybrid phenomenon shows some characteristics of a tropical cyclone and others of a mid-latitude storm. Activity historically peaks between September and January.

Storm Daniel caused record-breaking rainfall in Greece on 5-6 September, with a reported 750 mm falling in 24 hours at a station in the village of Zagora. This is the equivalent of about 18 months of rainfall. 

In Thessaly, central Greece, many stations received 400 to 600 mm of rainfall in 24 hours. Thessaly is Greece’s agricultural heartland, and so the economic impacts are expected to be serious.

There were a number of fatalities. Many people sought refuge on rooftops. Concurrently, Greece was battling Europe’s biggest ever wildfire, which caused massive destruction in the northeast of the country.

The disasters continue the series of extreme events which have caused loss of livelihoods and lives in many countries around the world in recent months.

More than thirty people were reported dead after heavy rains and floods from an extra-tropical cyclone hit the Brazilian state of Rio Grande do Sul in the first week of September.
