[사우디] 악시오나, ‘주베일 3B RO 담수화시설’ 시운전 시작

 

하루 생산용량 57만㎥…내년 본격 가동하면 리야드·카심 거주 200만명에게 안전한 식수 공급

담수화 시설 옆에 61MWp 용량 대양광 발전시설 설치…사우디 최대 태양광 발전 용량 갖춘 담수화 플랜트로 자리매김

스페인의 글로벌 물·에너지 기업인 악시오나(ACCIONA)는 컨소시엄 파트너인 중국 산동전력건설제3공정공사(SEPCO-3)와 사우디 알 주베일 인터내셔널 워터 컴퍼니(Al Jubail International Water Company) 및 사우디 수도전기공사(Saudi Water Partnership Company, SWPC)와 긴밀한 협력을 통해 이미 전력 변압기 및 다운 스트림 배전반(downstream distribution panel)을 전환하여 ‘주바일 3B 담수화 플랜트(Jubail 3B desalination plant)’에 대한 시운전에 들어갔다.

다음 단계는 해수가 들어와 시동이 진행될 때까지 기다리며 펌프 단독 운전을 시작하는 것이다.

각 여과 단계에서 필요한 모든 매개 변수가 충족되면 2024년부터 담수화 시설을 완전히 가동할 목적으로 향후 몇 달 동안 식수를 생산할 때까지 프로세스가 계속 진행된다.

역삼투압(reverse osmosis, RO) 기술이 적용된 이 시설은 하루 57만 세제곱미터(㎥)의 용량을 갖추게 되며, 2024년 본격 가동에 들어가면 리야드(Riyadh)와 카심(Qassim)시 거주 200만 명에게 안전한 식수를 공급할 수 있게 된다.

주바일 3B 담수화 플랜트(Jubail 3B desalination plant)의 책임자인 아델라이다 페르난데스 디아스(Adelaida Fernandez Diaz)는 “이 것은 협력의 정신과 모든 이해 관계자들의 공동 노력이 2024년까지 공장이 완전히 가동될 때까지 모든 단계를 완료할 수 있도록 해주는 중요한 이정표이다”라고 말했다.

사우디아라비아의 악시오나 워터(ACCIONA Wate)r의 책임자인 하비에르 니에토(Javier Nieto)는 “주바일 3B 담수화 플랜트 프로젝트가 재생 가능한 에너지를 사용하는 담수화 시설들 사이의 벤치마크라고 믿는다”라면서 “이 담수화 시설은 ‘사우디아라비아 비전 2030 계획( Saudi Arabia's Vision 2030 plan)’과 탄소중립(net zero) 목표에 기여할 것이며, 사우디아라비아는 화석 연료에 대한 의존을 줄이고 청정 에너지로의 전환을 촉진하려고 한다”고 강조했다.

배출가스 저감

악시오나는 역삼투압(RO) 담수화 플랜트 전체와 더불어 그 옆에 61MWp 용량의 태양광 발전 시설을 건설해 사우디아라비아 최대 태양광 발전 용량을 갖춘 담수화 플랜트로 자리매김할 예정이다. 이를 위해 가용 토지의 70%를 태양광 패널로 덮어 CO2 배출량을 크게 줄일 계획이다.

게다가, 이 담수화 시설은 역삼투 기술을 갖추고 있는데, 이것은 가장 경제적인 해결책일 뿐만 아니라 가장 지속가능한 것으로, 1천 리터(1㎥)의 물을 담수화하는 데는 한 시간 동안 집의 에어컨 시스템과 동일한 양의 에너지가 소비된다.

ACCIONA starts the start-up of the Jubail 3B reverse osmosis desalination plant

70% of the available land will be covered with a 61MWp capacity solar PV installation, which will reduce grid energy consumption and CO2 emissions

ACCIONA - together with its consortium partner Sepco 3 and in close collaboration with Al Jubail International Water Company and the Saudi Water Partnership Company (SWPC) - has already commissioned the Jubail 3B desalination plant by switching on the power transformers and their downstream distribution panels.

The next step will be to start the operation of the pumps alone, waiting for seawater to proceed with the start-up.

Once all the parameters required at each filtration stage have been met, the process will continue until the plant produces drinking water, in the coming months, with the aim of having the plant fully operational by 2024.

The facility, equipped with reverse osmosis technology, will have a daily capacity of 570,000 cubic meters and in 2024, once it becomes commercially operational, it will be able to supply two million people in the cities of Riyadh and Qassim.

"This is an important milestone that demonstrates that the spirit of cooperation and the joint effort of all stakeholders are allowing us to complete all phases in time for the plant to be fully operational by 2024," says Adelaida Fernandez Diaz, Project Director of Jubail 3B.

Javier Nieto, director of ACCIONA Water in Saudi Arabia, believes that the Jubail 3 B Project is a benchmark among desalination plants that use renewable energy: "This plant will contribute to Saudi Arabia's Vision 2030 plan and its net zero emissions objectives, which seek to reduce the country's dependence on fossil fuels and promote the shift towards clean energy."

 EMISSIONS REDUCTION

In addition to the entire reverse osmosis (RO) desalination plant, ACCIONA will build a 61MWp capacity photovoltaic solar installation next to it, thus becoming the desalination plant with the largest solar capacity in the Kingdom of Saudi Arabia, which will reduce the energy consumption of the grid. To this end, 70% of all available land will be covered with photovoltaic panels that will substantially reduceCO2 emissions.

In addition, the plant is equipped with reverse osmosis technology, which is not only the most economical solution, but also the most sustainable: desalinating 1000 liters of water consumes the same amount of energy as the air conditioning system of a house for one hour.
