글로벌 구호단체인 기아대책행동(Action Against Hunger)은 『2024년 물 자금 격차 보고서(2024 Water Funding Gap report)』를 3월 19일 발표했다. 그 결과  2023년 전 세계적으로 물 및 위생 관련 자금 요청 중 36%만 충족되어 64%의 격차가 발생한 것으로 나타났다.

이처럼 전 세계적으로 원조가 줄어들고 있음에 따라 지원의 필요성은 점점 더 커지고 있다. 전 세계적으로 36억 명의 사람들이 적절한 위생시설이 부족하고 수인성 질병에 취약하여 생명을 위협하는 영양실조에 더욱 취약해지고 있다.

3월 22일, ‘세계 물의 날(World Water Day)’을 맞아 공개된 이 보고서는 유엔(UN) 인도주의 시스템을 통해 WASH(Water, Sanitation, Hygiene : 물, 위생, 보건증진) 프로그램에 대한 재정 지원을 요청하는 가장 시급한 국가들의 데이터를 조사했다.

기아대책행동(Action Against Hunger)의 CEO인 찰스 오워바(Charles Owubah) 박사는 “기후 위기는 가뭄과 홍수를 가속화하고 있으며, 전 세계의 수백만 명에게 안전하고 깨끗한 물을 더욱 부족하게 만들고 있다”라면서 “이 보고서는 더 큰 조치가 필요하다는 것을 강조하고 있다”고 말했다.

오워바 박사는 특히 “세계 공동체는 UN 지속가능 개발 목표6(SDG6)를 달성하기 위해 물과 위생 프로그램에 대한 진전을 4배로 늘릴 필요가 있다. 그러나 『2024년 물 자금 격차 보고서(2024 Water Funding Gap report)』는 WASH 프로그램에 대한 일관되지 않고 신뢰할 수 없는 자금지원의 패턴을 보여준다”고 강조했다.

WASH(물, 위생, 보건증진) 자금의 절실한 필요성과 함께 전 세계적으로 콜레라(cholera)가 급증하고 있으며, 45초마다 새로운 사례가 발생하고 2023년에는 4천 명 이상의 사망자가 보고되었다.

콜레라는 비브리오 콜레라균(bacterium Vibrio cholerae)에 의해 발생하는 감염으로, 음식과 물 공급에 스며들 수 있다. 일반적으로 안전하고 깨끗한 물 공급원에 대한 접근이 부족한 인구에게 영향을 미친다.

이로 인해 난민 캠프에서 시골 마을에 이르기까지 사람들이 붐비고 비위생적인 환경에 갇힌 사람들이 수인성 질병에 걸릴 가능성이 더 높아졌다.

기아대책행동(Action Against Hunger)의 기술 서비스 책임자인 토비아스 스틸맨(Tobias Stillman)은 “콜레라는 불평등의 질병으로 알려져 있다. 예방하고 치료할 수 있음에도 불구하고, 그것은 가난과 기아에 직면한 가족들에게 죽음을 의미할 수 있다”라면서 “긴급한 인도주의적 지원이 없다면, 취약계층의 사망자 수는 계속 증가할 것”이라고 강조했다.

치료는 일반적으로 간단하지만, 콜레라가 번성하는 기본적인 의료 서비스에 대한 접근은 생명을 위협하는 도전이다. WASH 자금지원 증가와 같은 국제사회의 일치된 대응이 없다면, 콜레라와 다른 수인성 질병으로 인한 사망자 수는 계속 증가할 것이다.

콜레라가 증가하고 있는 국가로는 서반구(Western Hemisphere, 중남미)에서 가장 가난한 국가인 아이티, 유래없는 폭력과 기아를 겪고 있는 아프리카 수단, 그리고 경제적 붕괴와 기반시설 파괴, 그리고 광범위한 기아로 이어지는 12년간의 갈등을 겪고 있는 시리아가 있다.

『2024년 물 자금 격차 보고서(2024 Water Funding Gap report)』는 아프가니스탄, 부르키나 파소, 부룬디, 카메룬, 중앙아프리카공화국, 차드, 콜롬비아, 콩고민주공화국(DRC), 엘살바도르, 에티오피아, 과테말라, 아이티, 온두라스, 케냐, 레바논, 리비아, 마다가스카르, 말라위, 말리, 모잠비크, 미얀마, 니제르, 나이지리아, 점령 팔레스타인 지역, 파키스탄, 소말리아, 남수단, 수단, 시리아 아랍 공화국, 튀르키예, 우크라이나, 베네수엘라, 예멘 등 33개국의 물 관련 자금지원 호소를 살펴보았다.

이 보고서에 따르면 물 관련 자금지원 호소 이행률은 최저 0.7%(엘살바도르)에서 최고 212.5%로 매우 다양하며, 이는 2023년 가을에 위생 기반 시설에 손상을 입힌 심각한 홍수 이후 리비아의 긴급 호소에 대응한 것이다. 2023년 물 및 위생 관련 호소를 모두 완전히 충족시키려면 19억 달러가 추가로 필요한 것으로 조사됐다.

이 보고서는 2023년 WASH 프로그램의 전반적인 자금 수준과 2022년 ‘위기(crisis)’ 수준의 기아를 경험한 국가에 대한 자금지원을 모두 고려했다(『2024 기아 자금 격차 보고서』 참조). 놀랍게도, 물과 기아 사이의 깊은 연관성에도 불구하고, 2022년 ‘위기’ 수준의 기아를 경험한 17개국에서 2023년 물 관련 자금지원이 완전히 충족되지 않았다.

미국 기아대책위원회(Action Against Hunger US.)의 미셸 브라운(Michelle Brown) 부국장은 “우리는 더 큰 기아 부담이 물 프로그램에 더 큰 자금을 지원하는 결과를 초래하지 않는다는 것을 발견했다”라면서 “20억 명의 사람들에게 안전한 식수에 대한 접근의 부족은 ‘세계 물의 날’만의 문제가 아니라 매일의 일이다“라고 역설했다.

이 보고서는 유엔 인도주의업무조정국(OCHA) 재정 추적 서비스와 통합식량안보 단계분류 인구 추적 도구(Integrated Food Security Phase Classification Population Tracking Tool)에 대한 기아대책의 분석을 반영하고 있다.

Cholera on Rise as New Analysis Finds Only 36% of 2023 World Water Needs Met

In Advance of World Water Day, Action Against Hunger Calls for Support to Close the Water Funding Gap

Action Against Hunger today released the 2024 Water Funding Gap report, finding that globally, only 36% of appeals for water- and sanitation-related funding were met in 2023, leaving a 64% gap. 

Despite dwindling aid, the need for assistance is intensifying - 3.6 billion people worldwide lack adequate sanitation, and are susceptible to water-borne diseases, rendering them even more vulnerable to life-threatening malnutrition. 

The report, released in advance of World Water Day on March 22, examines data from countries with the most urgent needs seeking financial support for water, sanitation, and hygiene (WASH) programs through the UN humanitarian system.

“The climate crisis is accelerating droughts and floods, making safe, clean water even more scarce for millions around the world. This report underscores that greater action is needed,” said Dr. Charles Owubah, CEO of Action Against Hunger.

 “The global community needs to quadruple its progress on water and sanitation programs to meet UN Sustainable Development Goal (SDG) 6. However, the 2024 Water Funding Gap report shows a pattern of inconsistent and unreliable funding for WASH programs.”

Alongside the dire need for WASH funding is an upsurge in cholera worldwide, with a new case every 45 seconds and more than 4,000 deaths reported in 2023. Cholera is an infection caused by the bacterium Vibrio cholerae, which can seep into food and water supplies, typically impacting populations that lack access to safe and clean water sources. 

This makes people trapped in crowded and unsanitary conditions, from refugee camps to rural villages, more likely to contract the waterborne disease.

“Cholera is known as the disease of inequity. Despite being preventable and treatable, it can mean death for families facing poverty and hunger,” said Tobias Stillman, Director of Technical Services at Action Against Hunger. “Without urgent humanitarian intervention, the death toll will continue to rise among these vulnerable populations.”

While treatment is typically straightforward, access to even rudimentary health care is a life-threatening challenge where cholera thrives. Without a concerted response from the international community, such as increased WASH funding, the death tolls from cholera and other waterborne diseases will continue to rise. 

Countries seeing a rise in cholera include Haiti, the poorest country in the Western Hemisphere; Sudan, which is experiencing unparalleled violence and hunger; and Syria, which has experienced 12 years of conflict leading to economic collapse, destroyed infrastructure, and widespread hunger.

The new Water Funding Gap report looked at water-related funding appeals in 33 countries including: Afghanistan, Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, Colombia, Democratic Republic of Congo (DRC), El Salvador, Ethiopia, Guatemala, Haiti, Honduras, Kenya, Lebanon, Libya, Madagascar, Malawi, Mali, Mozambique, Myanmar, Niger, Nigeria, Occupied Palestinian Territory, Pakistan, Somalia, South Sudan, Sudan, Syrian Arab Republic, Turkey, Ukraine, Venezuela, and Yemen.

The report revealed that fulfillment of water-related funding appeals varies widely, from a low of 0.7% (El Salvador) to a high of 212.5%, which came in response to Libya’s emergency appeal following severe floods that damaged sanitation infrastructure in the fall of 2023.  It would take an additional $1.9 billion to fully satisfy all 2023 water-and sanitation-related appeals.

The report considered both the overall funding levels of WASH programs in 2023 as well as funding for countries that experienced “crisis” levels of hunger in 2022 (see 2024 Hunger Funding Gap Report). Strikingly, despite the deep connection between water and hunger, no 2023 water-related funding appeals were wholly met across 17 countries that experienced “crisis” levels of hunger in 2022.

“We found that a greater hunger burden does not result in greater funding for water programs,” said Michelle Brown, Associate Director of Advocacy for Action Against Hunger USA.

“For two billion people, a lack of access to safe drinking water isn’t just an issue on World Water Day, it’s every day.”
