러시아는 남아공에 우라늄 생산부터 원전 설계 및 제작까지 이르는 원자력 산업을 개발하는데 도움을 줄 예정이라고 러시아의 블라디미르 푸틴 대통령이 남아공의 제이콥 주마 대통령을 방문한 자리에서 밝혔다.

푸틴 대통령은 더반에서 개최된 2일간의 BRICS 정상회담 이전에 양국의 정상들에 의한 회담 동안 원전에 대한 지원 내용을 발표했다. 양국의 정상들은 전략적 파트너십에 대한 합동 선언문에 서명했으며, 에너지에 관한 협정을 포함하여 다양한 분야에 대한 협력 관련 양국 간의 문서에 서명했다.

“우리는 원자력 분야에 있어서 협력을 발전시킬 엄청난 잠재력을 가지고 있다”고 푸틴 대통령이 회담 후 밝혔다. 러시아는 남아공에 “최신 기술”을 사용하여 개별 원전을 건설하는데 도움을 줄 뿐 아니라 우라늄 생산, 상업용 원자로 및 연구로의 건설과 남아공 자체적으로 원전 건설 및 기기 제작에 걸친 전반적인 원자력 산업을 발전시키는데 지원할 것이라고 그는 덧붙였다. 또한 “이들 모든 지원에는 유상원조(credit assistance)와 전문가 교육을 당연하게 포함한다”고 그는 추가했다.

푸틴 대통령의 약속은 남아공의 칼레마 모틀란테(Kgalema Motlanthe) 부통령이 2013년 원자력 아프리카 컨퍼런스의 키노트 연설에서 포괄적인 원자력 프로그램의 개발이 필요하다고 언급한 이후에 발표되었다.

모틀란테 부통령은 남아공 입장에서 원자력이 이상적이라고 묘사했다. 현재 남아공은 대부분 석탄화력발전으로 전기를 생산하고 있는데 원자력은 대용량의 전기를 생산할 수 있으며 멀리 전기를 보낼 수 있으므로 그는 적합하다고 생각했다.

 “석탄은 장기적으로 에너지 수요에 대한 해결책으로 볼 수 없으며, 원자력은 그에 대한 해결책으로 적절하다”고 그는 말했다. 남아공은 최신 원자력시스템의 설계, 제작 및 건설에서 세계적으로 경쟁력을 가지는 것이 목표이다.

남아공은 현재 900MWe 원자로 2기를 보유하고 있으며, 전체 전기의 5%를 공급한다. 남아공 정부는 2030년까지 최소 9600 MWe 용량의 신규 원전을 계획하고 있다.

이들 원자로는 1984년에 최초 상업운전에 들어갔다.

남아공 전기 소비는 1980년대 이후 급격하게 증가하였으며, 남부 아프리카 전력풀(Southern African Power Pool, SAPP)인 광역 그리드로 연결된 국가 중 하나이다. SAPP에 연결된 국가들 중 남아공은 54.7GWe 전기를 생산하고 이들 전기는 대부분 석탄 화력발전으로 공급하며, 국영기업인 에스콤(Eskom)의 통제를 받는다.

에스콤은 남아공 전기의 95%를 공급하며, 그 수치는 아프리카 전기의 45%를 공급한다. 전체 용량은 40.5GWe이며, 석탄화력발전으로 34.3 GWe를 공급하고, 원자력으로 1.8GWe를 공급한다. 2008년 에스콤은 2300억 kWh의 전기를 생산했으며, 코에버그 원전에서 127억 kWh를 생산하였다.

한편, 남아공은 한때 신형 원자로인 페블베드 모듈라 원자로를 개발했으나, 재정 문제로 인하여 철회한 바 있다. (URL1)

 

Putin's remarks were made during bilateral talks held by the two leaders in advance of the two-day BRICS summit of the leading emerging economies (Brazil, Russia, India, China and South Africa) held in Durban.

The two leaders signed a joint declaration of a strategic partnership between the two countries, and witnessed the signing of a package of bilateral documents on cooperation in various fields, including a cooperation agreement on energy.
 

"We have enormous potential for developing cooperation in the energy sector, first and foremost in nuclear energy," Putin told the press after the talks. He said that Russia was offering help to South Africa not just in building individual nuclear units using "cutting-edge technology" but also in developing the country’s nuclear industry as a whole, from resource production, through the construction of nuclear power plants and research reactors, to designing and manufacturing South Africa's own nuclear power equipment. "Naturally, all this involves credit assistance from the Russian side and training of specialists," he added.
 

Putin's promise comes days after South African vice president Kgalema Motlanthe spoke of South Africa's needs to develop a comprehensive nuclear program in a keynote speech to to the Nuclear Africa 2013 conference. Motlanthe described nuclear power as ideal for South Africa, providing the capability to spread large-scale electricity production around the country: at present, most of South Africa's coal-fired generation capacity is clustered in the north-eastern part of the country, necessitating long-distance transmission.

 "It has become crystal clear that coal is not the long-term solution for our energy needs," he said. South Africa must aim to become "globally competitive" in designing, manufacturing and deploying state-of-the-art nuclear energy systems, the vice-president noted.
 

South Africa has two 900 MWe nuclear reactors at Koeberg, currently producing around 5% of its electricity. Government plans foresee at least 9600 MWe of new nuclear capacity by 2030.
