미국 내무부(Department of the Interior)는 18개 주(州)와 컬럼비아 특별지구(District of Columbia, 워싱턴 D.C.)에서 지역 주도로 29개의 지형 복원 프로젝트를 통해 미국의 국토와 수역을 복원하기 위한 바이든 대통령의 '인베스팅 인 아메리카(Investing in America)' 아젠다로부터 약 1천100만 달러의 투자를 발표했다.

「초당적인프라법」의 투자는 지난 달 발표된 1억5천700만 달러 이상을 기반으로 하며, 이번 발표로 「초당적인프라법」 섹션 40804조의 5억 달러 이상이 바이든 행정부 하에서 생태계 복원에 초점을 두게 됐다.

이 작업은 2030년까지 미국 국토와 수역의 30%를 보존하고 복원하는 최초의 목표를 설정한 바이든 대통령의 아름다운 미국 이니셔티브(America the Beautiful initiative)을 지원한다. 10년 동안 현지에서 주도되고 국가적 규모로 확장된 이 이니셔티브는 미국인이 의존하고 있는 국토, 수역과 야생동물을 보호, 보존, 연결 및 복원하려는 노력을 가속화한다.

내무부는 바이든 대통령의 인베스팅 인 아메리카 아젠다를 통해 미국인들이 미국의 국토와 수역을 복원하고 중요한 회복탄력성을 구축하는 데 힘쓰도록 하기 위해 5년간 총 20억 달러의 신규 투자를 관리하고 있다. 이러한 역사적인 투자를 안내하기 위해, 2023년 4월, 내무부는 조정을 촉진하고 기존 프로그램과 이니셔티브 전반에 걸쳐 변혁적 결과를 이끌어내기 위한 복원 및 회복 프레임워크를 공개했다.

이 프레임워크에는 클라마스 유역, 염습지 및 노지풀 지역 복원, 연어, 들소 및 하와이 숲 새들의 서식지 지원, 강력한 토종 종자 공급망 보장 및 침입종 관리를 통해 애팔래치아(Appalachia)의 삶의 질을 개선하고 토종 식물 군집을 복원하는 등 기후 변화 영향을 해결하기 위한 9개의 핵심적인 돌 보존 이니셔티브에 대한 약속이 포함되어 있다.

이번에 발표된 투자금은 2024 회계연도의 프로젝트를 지원하고 인디언 사무국(Bureau of Indian Affairs), 토지 관리국(Bureau of Land Management), 연방국토개발국(Bureau of Reclamation), 미국 국립공원관리청(National Park Service), 하와이 원주민 관계국, 미국 어류 및 야생 동물 관리국(U.S. Fish and Wildlife Service)이 관리한다.

투자금은 18개 주와 컬럼비아 특별구에서 29개 프로젝트에 자금을 지원할 예정이며, 여기에는 다음과 같은 프로젝트가 포함된다.

- 알래스카의 공동 관리 및 연어 보존 촉진

- 하와이의 하와이 산림 조류 보존을 위한 하와이 원주민 생물 문화적 참여에 대한 투자

- 애팔래치아의 6개 공원의 농경지와 황폐화된 토지를 토종 초원 생태계로 전환하여 환경 보건 및 생태계 서비스 개선

- 오클라호마, 미네소타 및 사우스 다코타 전역의 초원 및 문화 자원을 복원

- 버지니아 주 친코티그 국립 야생동물의 82에이커에 달하는 염습지를 활성화하고 동해안의 다른 지역에서도 추가적인 염습지 복원 추진

- 캘리포니아, 콜로라도, 아이다호, 몬태나 및 와이오밍의 코어 세이지 브러시 지역 복원

- 클라마스강 유역의 가뭄 회복력 및 멸종위기종과 습지, 하천, 강가 서식지 복원

- 애리조나와 몬태나에 탄력적인 담수 시스템을 구축하여 수 마일에 걸친 하천을 재개하고 침입종 관리

Interior Department Invests Nearly $11 Million from President Biden’s Investing in America Agenda to Restore Lands and Waters

 

The Department of the Interior today announced a nearly $11 million investment from President Biden’s Investing in America agenda to restore our nation’s lands and water through 29 locally led, landscape-scale restoration projects across 18 states and the District of Columbia.

The investment from the Bipartisan Infrastructure Law builds on more than $157 million announced last month. With today’s announcement, over half a billion from section 40804 of the Bipartisan Infrastructure Law has now been committed for ecosystem restoration under the Biden-Harris administration. 

This work supports the President’s America the Beautiful initiative, which set the nation’s first-ever goal to conserve and restore 30 percent of U.S. lands and waters by 2030. The 10-year, locally led and nationally scaled initiative lifts up efforts to protect, conserve, connect and restore the lands, waters and wildlife upon which we all depend.

In his first two years in office, President Biden invested more dollars in conservation than any other President in a two-year period, and he is on track to conserve more lands and waters than any President in history.

This historic funding also advances President Biden’s Justice40 Initiative, which sets the goal that 40 percent of the overall benefits of certain federal investments flow to disadvantaged communities that have been historically marginalized by underinvestment and overburdened by pollution. 

“At a time when tackling the climate and biodiversity crises could not be more critical, these investments in clean water, clean air, wildlife habitat, cultural resources and open spaces will benefit people, wildlife and local economies for generations to come,” said Secretary Deb Haaland. “Today’s investments from the President’s Investing in America agenda will support nature-based solutions across the country, from conserving salmon in Alaska and restoring sagebrush and grassland ecosystems to revitalizing salt marshes along the east coast.” 

Through President Biden’s Investing in America agenda, the Interior Department is stewarding a combined $2 billion over five years in new investments to put people to work restoring our nation’s lands and waters and building critical resilience.

To guide these historic investments, in April 2023, the Department unveiled the Restoration and Resilience Framework to catalyze coordination and drive transformational outcomes across existing programs and initiatives.

The framework includes a commitment to nine keystone conservation initiatives that address climate change impacts, including restoring the Klamath Basin, salt marshes and core sagebrush areas; supporting habitat for salmon, bison and Hawaiian forest birds; improving the quality of life in Appalachia and restoring native plant communities by ensuring a robust native seed supply chain and managing invasive species.

Investments from today’s announcement will support projects in fiscal year 2024 and will be stewarded by the Bureau of Indian Affairs, Bureau of Land Management, Bureau of Reclamation, National Park Service, Office of Native Hawaiian Relations, and U.S. Fish and Wildlife Service.

Investments will fund 29 projects in 18 states and the District of Columbia, including projects to:   

- Advance co-stewardship and salmon conservation in Alaska; 

- Invest in Native Hawaiian Biocultural engagement for Hawaiian Forest Bird Conservation in Hawaii; 

- Convert agricultural and degraded lands in six parks in Appalachia into native grassland ecosystems, improving environmental health and ecosystem services; 

- Restore grasslands and cultural resources across Oklahoma, Minnesota and South Dakota, including through a nearly $2 million investment for embankment repairs at the Kiowosay Wildlife of the Red Lake Nation; 

- Revitalize 82 acres of tidal salt marshes in Chincoteague National Wildlife in Virginia and advance additional salt marsh restoration efforts in other areas along the East Coast; 

- Restore core sage brush areas in California, Colorado, Idaho, Montana and Wyoming;    

- Restore wetland, stream, and riparian habitats for drought resiliency and threatened and endangered species in the Klamath River Basin; and  

- Build resilient freshwater systems in Arizona and Montana, reopening miles of streams and managing invasive aquatic species.
