[미국] 바이든 행정부, '국립빗물센터' 설립 위한 보조금 300만달러 지원

바이든 대통령의 '인베스팅 인 아메리카(Investing in America)' 아젠다의 일환으로 미국 환경보호청(EPA)은 미국의 빗물 인프라 솔루션을 확장하기 위한 센터(Centers of Excellence for Stormwater Infrastructure Technologies) 보조금 프로그램을 통해 최대 300만 달러를 지원한다고 발표했다.

EPA는 바이든 대통령의 「초당적인프라법」에 의해 가능해진 국립 빗물 인프라 기술 센터(Centers of Excellence for Stormwater Infrastructure Technologies)를 설립하기 위한 신청자를 모집하고 있다.

빗물은 쓰레기, 화학물질, 기름, 침전물 등 다양한 오염물질을 인근 수로로 옮길 수 있어 수질오염의 중요한 원인이다. 또한 빗물은 합류식 하수관거에서 가정 및 산업 폐수와 섞여 하수도가 범람하는 원인이 될 수 있다.

국립 빗물 센터는 신규 및 신흥 빗물관리 인프라 기술 및 대체 자금 지원 방법에 대한 연구를 수행하고 주, 부족 및 지방 정부에 기술 지원을 제공하며 지역 기관과 협력하여 우수 사례를 개발하고 개선할 것이다.

라디카 폭스(Radhika Fox) EPA 수자원국 부국장은 "빗물 기반시설을 개선하는 것은 지역사회와 생태계가 미래에 탄력을 받을 수 있도록 돕는 데 중요하다"면서 "바이든 대통령의 인베스팅 인 아메리카 아젠다로 EPA는 인프라에 대한 새로운 투자와 그들의 요구를 충족하기 위한 기술과 솔루션에 대한 최신 연구 및 모범 사례를 모두 지원함으로써 홍수를 줄이고 지역 수질을 개선하는 데 도움이 되는 센터(Centers of Excellence)를 설립할 수 있게 됐다"고 말했다

그웬 무어(Gwen Moore) 미 하원의원은 "밀워키는 최첨단 기술을 지원하는 증가하는 깨끗한 물 경제의 중심지이다. 국립 빗물 센터 프로그램은 특히 기후 변화가 더 강한 폭우를 초래할 수 있기 때문에 지역 수로를 오염시킬 수 있는 빗물 유출로부터 우리의 공동체를 더 잘 보호하도록 전국의 기관에서 중요한 물 연구 노력에 자금을 지원할 것:이라고 말했다.

크리스 파파스(Chris Pappas) 하원의원은 "뉴햄프셔와 전국적으로 노후화된 빗물 관리 시스템은 지역사회의 회복탄력성 저하와 공중보건 위험 증가로 이어질 수 있다"면서 "국립 빗물 센터 프로그램을 초당적 기반시설법에 포함시키기 위해 싸웠고 매년 세출 절차를 통해 자금을 확보해 빗물 관리 기술 연구개발을 지원하고 조정할 수 있도록 했다"며 "이 센터들은 기후 회복탄력성을 높이고 지역사회의 수질을 보호하는 데 도움이 될 것"이라고 말했다

많은 지역사회들은 필요한 기반시설의 건설, 운영 및 유지와 관련된 한정된 비용과 지난 세기의 비와 폭우 패턴에 맞는 시스템이 구축되었기 때문에 빗물 문제를 해결하기 위해 고군분투하고 있다. 게다가 전국의 많은 지역사회들은 효과적으로 빗물 관리 솔루션을 구현하기 위해 실용적인 빗물 관리 기술과 빗물 관리 기술에 대한 과학적인 이해가 필요하다.

이 보조금 프로그램은 공중 보건 및 소중한 수로를 보호하고 지역 사회의 새로운 녹색 일자리를 창출하기 위해 전국의 상하수도 및 빗물 기반 시설 솔루션에 500억 달러 이상을 투자하는 「초당적인프라법」에 의해 가능해졌다.

EPA is seeking applications to establish National Stormwater Centers that will develop stormwater solutions

 

As part of President Biden’s Investing in America agenda, the U.S. Environmental Protection Agency (EPA) announced the availability of $3 million through its Centers of Excellence for Stormwater Infrastructure Technologies grant program to expand stormwater infrastructure solutions across the country.

EPA is seeking applicants to establish national Centers of Excellence for Stormwater Infrastructure Technologies, made possible by President Biden’s Bipartisan Infrastructure Law. Eligible applicants for the funding include institutions of higher education, research institutions, and nonprofit organizations.

Stormwater is a significant source of water pollution as it can collect various pollutants including trash, chemicals, oils and sediment and move them to nearby waterways. When mixed with domestic and industrial wastewater in combined sewers, stormwater can also contribute to combined sewer overflows during heavy storm events.

Once selected, the Stormwater Centers of Excellence will develop and enhance stormwater best practices by conducting research on new and emerging stormwater control infrastructure technologies and alternative funding approaches; providing technical assistance to state, Tribal and local governments; and collaborating with regional institutions.  

“Climate stress is often felt as water stress, and improving stormwater infrastructure is critical to helping communities and ecosystems be resilient for the future,” said EPA Assistant Administrator for Water Radhika Fox. “President Biden’s Investing in America agenda has enabled EPA to establish Centers of Excellence to help reduce flooding and improve local water quality by supporting both new investments in infrastructure and the latest research and best practices on technologies and solutions to meet their needs.”

“Milwaukee is home to a growing clean water economy that is supporting cutting edge technologies. The National Stormwater Centers of Excellence program will fund vital water research efforts in institutions across the country, helping us better protect our communities from stormwater runoff that can pollute local waterways, especially as changing climate may result in stronger storms. I have supported this initiative because I understand how this important research and development, which our region is leading, has the potential to help us meet water challenges and support jobs and innovation here in Wisconsin,” said Congresswoman Gwen Moore (WI-04).  

“In New Hampshire and across the country, outdated and inadequate stormwater management systems can lead to less resilient communities and increased public health risks,” said Congressman Chris Pappas (NH-01). “I fought to include the National Stormwater Centers of Excellence program in the bipartisan infrastructure law and secured funding through the annual appropriations process so that we can support and coordinate research and development in stormwater control technology. These centers will help increase climate resiliency and safeguard water quality in our communities.”

Many communities struggle to address stormwater issues because of the costs associated with construction, operation and maintenance of the necessary infrastructure, and because their systems were built for the rain and storm patterns of the last century. In addition, a number of communities across the nation need practical stormwater technologies and the scientific understanding of those technologies to effectively implement stormwater management solutions.

The Centers of Excellence for Stormwater Infrastructure Technologies grant program was made possible by the Bipartisan Infrastructure Law, which also invests more than $50 billion in water, wastewater and stormwater infrastructure solutions across the country to protect public health and treasured waterways and create new green opportunities for communities.

In addition to the new Centers for Excellence, funding will also support the creation of a national electronic clearinghouse that contains information relating to new and emerging stormwater control infrastructure technologies.
