[미국] EPA, 푸에르토리코 전역 하수 인프라 개선 위해 5천200만달러 투자

미국 환경 보호청(EPA)은 푸에르토리코에 5천200만 달러 이상을 투자해 섬 전역에 깨끗한 물공급을 지원하고 있으며, 이 중 약 3천만 달러가 「초당적 인프라법」을 통해 지원되고 있다.

푸에르토리코의 청정수 주 회전 기금(Clean Water State Revolving Fund, CWSRF)은 오폐수 및 하수도 인프라 사업을 위해 지자체에 무이자 또는 저금리로 자금을 지원하다.

리사 가르시아(Lisa F. Garcia) EPA 지역 관리자는 “푸에르토리코 전역에서 EPA는 좋은 지역 일자리를 제공하는 현대적이고 회복력있는 인프라를 지원함으로써 지역사회에 투자하고 있다”며 “푸에르토리코의 수자원 인프라에 대한 EPA의 투자는 섬 전체의 오염을 줄이고 더 깨끗한 물공급을 위해 노력하는 것을 의미한다”고 말했다.

CWSRF 프로그램에 따라 EPA는 50개 모든 주와 푸에르토리코 지자체 하수 시설, 비점오염원 오염 제어, 분산형 하수 처리 시스템, 우수 유출 완화, 녹색 기반 시설, 하구 보호, 물재이용을 포함한 광범위한 수질 인프라 프로젝트에 대한 보조금을 제공한다.

51개의 CWSRF 프로그램은 하수 인프라 프로젝트에 저이자 또는 무이자 대출을 제공함으로써 환경 인프라 은행과 같은 기능을 수행한다. 주의 회전 대출 기금으로 돈이 상환됨에 따라 주에서는 우선 순위가 높은 수자원 인프라 프로젝트에 대해 다른 수혜자에게 새로운 대출을 제공한다. CWSRF는 대출, 부채 매입 차환 및 융자 보증 제공을 포함한 다양한 지원을 제공할 수 있다.

EPA Makes $52 Million Investment to Support Wastewater Infrastructure Improvements Across Puerto Rico

The U.S. Environmental Protection Agency (EPA) is awarding Puerto Rico over $52 million to support cleaner water across the Island, of which almost $30 million is funding through the Bipartisan Infrastructure Law. Puerto Rico’s Clean Water State Revolving Fund (CWSRF) provides interest-free or low-interest rate financing for wastewater and sewer infrastructure projects to municipalities. A variety of projects are eligible for financing, including construction or restoration of sewers and wastewater treatment facilities and piping, stormwater management projects and habitat restoration and protection projects.

“Across Puerto Rico, EPA is investing in communities by supporting modern, stronger and more resilient infrastructure, which also provide good local jobs,” said EPA Regional Administrator Lisa F. Garcia.  “EPA’s investment in Puerto Rico’s water infrastructure means less pollution and cleaner water across the island.”

Under the CWSRF program, EPA provides grants to all 50 states plus Puerto Rico for a wide range of water quality infrastructure projects, including municipal wastewater facilities, nonpoint source pollution control, decentralized wastewater treatment systems, stormwater runoff mitigation, green infrastructure, estuary protection, and water reuse.

The 51 CWSRF programs function like environmental infrastructure banks by providing low or no interest loans for waste water infrastructure projects. As money is paid back into the state’s revolving loan fund, the state makes new loans to other recipients for high priority, water infrastructure projects.  CWSRF’s may offer a variety of assistance including loans, purchase of debt or refinance and provision of loan guarantees.
