핀란드의 고용경제부(Ministry of Employment and the Economy)는 핀란드 원자력 사업자가 2012년 말까지 총 21억6,000만 유로(미화 약 27억7,000만 달러 또는 한화 약 3조1,000만원)를 폐기물 처분과 제염해체 활동을 위한 폐기물 관리 기금으로 확보했다고 발표했다.

2011년 말까지 핀란드의 폐기물 관리 기금은 총 21억 유로(미화 약 27억 달러 또는 한화 약 3조 원)에 못 미치는 수준을 유지하고 있었다. 이 폐기물 기금은 2012년에만 약 3,600만 유로(약 4,600만 달러 또는 한화 약 510억 원)의 수익을 올렸으며, 2011년에는 약 3,900만 유로(약 5,000만 달러 또는 한화 약 555억 원)의 이익을 창출했다. 이 수익은 다시 폐기물 기금에 합산되었다.

고용경제부는 현 수준의 폐기물 관리 기금이 핀란드의 현재 방사성 폐기물을 다루고 운영 중인 원자력발전소를 해체하는데 충분할 것으로 전망했다. 핀란드는 현재 4기의 원자력발전소를 운영 중이며, 총 전력의 거의 30%를 공급하고 있는 원자력 발전의 용량은 2,741MWe 규모이다.

4기의 발전소 모두 1977부터 1980년 사이에 상업운전을 시작했고, 2027년부터 시작해서 2042년까지 현재 운영 중인 발전소는 모두 상업운전을 중지하고 폐쇄될 예정이다. 핀란드는 현재 3기의 원자력발전소를 추가 건설 또는 계획 중이다.

핀란드 포텀(Fortum)사와 국영전기공급사인 Teollisuuden Voima Oyj (TVO)는 자사에서 운영 중인 로비사(Loviisa)와 올킬루오토(Olkiluoto) 원자력발전소에서 발생하는 폐기물의 관리 비용을 핀란드 폐기물 관리 기금에 지급하고 있다. 이 두 회사에서 지급하는 비용은 매년 정부가 회사별로 폐기물 관리와 발전소 제염해체에 관한 부담금을 평가해서 책정한 것이다.

비용은 원자력발전소의 전력 생산 비용에 약 10%에 해당한다. 핀란드 국립기술연구센터(VTT Technical Research Centre)도 FiR-1 연구용원자로 운영에 대한 폐기물 관리 및 제염해체 비용을 폐기물 관리 기금에 지급하고 있다.

고용경제부는 포텀과 국영전기공급사 TVO가 2013년에 8,300만 유로(약 10,700만 달러)를 폐기물 기금에 지급할 것이라고 밝혔다. 핀란드는 사용후핵연료를 재활용하지 않고 그대로 지하에 묻는 직접처분 방식을 고수하고 있다.

핀란드의 원자력 폐기물 관리 프로그램은 1983년에 시작했으며, 이에 뒤따라 현재 운영 중인 4기의 원자력발전소의 상업 운전이 시작되었다. 1987년에 제정된 원자력법에 따라 핀란드는 최종처분을 옵션에 추가하면서, 원자력 폐기물 관리 비용을 통상산업부(Ministry of Trade and Industry) 산하에 신설했다.

이 법의 1994년 개정안에는 방사성 폐기물 관리와 처분은 전적으로 정부 관리 아래 진행되기로 했다. 이와는 달리 원자력발전소의 제염해제를 두 원자력 기업이 별도로 진행하기로 하였고, 5년마다 관련 계획을 수정하기로 하였다. 따라서 최종 처분 이전에 폐기물에 관한 책임은 두 원자력 기업의 몫으로 남아있다.

포텀과 국영전기공급사 TVO가 공동소유하고 있는 폐기물 관리회사인 포시바(Posiva)는 자사 원자력발전소에서 생산된 사용후핵연료를 영구적으로 저장할 목적으로 2012년 12월에 최종 처분장과 폐기물 캡슐화 공장 건설을 위한 신청서를 고용경제부에 제출하였다.

 

Finnish nuclear operators had set aside a total of €2.16 billion ($2.77 billion) by the end of 2012 for waste disposal and decommissioning activities, the country's Ministry for Employment and the Economy reported.
 

At the end of 2011 the Nuclear Waste Management Fund stood at just under €2.1 billion ($2.7 billion). The fund generated a profit of some €36 million ($46 million) in 2012, compared with a profit of about €39 million ($50 million) in 2011. These profits were paid back into the fund.
 

The ministry estimates that the amount now in the fund is sufficient to deal with the country's current nuclear waste stockpile, as well as for the decommissioning of its existing nuclear power plants.
 

Utilities Fortum and Teollisuuden Voima Oyj (TVO) pay into the fund to cover the costs of waste management from their Loviisa and Olkiluoto nuclear power plants. The charges are set annually by the government according to the assessed liabilities for each company, and also cover decommissioning. The charges account for about 10% of nuclear electricity production costs. VTT Technical Research also contributes to the fund to cover costs related to the FiR-1 research reactor.
 

The ministry said Fortum and TVO will pay about €83 million ($107 million) into the fund in 2013.
 

Finland's nuclear waste management program was initiated in 1983, soon after the country's four existing reactors started commercial operation. The 1987 Nuclear Energy Act included final disposal as an option, and set up the nuclear waste management fund under the Ministry of Trade and Industry.

A 1994 amendment of the Act stipulates that wastes should be handled wholly in the country. Reactor decommissioning is the responsibility of the two power companies separately, and plans are updated every five years. Responsibility for nuclear wastes remains with the power companies until final disposal.
 

Posiva - a waste management specialist jointly owned by Finnish nuclear utilities Fortum and TVO - submitted an application to the Ministry of Employment and the Economy in December 2012 for the construction of a final repository and waste encapsulation plant at Olkiluoto, with the aim of permanently storing the used nuclear fuel from its owners' nuclear power plants.
