공사 규모 33억7천700만 AED(1조2천689억원)…DEWA·ACWA파워 공동발표

두바이 수전력청(Dubai Electricity and Water Authority, DEWA)과 사우디아라비아 아쿠아파워(ACWA Power)는 하루 생산 규모가 180MIGD(약 81만8천280㎥/일, 1MIGD는 4천546㎥/일)인 ‘하산 해수역삼투압 담수화 프로젝트(hassan seawater reverse osmosis desalination project)’의 재정 조달을 마감했다고 4월 17일 발표했다.

하산 해수 역삼투압(SWRO) 담수화 프로젝트는 두바이의 물 담수화 능력을 향상시키기 위한 DEWA 전략의 핵심 요소로, 33억7천700만 AED(약 1조2천689억 원)이 투자된 민자사업(Independent Water Producer, IWP) 모델에 따른 RO 기술을 사용한 세계 최대 규모의 프로젝트이다.

사이드 모하메드 알 테이어(Saeed Mohammed Al Tayer) 두바이 수전력청(DEWA) CEO는 “DEWA는 UAE 부통령 겸 총리이자 두바이 통치자인 셰이크 모하메드 빈 라시드 알 막툼(Sheikh Mohammed bin Rashid Al Maktoum) 전하의 비전과 지시에 따라 두바이의 점진적인 개발에 부합하고 포괄적인 지속 가능한 개발 계획과 ‘두바이 도시 계획 2040(Dubai Urban Plan 2040)’의 요구사항을 충족하면서 증가하는 전기 및 수도 서비스 수요를 충족하는 고급 통합 에너지 및 수도 인프라를 개발하는 데 전념하고 있다”고 말했다.

알 테이어 CEO는 특히 “지속 가능한 수단을 통해 두바이의 물 안보를 강화하겠다는 우리의 약속의 일환으로, 180 MIGD의 담수화된 물을 생산하는 것을 목표로 하는 ‘하산 전력·수도 복합단지(Hassyan Power and Water Complex)’의 재정적인 마무리에 성공적으로 도달했다”라면서 “이 계획은 자원 최적화와 최첨단 기술과 혁신적인 해결책의 채택을 강조하는 ‘두바이의 통합 물관리 전략 2030(Dubai’s Integrated Water Resources Management Strategy 2030)’을 지지한다”고 강조했다.

알 테이어 CEO는 이어 “자연 및 비상상황에서 지속 가능하고 지속적인 물 접근을 보장하는 것을 목표로 하는 ‘아랍에미레이트 물안보 전략 2036(UAE Water Security Strategy 2036)’을에 요약된 바와 같이 물안보가 국가적 우선 순위이다”라고 설명했다.

해수담수화를 위한 재생 에너지 사용은 UAE 기관들에게 국가적인 우선순위이며, 재생 가능하고 깨끗한 에너지원을 수용하는 UAE의 리더십을 강조하고 있다.

알 테이어(Al Tayer) CEO는 이 프로젝트가 미래 세대를 위해 환경을 보호하고 보존하려는 UAE의 지속 가능성 2024 목표도 지지한다고 언급했다. 또한 2050년까지 청정 에너지원에서 에너지 생산 능력의 100%를 제공하는 것이 ‘두바이 청정 에너지 전략 2050(Dubai Clean Energy Strategy 2050)’ 및 ‘두바이 탄소중립 전략 2050(Dubai Net Zero Carbon Emission Strategy 2050)’과 일치한다고 밝혔다.

DEWA는 해수 역삼투압(seawater reverse osmosis, SWRO) 기술을 기반으로 식수생산 시설을 건설하고 있는데, 이는 다단계 증류 플랜트(multi-stage distillation plant)보다 적은 에너지를 필요로 하기 때문에 담수화를 위한 보다 지속 가능한 옵션이 된다. DEWA는 2030년까지 깨끗한 에너지와 폐열로 담수화된 물을 100% 생산하는 것을 목표로 하고 있다.

아크와 파워(ACWA Power)의 설립자이자 이사회 의장(회장)인 모하마드 아부나얀(Mohammad Abunayyan)은 “아랍에미리트의 존경받는 파트너들과 힘을 합쳐 2030년까지 청정 에너지와 폐열 혼합물로부터 담수의 100%를 생산하겠다는 두바이의 야심찬 계획에 결정적인 역할을 할 이 야심찬 프로젝트의 자금 조달을 마무리하게 된 것을 자랑스럽게 생각한다”라고 말했다.

아부나얀 회장은 이어 “이 파트너십은 ‘두바이 청정에너지 전략 2050(Dubai’s Clean Energy Strategy 2050.)’에 기여하기 위한 약속의 일환으로 DEWA와 협력하여 운영 및 관리하는 유익한 프로젝트의 모델이 된다”고 덧붙였다.

모하마드 아부나얀 회장은 특히 “두바이의 하산 전력·수도 복합단지(Hassyan Power and Water Complex)에서 재생 에너지로 완전히 구동되는 세계 최초의 플랜트에 대해 담수화된 물에 대한 가장 낮은 관세뿐만 아니라 가장 에너지 효율적인 역삼투압(RO) 기술에 대한 세계 기록을 세웠다”라고 강조했다.

DEWA and ACWA Power reach financial close of the 180 MIGD Hassyan Seawater Reverse Osmosis Independent Water Producer Project

 

Dubai Electricity and Water Authority (DEWA) and Saudi Arabia’s ACWA Power have announced the financial closing of the 180 million imperial gallons per day (MIGD) seawater reverse osmosis (RO) desalination project in Hassyan. 

This project is a key component of DEWA’s strategy to enhance Dubai’s water desalination capacity. It is the world’s largest project of its kind using RO technology under the Independent Water Producer (IWP) model, with an investment of AED 3.377 billion.

“In alignment with the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, DEWA is committed to developing an advanced and integrated energy and water infrastructure that aligns with Dubai’s progressive development and caters to the increasing demand for electricity and water services while meeting the requirements of comprehensive sustainable development plans and the Dubai Urban Plan 2040. As part of our commitment to enhancing water security in Dubai through sustainable means, we have successfully reached the financial close for the Hassyan Complex project, aimed at producing 180 MIGD of desalinated water. This initiative supports Dubai’s Integrated Water Resources Management Strategy 2030, which emphasises resource optimisation and the adoption of cutting-edge technologies and innovative solutions,” said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.

Al Tayer explained that water security is a national priority as outlined in the UAE Water Security Strategy 2036, which aims to ensure sustainable and continuous access to water during natural and emergency conditions. 

The use of renewable energy for seawater desalination is a national priority for UAE organisations, underscoring the country’s leadership in embracing renewable and clean energy sources.

Al Tayer noted that the project also supports the UAE’s Sustainability Year 2024 objectives to protect and preserve the environment for future generations. It is also in line with the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050 to provide 100% of the energy production capacity from clean energy sources by 2050. 

DEWA is building water production plants based on seawater reverse osmosis technology, which requires less energy than multi-stage distillation plants, making it a more sustainable option for desalination. By 2030, DEWA aims to produce 100% of desalinated water with clean energy and waste heat.
