2013년 5월 30일, 인도와 일본의 원자력 협력 협정 체결을 위한 협상이 가속화될 것이라고 도쿄에서 회동한 양국 정상이 밝혔다. 신조 아베 일본 총리와 인도의 만모한 싱 인도 총리는 양국 간의 협력을 강화하는 것에 관한 공동 성명에 서명했다. 이 성명에서 양국 정부에 있어 원자력 안전이 최우선 과제라는 것이 분명한 가운데, 양국 간의 민수용 원자력 협력의 중요성을 재강조했다.

아베와 싱 총리는 당국자들에게 평화적인 원자력 이용에 관한 협력을 위한 협정을 체결하는 것을 앞당기기 위한 협상을 가속하라고 지시했다. 이 협상은 2011년 3월 후쿠시마 다이치 원자력발전소에서 사고가 발생한 이후 중단되어 왔다.

이 협정은 인도가 일본의 원자력 기술과 서비스를 수입할 수 있도록 해주는 것이다. 일본 방문 도중 싱은 “인도의 성장은 해외 투자 기회를 확대시켜줄 것이다. 인도는 자국의 경제와 특히 핵심 기반시설 분야에 있어 해외 투자를 환영한다”고 말했다. 그는 과거 몇 년 동안 인도와 일본이 에너지 안보 영역에서 함께 겪고 있는 도전을 해소하기 위한 방안을 논의해 왔다고 강조했다.

인도는 핵비확산조약(NPT)의 포괄적 안전조치에 가입하지 않고 있기 때문에 30년 이상 해외로부터 원자력 기술 및 물질을 거래하는 대상에서 배제되어 있었다. 하지만 2009년 특별 협정을 통해 이 제약이 해제되었고 그 이후 캐나다, 프랑스, 카자흐스탄, 러시아, 영국, 미국 등과 원자력 협정을 체결했다. 해외 원자력 기술과 핵연료는 인도의 원자력발전 분야를 크게 성장시켜줄 것으로 예상되고 있다.

일본도 중단된 원자력발전소의 가동을 원하고 있고 최근 다양한 침체를 겪고 있는 일본 경제를 활성시키기 위해 원자로 수출을 추진하고 있다. 싱 총리는 이례적으로 일본에서 하루 더 머물기로 결정하여 일본 지도부와 관계를 돈독하게 만들 예정이다. 이 방문 일정 연장은 일본이 중국과 센카쿠 열도를 둘러싼 영토 분쟁을 겪고 있는 최고점에 이루어진 것이다.

사토 대변인은 만모한 싱 총리의 방문을 통해 인도와 정치 및 경제를 포함한 광범위한 영역에서 전략적 관계를 다지고 확장하는 것이 목표라고 말했다. 인도 정부 소식통에 따르면, 작년 오시히코 노다 총리와 정상회담을 취소한 바 있는 싱 총리가 일본과 대화를 재개한 것은 그가 인도에 더 우호적이기 때문이라고 알려졌다. 작년 아베 총리에게 보낸 축전에서 싱은 양국 간의 전략 및 국제적 파트너십을 위한 핵심 설계자라고 아베 총리를 묘사한 바 있다.

Japanese prime minister Shinzo Abe and his Indian counterpart Manmohan Singh signed a joint statement on strengthening the partnership between the two countries. In the statement, they "reaffirmed the importance of civil nuclear cooperation between the two countries, while recognizing that nuclear safety is a priority for both governments."

Abe and Singh accordingly directed their officials to "accelerate the negotiations of an agreement for cooperation in the peaceful uses of nuclear energy towards an early conclusion." Those negotiations were suspended after the March 2011 accident at Japan's Fukushima Daiichi plant. The signing of such an accord would enable India to import Japanese nuclear technology and services.

During his visit, Singh commented, "India's growth will provide expanding opportunities for foreign investment. We welcome foreign investment in the development of our economy and especially so in the critical infrastructure sector."

He noted that over the past few years India and Japan have been in discussions "to address some of our shared challenges in the area of energy security."

India was largely excluded from international trade in nuclear plant or materials for over three decades because of its position outside comprehensive safeguards regime of the Nuclear Non-proliferation Treaty.

Special agreements ended the isolation in 2009 and the country may now engage in nuclear trade with those countries with which it has since signed cooperation agreements: Canada, France, Kazakhstan, Russia, the UK and USA. Foreign technology and fuel are expected to boost India's nuclear power plans considerably.
