[미국] EPA, 지하수 가용성·품질 향상을 위해 연구에만 800만 달러 지급

기술과 접목 더위의 힘·빈도 및 실험 시간 증가 경험을 통해 지역 사회에 도움이 되는 개선에 필요한 지식 제공

미국 환경 보호청(EPA)은 지하 수혜 가능성과 품질을 개선하기 위해 강화된 대수층 충전(EAR)을 사용하고 연구하기 위해 4개 기관에 783만7천196달러를 지원한다고 했습니다.

강화된 대수층 충전은 저수, 재이용 및 하천 복원을 위해 기존 지하수 공급을 보충하고 충전하기 위해 수원을 사용하는 행위입니다.

EAR 구현 및 관리는 수년 동안 연구 주제에 대해, 다양한 범위 사용 및 수문력 환경에서 EAR의 설계, 위치, 성능(수문학 및 수질), 생활, 유지 유지 및 모델링의 모범 사례와 관련하여 변함없이 더 있다. EAR과 상호 교환 가능하게 사용되는 다른 방법은 대수층 존재를 관리하고, 삽입 및 대수층 저장 및 복구가 된다는 것입니다.

크리스 프레이(Chris Frey) EPA 연구개발실 보조관리자는 "기후 변화와 증가하는 수요가 지하수의 이용 가능성을 감소시키기 때문에 EAR에 대한 혁신적인 해결책을 식별하는 것은 우리의 수자원을 보호하는 데 중요한 단계" 라면서 "이 연구는 가뭄과 극심한 더위의 강도, 빈도 및 지속 시간 증가를 경험하는 지역 사회에게 상수도를 개선하는 데 필요한 지식을 제공할 것"이라고 말했다.

이번에 발표된 과학 성취 결과(STAR) 연구 기금을 통해 조사관들은 미국 전역의 지역사회가 상수도 개선, 수질 보호, 수생태계 유지, 지반침하 감소 및 해수 침투 방지 등 많은 목표를 위해 안전하고 지속 가능한 EAR 전략에 투자할지 여부와 투자 방법을 평가할 수 있도록 지원할 예정이다. 이 연구를 통해 주, 부족 및 지역 수질 관리자들은 다양한 공급원 물을 사용하고 다양한 지표면 지질학 및 지하수 최종 용도를 고려할 때 발생하는 위험, 이점 및 결과를 이해하면서 안전한 EAR 관행을 채택할 수 있다.

STAR 연구 기금을 지원 받는 4개 연구기관은 다음과 같다.

- 로스앤젤레스 카운티 공공사업부는 도시 모범 경영 사례를 통해 지하수 충전의 장기적이고 지역적인 잠재력을 탐색하고 EAR 관행의 성능 평가를 위한 자유롭고 오픈 소스 사용자 친화적인 도구를 개발한다.

- 오클라호마주립대학교(Oklahoma State University), 스틸워터(Stillwater)는 농촌 EAR 구조물의 효과와 영향을 평가하고, 지하수 공급을 안전하게 증가시키기 위한 농촌 토지 관리 전략에 활용할 수 있는지를 검토한다.

- 카네기 멜론 대학(Pa. Pittsburgh, Pittsburgh)은 미국 전역의 주요 대수층 시스템에서 오염 물질의 잠재적인 동원력과 수질에 대한 위험을 더 잘 이해함으로써 EAR 채택을 증가시키기 위해 노력하고 있다.

- 버지니아 폴리테크닉 연구소(Virginia Polytechnic Institute)와 버지니아주립대학교는 미국 해안과 유사한 수문 지질학이 있는 지역에서 지역사회, 기관 및 실무자들이 EAR의 안전하고 지속가능한 구현을 설계할 수 있도록 안내하는 웹 기반 의사결정 지원 도구를 개발한다.

EPA Awards Nearly $8M for Research Grants to Advance Groundwater Availability and Quality

 

Today, the U.S. Environmental Protection Agency (EPA) announced $7,837,196 in funding to four institutions to research the use and risks of enhanced aquifer recharge (EAR) to improve groundwater availability and quality.

EAR is the practice of using water sources to replenish and supplement existing groundwater supplies for storage, potential reuse, and to restore streamflow. While EAR implementation and management has been an active topic of research for many years, significant knowledge gaps remain concerning best practices in the design, siting, performance (hydrologic and water quality), longevity, maintenance, and monitoring of EAR in different land use and hydrogeologic settings. Other terms that are used interchangeably with EAR include managed aquifer recharge, artificial recharge, and aquifer storage and recovery.

“As climate change and increasing demand diminishes the availability of groundwater, identifying innovative solutions for EAR is an important step in protecting our water resources,” said Chris Frey, Assistant Administrator of EPA’s Office of Research and Development. “This research will provide the knowledge needed to help improve water supplies for communities experiencing increased intensity, frequency, and duration of drought and extreme heat.”

With the Science to Achieve Results (STAR) research funding announced today, investigators will assist communities throughout the United States in evaluating whether and how to invest in safe and sustainable EAR strategies for many goals including enhancing water supplies, protecting water quality, maintaining aquatic ecosystems, reducing sinking land and avoiding sea water intrusion.

This research will enable state, Tribal, and local water quality managers to adopt safe EAR practices while understanding the risks, benefits, and consequences from using different source waters and given differing subsurface geology and groundwater end use.

The following institutions are receiving awards: 

- County of Los Angeles, Department of Public Works, Alhambra, Calif., to explore the long-term, regional potential for groundwater recharge through urban best management practices and develop a free and open-source user-friendly tool for evaluation of performance of EAR practices.

- Oklahoma State University, Stillwater, Okla., to test the effectiveness and impacts of rural EAR structures and determine if they can be deployed for rural land management strategies to safely increase groundwater supplies.
