[중국] 스에즈, 하루 40만㎥ 생산용량 충징정수장 건설 수주

충칭워터그룹과 협력…완공시 330만명 이상에게 수도서비스 제공 가능

상하이서는 중국 최초 플라스틱 회수 프로젝트도 수주…내년부터 연간 약 3만톤의 플라스틱 쓰레기 수거·분리

프랑스의 글로벌 물·환경기업인 스에즈(SUEZ)는 ‘중국 2060년 탄소 중립 야망(China's 2060 carbon neutrality ambition)’에 기여하기 위해 물 및 폐기물 시장에서 두 가지 중요한 새 계약을 체결했다고 9월 22일 발표했다.

스에즈는 충칭에서 새로운 정수장(water supply system) 건설을 통해 충칭 급수 시스템의 복원력을 높이기 위해 충칭워터그룹 유한회사(Chongqing Water Group Company Limited, CWG)와 협력하고 있으며, 상하이에서 그룹은 중국에서 첫 플라스틱 회수 프로젝트를 시작하고 있다.

충칭의 물공급 시스템 강화하기 위한 새로운 정수장 건설

급속한 사회。경제적 발전과 특히 도시 북부지역의 물 수요 증가로 이어지는 가운데 충칭에는 지속가능한 개발을 위한 견고한 기반을 구축하기 위해 탄력적인 인프라와 생계를 지원하는 필수 서비스가 필요하다.

이로 인해 스에즈와 충칭워터그룹(CWG)는 지자체의 물 공급 시스템의 탄력성을 강화하고 기여하기 위해 정수장 건설 및 운영에 1억6천만 유로(약 12억 5천만 위안) 이상을 공동 투자하여 협력을 확대하게 되었다. 장기적으로 안전하고 신뢰할 수 있는 물 서비스를 확보하기 위한 것이다.

새로 건설되는 정수장은 취수 및 생산, 펌프장, 급수망으로 구성되어 있으며, 설계 용량은 하루 40만㎥이다. 2025년까지 정수장 건설이 완공되면 SUEZ의 충칭지역 물 공급 용량은 168만㎥/일에 도달, 기존 충칭 지역 급수인구 270만 명에서 330만 명 이상으로 늘려 수도 서비스를 제공하게 된다.

스에즈와 충칭의 장기적인 협력은 지난 2002년부터 시작되었다. 현재까지 SUEZ는 충칭에 5억1천만 유로(약 40억 위안) 이상을 투자했다.

상하이서 중국 최초 플라스틱 회수 프로젝트도 수주

스에즈는 이와함께 상하이에서 재활용품 선별·회수 확대를 위한 수에즈의 중국 최초 플라스틱 회수 프로젝트를 수주했다.

스에즈는 절강성에 있는 파트너사인 타이추환경자원관리유한공사(Taichu Environmental Resource Management)와 중국 동부지역의 소비자 플라스틱 수집 및 분류 센터 6곳에 공동 투자, 건설 및 운영하는 계약을 체결했다.

타이추환경자원관리회사는 인공지능과 지능정보 시스템 등 첨단 기술을 채택해 스마트하고 디지털화된 저탄소 복구 시스템을 제공하고 종단 간 추적이 가능하다.

이 시설들은 2024년 초까지 완공될 예정이며 연간 약 3만 톤의 플라스틱 쓰레기를 수거하고 분류할 수 있다. 제안된 프로젝트는 폐자재 회수의 지역 네트워크를 개선하고 재활용 가능한 자재의 선별 작업을 강화하는 데 도움이 된다.

또한 중국의 플라스틱 폐기물 오염을 완화하고 중국의 생태적 전환을 촉진하기 위해 플라스틱 폐기물의 깨끗하고 규정을 준수하는 회수, 재활용 및 플라스틱 폐기물의 대규모 처리라는 중국의 목표를 달성하는 데 기여할 것이다.

스에즈의 사브리나 수산(Sabrina Soussan) 회장 겸 CEO는 지난주 중국을 방문하여 스에즈가 2006년부터 참여해 온 제17대 충칭시장 국제경제 자문위원회(Chongqing Mayor's International Economic Advisory Council, CMIA)의 집행의장직을 맡았다.

CMIA는 미국의 시사주간지 『포춘지(Fortune)』 선정 500대 기업 및 다국적 기업의 리더 30여 명과 함께 충칭시의 지속 가능한 발전을 위한 전략적 조언과 제안을 제공하고 있다.

사브리나 수산 회장은 “이 두 계약은 물과 폐기물 서비스 분야에서 탄력적이고 혁신적인 솔루션을 제공함으로써 중국의 지속 가능한 개발을 지원하려는 우리의 끊임없는 노력을 보여주는 것”이라면서 “충칭 정수장 확장과 중국의 새로운 플라스틱 재활용 분야 진출을 통해 스에즈는 중국 고객과 협력하여 자산과 서비스의 전체 수명주기에 걸쳐 가치를 창출하고 생태학적 전환을 추진하기로 결심했다”고 말했다.

SUEZ announces the signature of two new significant contracts in the water and waste markets to contribute to China's 2060 carbon neutrality ambition.

In Chongqing, SUEZ is collaborating with its historical partner to enhance the resilience of Chongqing’s water supply system through a new water treatment plant. In Shanghai, the Group is launching its first plastics recovery project in China.

A new water treatment plant to reinforce Chongqing’s water supply system

Amid rapid socio-economic development, leading particularly to growing water demand in the northern region of the city, Chongqing requires resilient infrastructure and essential services that support livelihoods in order to establish a solid foundation for sustainable development. 

This has prompted SUEZ and Chongqing Water Group (CWG)  to expand their collaboration by jointly investing over €160 million (RMB 1.25 billion) in the construction and operation of a water treatment plant to enhance the resilience of the municipality’s water supply system and contribute to securing safe and reliable water services in the long term.

The new water treatment plant, which comprises water intake and production, pumping stations and water distribution networks, has a designed capacity of 400,000 m3/day. 

Upon completion of the plant by 2025, SUEZ’s water supply capacity in Chongqing will reach 1.68 million m3/day, providing services from an existing 2.7 million people in Chongqing to over 3.3 million.

SUEZ’s long term cooperation with Chongqing started in 2002. To date, SUEZ has invested more than €510 million (RMB 4 billion) in the city.

In Shanghai, SUEZ’s first plastics recovery project in China to increase recyclable material sorting and recovery in Eastern China

SUEZ and its partner Taichu Environmental Resource Management2 have signed a contract to jointly invest in, build and operate six collection and sorting centers for post-consumer plastics in Eastern China. 

The joint-venture will adopt advanced technologies such as artificial intelligence and intelligent information systems to deliver a smart, digitalized, and low-carbon recovery system, with end-to-end traceability. 

These facilities are scheduled to be completed by early 2024 and will be able to collect and sort approximately 30,000 tons of plastic waste per year. The proposed project will help improve the regional network of waste material recovery and enhance sorting operations of recyclable materials. 

It will also contribute towards meeting China’s goal of clean and compliant recovery, recycling, and disposal of plastic waste at scale so as to mitigate China’s plastic waste pollution and promote the country’s ecological transition.

Visiting China this week, where she took on the role of Executive Chairman of the 17th Chongqing Mayor's International Economic Advisory Council (CMIA), in which SUEZ has been involved since 20063, Sabrina Soussan, Chairman and CEO of SUEZ commented:
