10월 6일 발표된 새로운 유니세프(UNICEF) 분석에 따르면, 기상 관련 재해로 인해 지난 6년 동안 44개 나라에서 4천310만 명의 어린이가 자국 내에서 강제로 이주된 것으로 나타났다. 이는 하루에 약 2만 명의 어린이가 살던 집을 떠난 것이다.

유니세프가 새로 발간한 ‘기후변화로 실향민이 된 아이들(Children Displaced in a Change Climate)’보고서는 홍수, 폭풍, 가뭄, 산불 등 자연재해로 인해 2016년에서 2021년 사이에 살던 집을 떠난 아이들의 수를 처음으로 세계적으로 분석한 것으로, 향후 30년 동안의 예측을 살펴볼 수 있다.

중국과 필리핀은 극한 기후에 노출되어 있고, 어린이 인구가 많고, 조기경보 및 대피 역량에 대한 진전으로 인해 절대적인 아동 난민이 가장 많이 기록한 국가 중 하나이다.

그러나, 어린이 인구의 규모에 비해 도미니카와 바누아투와 같은 작은 섬나라에 사는 어린이들은 태풍·폭풍의 영향을 가장 많이 받은 반면, 소말리아와 남수단의 어린이들은 홍수의 영향을 가장 많이 받은 것으로 나타났다.

유니세프의 캐서린 러셀(Catherine Russell) 상임이사는 “무서운 산불, 태풍·폭풍 또는 홍수가 그들이 사는 지역사회를 휩쓸면 모든 어린이는 두려움에 떨게 된다”라면서 “피난을 강요당한 사람들의 경우, 집으로 돌아갈지, 학교를 재개할지, 아니면 강제로 다시 이사해야 할 지에 대한 걱정으로 인해 두려움과 영향이 특히 치명적일 수 있다”고 말했다.

러셀 이사는 특히, “그들의 생명을 구했을 수도 있지만, 그것은 또한 매우 파괴적이다. 기후변화의 영향이 확대됨에 따라, 기후 주도의 운동도 마찬가지일 것이다. 우리는 아이들을 위한 이 고조되는 도전에 대응할 도구와 지식을 가지고는 있지만, 우리는 너무 느리게 행동하고 있다. 우리는 지역사회를 준비하고, 이주의 위험에 처한 아이들을 보호하고, 이미 위험에 처한 아이들을 지원하기 위한 노력을 강화할 필요가 있다”고 강조했다.

홍수와 태풍·폭풍은 부분적으로 더 나은 보고와 더 선제적인 대피로 인해 2016∼2021년 사이에 기록된 어린이 이주 수는 4천90만 명(95%)을 차지했다. 한편, 가뭄은 130만 명 이상의 어린이가 국내 강제로 이주되었다. 

소말리아는 다시 가장 큰 영향을 받은 국가 중 하나이며, 산불은 81만 명의 어린이들이 강제 이주를 당했는 데, 2020년에만 3분의 1 이상이 발생했다. 캐나다, 이스라엘 및 미국 등이 가장 많이 기록했다.

재해 발생 시 또는 선제 대피의 결과로 이사 결정이 강제되거나 갑작스럽게 이루어질 수 있다. 이러한 경우 생명은 구할 수는 있지만 많은 어린이는 여전히 집을 떠나거나 장기간 이주하는 위험과 어려움에 직면하는 경우가 많다.

특히 아동의 추가적인 이동에 대처할 수 있는 지역 역량이 경색되어 있는 분쟁과 빈곤과 같은 중복된 위기와 씨름하고 있는 국가에서 아동들은 이주 위험에 처해 있다.

예를 들어, 이미 재난과 관련된 아동 이주 위험이 높은 아이티는 또한 폭력과 빈곤으로 고통받고 있으며, 위험 완화와 대비에 대한 투자가 제한되어 있다. 모잠비크에서는 도시 지역을 포함하여 가장 가난한 지역사회들이 극단적인 날씨의 영향을 불균형적으로 받고 있다.

이 나라들은 미래의 이주 위험에 처한 취약한 아동의 수가 가장 많고, 대처 능력과 자금 조달이 제한되어 있어 위험 완화, 적응, 대비 노력과 자금 조달이 가장 시급한 나라들이다.

보고서는 내부 변위 모니터링 센터(Internal Displacement Monitoring Centre)에서 개발한 재해 변위 위험 모델을 사용, 현재 기후 데이터를 기준으로 강변 홍수로 인해 향후 30년 동안 거의 9천600만 명의 어린이가 집을 옮길 가능성이 있는 반면, 사이클론(태풍)과 폭풍 해일로 인해 같은 기간동안 각각 1천300만 명과 720만 명의 어린이를 이동시킬 가능성이 있다고 예측했다. 기후변화로 인해 기상현상이 더 자주 발생하고 더 심해지면 실제 수치는 더 높아질 것이 거의 확실하다.

유니세프는 가장 위기에 처한 국가의 정부와 협력하여 어린이들이 이동 위험에 더 잘 대비하고 최소화하기 위해 아동에 대응하는 재난 위험 감소 기후변화 적응 전략을 개발 및 실행하고 있으며, 이전, 도중, 이후에 어린이를 보호하고 도달할 수 있는 탄력 있고 이동 가능한 서비스를 설계하고 있다. 특히, 재해 발생 시 상황별 취약점을 해결하기 위한 솔루션도 제공하고 있다.

11월 두바이에서 열리는 제28차 유엔 기후변화협약 당사국회의(COP28) 기후변화 정상회의에서 정상들이 만날 준비를 하고 있는 가운데, 유니세프는 정부, 기부자, 개발 파트너 및 민간 부문이 미래의 이주 위험에 처한 어린이와 청소년들을 보호하고 그들과 그들의 지역사회를 준비하기 위해 다음과 같은 조치를 취할 것을 촉구하고 나섰다.

■ 보호(PROTECT) 교육, 건강, 영양, 사회보호 및 아동보호 서비스를 포함한 아동 필수 서비스가 이미 집에서 뿌리째 뽑힌 사람들을 포함하여 충격에 대응하고 휴대가 용이하며 포괄적인 서비스임을 보장함으로써 기후변화로 악화된 재난과 이주의 영향으로부터 아동과 청소년을 보호해야 한다.

■ 준비(PREPARE) 적응 능력과 회복력을 향상시키고 포괄적인 해결책을 찾는 데 참여할 수 있도록 함으로써 아동과 청년들이 기후가 변화한 세상에서 살 수 있도록 준비해야 한다.

■ 우선순위(PRIORITIZE) 이미 살던 집에서 이주된 사람들을 포함한 어린이와 젊은이들을 위해 재난 및 기후행동, 재정, 인도주의, 개발정책, 그리고 이미 일어나고 있는 미래에 대비하기 위한 투자에서 우선순위를 정해야 한다.

Weather-related disasters led to 43.1 million displacements of children over six years - UNICEF

River floods alone projected to displace almost 96 million children over next 30 years, new analysis shows

 

NEW YORK, 6 October 2023 - Weather-related disasters caused 43.1 million internal displacements of children in 44 countries over a six-year period - or approximately 20,000 child displacements a day - according to a new UNICEF analysis released today.

Children Displaced in a Changing Climate is the first global analysis of the number of children driven from their homes between 2016 and 2021 due to floods, storms, droughts and wildfires, and looks at projections for the next 30 years.

According to the analysis, China and the Philippines are among the countries that recorded the highest absolute numbers of child displacements, due to their exposure to extreme weather, large child populations and progress made on early warning and evacuation capacities. 

However, relative to the size of the child population, children living in small island states, such as Dominica and Vanuatu, were most affected by storms, while children in Somalia and South Sudan were most affected by floods.

“It is terrifying for any child when a ferocious wildfire, storm or flood barrels into their community,” said UNICEF Executive Director Catherine Russell. “For those who are forced to flee, the fear and impact can be especially devastating, with worry of whether they will return home, resume school, or be forced to move again.” 

“Moving may have saved their lives, but it’s also very disruptive. As the impacts of climate change escalate, so too will climate-driven movement. We have the tools and knowledge to respond to this escalating challenge for children, but we are acting far too slowly. We need to strengthen efforts to prepare communities, protect children at risk of displacement, and support those already uprooted.”

Floods and storms accounted for 40.9 million - or 95 per cent - of recorded child displacements between 2016 and 2021, due in part to better reporting and more pre-emptive evacuations. Meanwhile, droughts triggered more than 1.3 million internal displacements of children - with Somalia again among the most affected, while wildfires triggered 810,000 child displacements, with more than a third occurring in 2020 alone. Canada, Israel and the United States recorded the most.

Decisions to move can be forced and abrupt in the face of disaster, or as the result of pre-emptive evacuation, where lives may be saved but many children still face the dangers and challenges that come with being uprooted from their homes, often for extended periods.

Children are especially at risk of displacement in countries already grappling with overlapping crises, such as conflict and poverty, where local capacities to cope with any additional displacements of children are strained.

Haiti, for example - already at high risk of disaster-related child displacement - is also plagued by violence and poverty, with limited investment in risk mitigation and preparedness. While in Mozambique, it is the poorest communities, including those in urban areas, that are disproportionately affected by extreme weather. 

These are the countries - where the number of vulnerable children at risk of future displacement is the greatest and coping capacities and financing is limited - where risk mitigation, adaptation, preparedness efforts and financing are most urgent.

Using a disaster displacement risk model developed by Internal Displacement Monitoring Centre, the report projects riverine floods have the potential to displace almost 96 million children over the next 30 years, based on current climate data, while cyclonic winds and storm surges have the potential to displace 10.3 million and 7.2 million children respectively, over the same period. With more frequent and more severe weather events as consequence of changing climate, the actual numbers will almost certainly be higher.

UNICEF works with governments in countries most at risk to better prepare for and minimise the risk of displacement, develop and implement child-responsive disaster risk reduction climate change adaptation strategies, and design resilient and portable services to protect and reach children before, during and after disaster strikes, catering solutions to address context-specific vulnerabilities.

As leaders prepare to meet at the COP28 Climate Change Summit in Dubai in November, UNICEF urges governments, donors, development partners, and the private sector to take the following actions to protect children and young people at risk of future displacement and prepare them and their communities: 

- PROTECT : children and young people from the impacts of climate change-exacerbated disasters and displacement by ensuring that child-critical services - including education, health, nutrition, social protection and child protection services - are shock-responsive, portable and inclusive, including for those already uprooted from their homes.

- PREPARE : children and young people to live in a climate-changed world by improving their adaptive capacity and resilience, and enabling their participation in finding inclusive solutions.

- PRIORITIZE : children and young people - including those already uprooted from their homes - in disaster and climate action and finance, humanitarian and development policy, and investments to prepare for a future already happening.
