산업형 컨설팅 회사 Indepen에 따르면 지난 4년간 영국 물 산업 부문의 투자자들에게 규제형 리스크가 크나큰 걱정으로 다가온 것으로 드러났다. 

Indepen은 영국 수자원 공사의 도움을 받아 영국 물 산업내 상장사나 개인 회사의 43명의 주주들의 의견을 확보하였다. 단 하나의 예외 없이, 43명의 주주들, 19명의 채권 보유자들의 다수, 그리고 질문에 응답한 7개의 민간은행 모두 2009년 이후 증가된 규제형 리스크에 대한 우려를 표하였다.

Regulatory risk has become a bigger concern for virtually all investors in the UK water sector over the past four years, according to a new survey by industry consultant Indepen.

The group ultimately secured the views of 43 shareholders in both the listed and privately owned water groups for its survey, which was sponsored by Water UK. Without exception, they said that regulatory risk had increased since 2009 as did all of the seven banks that responded to the consultant’s questionnaire, and an overwhelming majority (84%) of the 19 bondholders polled.

Confidence in the policies of industry regulator Ofwat has continued to deteriorate, following the trend seen in previous Indepen investor surveys in 2004, 2008, and 2009.

More than 90% of shareholders polled, and over half the bondholders and banks (53% and 57%, respectively), said that Ofwat’s recent proposed licence modifications had made the sector a less attractive investment proposition.
