[미국] EPA, 사르피 카운티에 중앙 집중식 하수 인프라 위해 4천500만달러 WIFIA 대출 발표

미국 환경보호청(EPA)은 지난 11월 14일 네브래스카주 동부에 위치한 사르피(Sarpy) 카운티 및 도시 하수청(Cities Wastewater Agency)에 4천500만 달러 규모의 「물인프라 금융 및 혁신법(Water Infrastructure Finance and Innovation Act, WIFIA)」 대출을 발표했다.

현재 남부 사르피 주민들은 중앙 집중식 하수 처리에 접근할 수 없다. 남부 사르피 하수 시스템 프로젝트는 EPA의 WIFIA 자금 지원을 통해 오마하시의 하수 시스템과 연결할 계획이다. 이 조치는 주민들과 환경을 잠재적인 하수 오염으로부터 더 잘 보호할 것으로 기대된다.

라디카 폭스(Radhika Fox) EPA 수자원 부국장은 “하수를 안전하게 관리하는 것은 지역사회가 건강하고 번영하기 위한 필수 조건이다"며 "EPA의 4천500만 달러 WIFIA 대출을 통해 약 20만 명의 주민이 안정적으로 하수 처리 서비스를 받을 수 있게 된다"고 밝혔다. 그는 이어 "이 프로젝트는 공중 보건과 환경을 보호하는 동시에 주택 소유자의 비용을 절감할 것"이라며 “물인프라 개선은 바이든 대통령의 미국 투자 어젠다의 핵심이다. WIFIA 프로그램 외에도 EPA는 「초당적 인프라법」에 따라 상하수 및 우수 관리를 개선하는 동시에 좋은 지역 일자리를 창출하기 위해 500억 달러를 투자하고 있다”고 덧붙였다.

남부 사르피 하수 시스템 프로젝트는 처리를 위해 하루에 약 1천300만 갤런의 하수를 운반하는 새로운 하수 이송 시스템을 설치할 예정이다. 이 프로젝트는 기후 탄력성을 갖도록 설계됐다. 리프트 스테이션은 100년 홍수 빈도 위에 건설될 것이며, 심각한 기상 상황 동안 사용할 수 있는 백업 엔진 발전기를 갖출 예정이다. 사르피 카운티와 도시 하수청은 WIFIA 대출을 통한 자금 조달을 통해 약 1천500만 달러를 절약하고 인프라에 투자하여 약 450개의 일자리를 창출할 것이다.

EPA의 WIFIA 프로그램은 설립 이후 상하수 및 우수 인프라를 강화하는 동시에 13만5천 개 이상의 일자리를 창출하는 110개 이상의 프로젝트를 지원하기 위해 190억 달러의 자금 조달을 발표했다.

EPA Announces $45 Million WIFIA Loan to Provide Centralized Wastewater Infrastructure in Sarpy County, Nebraska

 

Today, the U.S. Environmental Protection Agency (EPA) announced a $45 million Water Infrastructure Finance and Innovation Act (WIFIA) loan to the Sarpy County and Cities Wastewater Agency in eastern Nebraska.

Currently, residents of southern Sarpy County lack access to centralized wastewater treatment. With EPA’s WIFIA financing, the South Sarpy Wastewater System Project will connect residences and businesses to the city of Omaha’s wastewater system. This action will better protect residents and the environment from potential wastewater contamination.

“Safely managing wastewater is essential to healthy, thriving communities. With EPA’s $45 million WIFIA loan, nearly 200,000 residents will be connected to reliable wastewater treatment. This project will reduce costs for homeowners while protecting public health and the environment,” said EPA Assistant Administrator for Water Radhika Fox. “Upgrading water infrastructure is central to President Biden’s Investing in America Agenda. In addition to the WIFIA program, EPA is investing $50 billion under the Bipartisan Infrastructure Law to improve drinking water, wastewater, and stormwater management while creating good-paying local jobs.”

The South Sarpy Wastewater System Project will install a new wastewater transmission system that will move nearly 13 million gallons of wastewater per day for treatment. The project is designed to be climate-resilient – lift stations will be constructed above the 100-year flood elevation and will feature backup engine generators for use during significant weather events. The Sarpy County and Cities Wastewater Agency will save approximately $15 million by financing with a WIFIA loan and investing in its infrastructure will create approximately 450 jobs.

"Southern Sarpy County is a critical frontier for economic opportunity in our region and the state of Nebraska," said Don Kelly, Sarpy County commissioner and chairman of the Sarpy County and Cities Wastewater Agency. “This investment from the WIFIA program will accelerate a once-in-a-generation infrastructure project to support that growth, and we couldn't be more excited to partner with the EPA on this effort.”

Since its creation, EPA’s WIFIA program has announced $19 billion in financing to support more than 110 projects that are strengthening drinking water, wastewater, and stormwater infrastructure while creating over 135,000 jobs.
