네덜란드 인프라 회사 하이만스는 Benelux(Belgium-Netherlands-Luxemburg) 지역에서 진행되고 있는 녹색지구 BOT 프로젝트에서 자본 우위를 점하기 위헤 바클레이스 인프라 펀드(Barclays Infrastructure Funds)와 합작 투자 계약을 맺었음을 정식 발표하였다.

바클레이스 인프라 펀드는 새로운 하이만스 자본 합작투자(Capital JV)에 80%의 자본을 투입할 예정이고 나머지는 하이만스 측에서 부담하기로 결정하였다.

"네덜란드와 벨기에 쪽에 몇몇 민자합작 프로젝트를 필요로 하는 커다란 수도관이 있습니다."라고 하이만스의 투자자 관리 매니저, Frank Heerens는 설명하였다. "과거에 우리는 보통 프로젝트나 사업이 생기면 사후에 그때그때 자본 파트너를 찾았습니다. 그래서 이제는 좀 장기적인 관점에서의 자본 투자 파트너를 찾는 것이죠."

Dutch infrastructure concern Heijmans has formalised an agreement with Barclays Infrastructure Funds (BIF) to set up a financing joint venture which will take equity positions in greenfield BOT projects in the Benelux region.

BIF will inject 80% of the capital into the new Heijmans Capital JV, with Heijmans providing the remainder.

“There’s quite a big pipeline for PPP projects in the Netherlands and in Belgium,” explained Frank Heerens, Heijmans’ investor relations manager. “In the past, we used to team up with equity partners on a case-by-case basis, and so we decided to look for a longer-term equity partner.”

While the deal could additionally provide Heijmans with enhanced access to commercial bank co-financing, 3i’s impending takeover of BIF may change that dynamic.

Heijmans has a 5% equity stake in the Delfluent WWTP in the Netherlands, although there are no major Benelux water treatment PPPs in the pipeline at the current time.
