최근 해외 순방에 나선 신조 아베 총리는 아랍에미리트 및 터키와 일본의 원자력발전소 건설 기술을 수출할 수 있도록 하는 협정에 서명했다.

아베 행정부는 또한 사우디 아라비아와 브라질과도 유사한 협정을 체결하는 것을 목표로 협상을 진행하고 있다. 하지만 아베 총리는 도쿄전력의 후쿠시마 1호기에서 발생한 사고가 여전히 진행형이고 여전히 많은 후쿠시마 주민들이 방사성 물질의 누출에 따른 피폭을 걱정하면서 살고 있는 가운데, 일본 원자력 기술의 수출을 장려하고 있다는 문제에 직면해 있다.

아직도 약 15만 명이 방사성 오염에 대한 우려 때문에 자신들의 집과 동네로 복귀하지 못하고 있다. 게다가 정부와 국회(Diet)가 출범한 조사위원회의 노력에도 불구하고 아직까지 후쿠시마 사고의 원인을 밝혀내지 못했다는 걱정스런 목소리도 있다.

아베 총리는 원자력발전소 건설 기술을 수출하는 것이 핵 확산을 촉진시킬 수 있는 것은 물론이고 전기를 생산하는데 사용되는 것과 동일한 원자력 기술이 핵무기 제조를 위한 수단을 제공할 수도 있다는 것을 깨달아야 한다.

아베 총리는 사우디 아라비아가 국제원자력기구(IAEA)의 추가의정서(Additional Protocol)에 서명하지 않고 있음을 상기해야 한다. 추가의정서는 IAEA가 미신고 핵 활동이나 방사성 물질이 존재하는 것을 탐지하는 능력을 강화해주는 조약이다.

만약, 이란이 핵무기를 제조하는 능력을 확보했을 경우, 사우디 아라비아도 자체적으로 핵무기를 개발할 수 있다는 가능성을 배제할 수 없다. 북한의 경우에도 원자력을 오로지 민수용 목적으로만 사용하겠다고 선언했다. 하지만 북한은 핵무기 프로그램을 추진했고 현재 핵폭탄을 보유한 것으로 추정되고 있다.

후쿠시마 참사로부터 배운 중요한 교훈은 원자력발전은 극도로 관리하기 어려운 기술이며, 사고가 발생할 경우 환경과 인류의 삶에 회복할 수 없는 손해를 입힌다는 것이다. 후쿠시마 참사는 일본이 원자력 기술을 적절하게 관리하는데 실패했다는 단순한 사실을 보여준 것이다.

아베 총리는 후쿠시마 다이치 원자력발전소의 사고와 그것이 함축하는 의미에 대해 자신의 생각하는 바를 밝혀야 하고 아직까지 후쿠시마 사고의 원인이 정확하게 드러나지 않은 상태에서 일본의 원자력 기술을 왜 수출하려고 하는지 설명해야 한다.

터키는 흑해에 인접한 북부 지방 시놉(Sinop)에 원자로 4기를 건설하는 계획을 추진 중이다. 총 2조 엔(약 22조 원)이 소요되는 이 프로젝트에 미쓰비시 중공업은 일본이 협상 우선권을 획득한 이후 참여도를 증가시키는 계획을 추진하고 있다. 하지만 터키는 일본과 같이 지진에 취약한 지역이다.

아베 총리는 일본의 기술로 건설된 해외 원자력발전소에 대한 책임과 관련하여 어떤 생각을 가지고 있는지 설명해야 한다. 원자력규제청(Nuclear Regulation Authority)도 3/11 지진이 후쿠시마 원자력발전소에 어떤 영향을 끼쳤는가에 대한 조사를 막 착수했다.

아베 총리는 이 지진의 영향이 완전히 이해되기 전에 원자력 수출을 추진하고 있는 것이다. 이런 정책은 책임성이 결여된 것으로 볼 수 있다.

In his recent visits abroad, Prime Minister Shinzo Abe signed agreements with the United Arab Emirates and Turkey that will enable the export of Japanese nuclear power plant technology to them. The Abe administration is also pushing talks to facilitate the conclusion of similar agreements with Saudi Arabia and Brazil.

 

Mr. Abe is trying to promote the export of nuclear technology at a time when the nuclear crisis at Tokyo Electric Power Co.’s Fukushima No. 1 nuclear power plant remains ongoing and many Fukushima residents still live in fear of exposure to radioactive substances released by the plant.

 

Some 150,000 of them still cannot return to their homes and communities due to radioactive contamination. In addition, important questions concerning the cause of the Fukushima nuclear crisis have yet to be resolved despite the studies by investigation committees set up by the government and the Diet.

 

Mr. Abe also should realize that export of nuclear power plant technology could contribute to acceleration of nuclear proliferation as the same nuclear technology used to generate electricity can also be used to produce material for nuclear weapons.

 

 Mr. Abe must remember that Saudi Arabia has not signed an Additional Protocol with the International Atomic Energy Agency — a document designed to enhance the international nuclear watchdog’s ability to find undeclared nuclear-related activities and radioactive materials.

 

The possibility cannot be ruled out that if Iran develops the capability to manufacture nuclear weapons, Saudi Arabia may consider arming itself with nuclear weapons. North Korea declared that it will use nuclear power only for civilian purposes. But it pushed forward with a nuclear weapons program and is now believed to possess nuclear bombs.

 

The important lesson from the Fukushima catastrophe is that nuclear power generation is an extremely difficult technology to manage and that accidents can result that cause irreparable damage to the environment and human life.

 

The Fukushima fiasco has exposed the simple fact that Japan has failed to properly manage its nuclear technology. Mr. Abe must answer the question of what he thinks of the nuclear crisis at Fukushima No. 1 and its implications, and explain why he is trying to sell Japanese nuclear technology at a time when the causes of the Fukushima nuclear accident are not clearly known.

 

Turkey plans to construct four reactors at Sinop in the northern part of the country facing the Black Sea. The total cost exceeds ¥2 trillion and Mitsubishi Heavy Industries, Ltd., plans to increase its involvement in the project following Japan’s acquisition of preferential negotiating rights.

 

But Turkey is a quake-prone country like Japan. Mr. Abe should explain whether Japan’s government and manufacturers of nuclear power technology will be in a position to assume responsibility should an accident happen at a nuclear power plant overseas that was built using Japanese technology.

 

The Nuclear Regulation Authority has just started studying how the 3/11 quake affected the Fukushima nuclear power plant. Mr. Abe is pushing the export of nuclear power plants before the effect of quakes is fully understood. Such a policy is irresponsible.
