아랍에미레이트(UAE)의 두바이수전력청(Dubai Electricity and Water Authority, DEWA)은 사우디아라비아 아쿠아파워(ACWA Power)와 민자사업(Independent Water Producer, IWP) 모델을 기반으로 태양광 발전을 활용한 ‘하시안 해수 역삼투담수화 프로젝트(Hassyan Sea Water Reverse Osmosis desalination project)’ 1단계 건설을 위한 30년 물 구매 계약(WPA) 및 주주 계약을 체결했다. 

이 프로젝트는 담수화 용량을 현재 490MIGD(222만 2천540㎥/일)에서 2030년까지 730MIGD(331만8천㎥/일)로 늘리려는 DEWA 노력의 일환이다.

이 프로젝트는 두바이의 비교할 수 없는 경제 성장과 UAE의 번성하는 건설 부문과 일치한다. 이는 ‘두바이 2040 도시 마스터 플랜(Dubai 2040 Urban Master Plan)’을 보완하고 상당한 인구 증가를 해결하며 가정과 상업 및 기타 소비자 부문에서 꾸준히 증가하는 물 수요를 충족하기 위한 것이다.

이번 협약서에는 DEWA의 MD(상무이사)이자 CEO(최고경영자)인 사이드 모하메드 알 타예르(HE Saeed Mohammed Al Tayer)와 ACWA Power의 설립자이자 회장인 모하마드 압둘라 아부나얀(Mr. Mohammad Abunayyan)이 서명했으며, 두 기관의 관계자들이 참석했다.

DEWA는 지난 8월 ACWA파워를 33억5천700만 AED(9억1천400만 달러)가 투자된 1억8천만 (MIGD)의 ‘하시안 해수 역삼투압(SWRO) 1단계 민자(IWP) 프로젝트’의 건설 및 운영을 위한 ‘우선협상대상자’로 발표했다.

이 프로젝트를 위해 할당된 부지 면적은 25만2천300 평방미터(㎡)이다. DEWA는 담수화수 중 가장 낮은 0.36536달러/㎥을 입찰하여 세계 기록을 달성했다. 

이 프로젝트는 태양 에너지를 이용한 해수역삼투압(Sea Water Reverse Osmosis, SWRO) 기술을 기반으로 한 물 생산을 위한 세계 최대 규모의 프로젝트이다. 

DEWA의 첫 번째 민자사업(IWP) 모델 프로젝트이다. 현재 두바이의 담수화 용량은 490 MIGD이며, 이 용량은 오는 2027년에 670 MIGD로 증가한다.

DEWA의 사이드 모하메드 알 타예르(HE Saeed Mohammed Al Tayer) MD 겸 CEO는 “ACWA 파워와 계약을 체결하게 되어 기쁘게 생각한다. 이 프로젝트는 지속 가능한 자원으로부터 두바이의 물 공급을 강화하고 ‘두바이 청정 에너지 전략 2050(Dubai Clean Energy Strategy 2050)’ 및 ‘두바이 탄소중립(Dubai Net Zero)’를 달성하려는 것”이라고 말했다. 

알 타예르 MD 겸 CEO는 특히 “우리는 다단계 플래시 증류방식(Multi-Stage Flash distillation, MSF)보다 에너지를 덜 필요로 하는 해수역삼투압(SWRO) 기술을 기반으로 담수화 플랜트를 건설하고 있어 담수화를 위한 보다 지속 가능한 선택이 되고 있다”라면서 “2030 년까지 DEWA는 청정 에너지와 폐열을 혼합하여 담수화된 물을 100% 생산하는 것을 목표로 한다”고 강조했다.

알 타예르 MD 겸 CEO는 이어 “우리는 최첨단 인프라와 고급 기술 덕분에 세계 최고 수준의 가용성, 신뢰성 및 효율성에 따라 DEWA 서비스의 100% 가용성을 보장하고 있다”라면서 “이는 혁신과 건전한 과학적 계획을 바탕으로 2071년 건국 100주년을 맞이하여 UAE를 세계 최고의 국가로 만드는 데 기여할 것”이라고 덧붙였다.

 ACWA파워의 모하마드 압둘라 아부나얀(Mr. Mohammad Abunayyan) 회장은 “ACWA 파워와 DEWA 간의 이번 계약은 우리와 UAE의 소중한 파트너 간의 강력한 협력의 또 다른 예이다. ‘하시안 SWRO 1단계 민자(IWP) 프로젝트’는 세계에서 가장 큰 플랜트가 될 것이며, 우리는 가장 낮은 수준의 물 요금에 대한 새로운 기록을 세웠다. 이 플랜트는 태양 에너지로 구동되는 역삼투압을 통해 매우 효율적으로 물을 담수화할 것”이라고 역설했다.

아부나얀 회장은 또한 “업계에서 다년간의 경험을 바탕으로 ACWA파워는 야심찬 목표를 가지고 있으며 혁신을 통해 지속적으로 기록을 경신하고 신기술을 사용하여 물 보안을 강화하는 것을 자랑스럽게 생각한다”라면서 “이 프로젝트를 통해 우리는 ‘두바이 청정 에너지 전략 2050(Dubai Clean Energy Strategy 2050)’을 달성하기 위한 파트너와의 약속을 재확인하고 있다”라고 강조했다.

DEWA and ACWA Power Sign Water Purchase Agreement and Shareholder Agreement for Phase 1 of the World’s Largest Solar Energy-Powered Desalination Plant

Dubai Electricity and Water Authority (DEWA), signed a 30-year Water Purchase Agreement (WPA) and a Shareholder Agreement with Saudi Arabia’s ACWA Power for phase 1 of the Hassyan Sea Water Reverse Osmosis (SWRO) desalination project using solar power  based on the Independent Water Producer (IWP) model. The project is part of DEWA’s efforts to increase its water desalination capacity to 730 MIGD by 2030, from 490 MIGD at present.  

The project aligns with Dubai’s unparalleled economic growth and the Emirate’s thriving construction sector. This complements the Dubai 2040 Urban Master Plan, addresses the substantial population growth, and meets the steadily increasing demand for water in domestic, commercial, and other consumer sectors.

The agreement was signed by HE Saeed Mohammed Al Tayer, MD & CEO of DEWA; and Mr. Mohammad Abunayyan, Founder and Chairman of ACWA Power. Officials from both entities were present.

Last August, DEWA announced ACWA Power as the 'Preferred Bidder' for the construction and operation of the 180 Million Imperial Gallon per Day (MIGD) Sea Water Reverse Osmosis Hassyan Phase 1 Independent Water Producer (IWP) project, with an investment of AED 3.357 billion (USD 914 million). 

The allocated land area for the project is 252,300 square metres. DEWA achieved a world record by receiving the lowest bid of 0.36536 USD/m³ of desalinated water. This project is the largest of its kind in the world for water production based on Sea Water Reverse Osmosis (SWRO) technology using solar energy.  It is DEWA’s first Independent Water Producer (IWP) model project. The water desalination capacity in Dubai is currently 490 MIGD. This capacity will increase to 670 MIGD in 2027 with the completion of this project.

We are building water production plants based on Sea Water Reverse Osmosis (SWRO) technology which require less energy than Multi-Stage Flash distillation (MSF) plants, making it a more sustainable choice for water desalination. By 2030, DEWA aims to produce 100% of desalinated water by a mix of clean energy and waste heat,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.

The Hassyan IWP will be the largest plant of its kind in the world, and we have set a new record for the lowest levelised water tariff. The plant will be highly efficient, desalinating water through reverse osmosis powered by solar energy.
