뉴욕시 환경보호국(DEP)은 집중호우가 내리는는 동안에 고와너스 운하(Gowanus Canal)로 흘러들어갈 수도 있는, 수백만 갤런의 하수와 빗물을 저장할 두 개의 지하 저수탱크 건설을 진행하고 있다고 밝혔다.

16억 달러 규모의 이번 프로젝트는 미국 환경보호청(EPA)이 진행 중인 '슈퍼펀드 준설 프로젝트(Superfund dredging project)'를 보완하는 것이며, 고와너스 운하 지역사회를 위해 3.6에이커의 새로운 공공 수변 공터와 편의시설을 조성할 예정이다.

DEP는 프로젝트를 3월에 착수했다. 9월에, 작업팀은 첫 번째 탱크를 건설하는데 필요한 흙의 제거를 지원할 지하 콘크리트 벽의 건설을 시작할 것이다. 작업 현장은 버틀러 거리(Butler Street), 네빈스 거리(Nevins Street), 디그로 거리(Degraw Street)를 경계로 운하의 동쪽을 따라 위치했으며, 연방 슈퍼펀드 프로그램에 의해 의무화된 프로젝트 마감시간을 맞추기 위해 9월 18일부터 약 9개월 동안 오전 6시와 2시 사이에 작업이 진행된다.

작업자들은 주변 지역에 미치는 영향을 줄이기 위해 남북, 동측 경계 건설 펜스에 음향 커튼을 설치해 소음을 줄이고, 지면에서 제거한 흙에 물과 거품을 뿌려 먼지와 냄새를 줄일 예정이다.

Construction Advisory for Gowanus Canal Combined Sewer Overflow Storage Tanks

The New York City Department of Environmental Protection (DEP) is progressing on construction of two underground storage tanks that will capture millions of gallons of combined sewage and rainwater that would otherwise overflow into the Gowanus Canal during rainstorms. 

This $1.6 billion investment complements the US Environmental Protection Agency’s on-going Superfund dredging project and will significantly improve the health of the canal. The project will also create 3.6 acres of new public waterfront open space and amenities for the Gowanus community.

DEP broke ground on the project in March. This month, crews will begin construction of an underground concrete wall that will support the removal of soil necessary to build the first tank. 

The construction site is located along the eastern side of the Canal, bounded by Butler Street, Nevins Street and Degraw Street. In order to meet project deadlines mandated by the Federal Superfund Program, work will take place between the hours of 6:00 a.m. and 2:00 a.m. for approximately nine months beginning on September 18th.

To reduce impacts to the surrounding neighborhood, crews will install sound curtains to the north, south and east perimeter construction fences to dampen noise and will spray water and foam on soil removed from the ground to reduce dust and odor.
